Meet Classification: / Open only to current 2015 ISI registered swimmers. Swimmers must have an Iowa Q time standard in each event in which they compete. This meet is timed-final for all 12 and under events and prelim/finals for all 13-14 and Senior events, with the exception of the 800Free, the 1500 Free, and all relays. Up to 24 qualifiers from prelims will swim in finals, with the top 8 finishers after scratches swimming in the A-final and the next 8 finishers after scratches swimming in the B-final. For Senior events 400 meters and less, the next 8 finishers, ages 18 and under, after scratches will swim in the C-final.
Rules: / Current USA Swimming and ISI technical and administrative rules will govern this meet.

Teams will be notified by Tuesday,July 21st, 2015 if warm-ups are to be split or structured.
Coaches Meeting:The Coaches’ Meeting shall take place at 6:30 a.m. on Thursday, July 23rd, 2015. The meeting will be held in the room located just off the pool deck under the spectator seating. Coaches attending the Thursday morning meeting will receive their swimmers’ deck credentials at that time. Details and information discussed at this meeting will be emailed to all coaches and available from the Administrative Referee immediately following the meeting. Coaches are responsible for all information presented and/or included in this posted information.
Pool Deck & Spectator Seating: Swimmers will be allowed on deck and spectators into the viewing area at 6:30 AM each day.
NOTE:Swimmers and spectators will need to remove all personal items at the end of each day. Items left on the pool deck or in the spectator viewing area will be collected and placed in the lost and found. This includes bleacher seat-backs, towels or blankets left in the spectator area.
Facilities: / Competition Pool: Indoor, 8 lane, 50 meter pool with a starting end depth of 7’ and a turning end depth of 7’. A Daktronics timing system with touch pads, back-up buttons, and watches will be used on each lane. Backstroke flags will be placed five meters from each end of the course. The competition course has been certified in accordance with Rule 104.2.2C(4) of USA Swimming Rules and Regulations. A copy of such certification is on file with USA Swimming.
Warm-up Pool: The diving well will be available for warm-up and cool down only to those athletes participating in the session in progress.
Coaches: / Only currently registered USA Swimming member coaches will be permitted on deck in designated areas. Each coach must sign the Coaches Meet Sign-In (APP-29) and present a current USA Swimming coach membership card to the Meet Referee or his designee to verify that all certifications are current and on file. Any coach not attending the Thursday morning coaches’ meeting must first report to the meet check-in table at the pool entrance to receive their deck credentials and the deck credentials for their swimmers. A coach will only receive his or her deck pass and each individual coach must sign himself or herself in on the Coaches Sign-In (APP-29). Coaches will be issued a deck pass for the meet which must be worn so that they are clearly visible to swimmers and meet personnel at all times while on deck or in the stands. Deck Passes are not transferable.
Warm-ups: / The ISI mandatory warm-up procedure will be followed in accordance with Section J.XI of the ISI Code Book. All swimmers are to carefully enter the pool using feet first, three point entry for warm-ups, pre-race warm-ups, and post-race cool down except for designated start lanes. Failure to abide by this procedure will result in the swimmer being ejected from warm-ups.
All swimmers must be under the supervision of a USA Swimming member coach during warm-up, competition, and cool down. Any swimmer without a coach shall report to the Meet Referee prior to his or her warm-up. The Meet Referee will assist the swimmer in making arrangements for such supervision, but it is the swimmer’s responsibility to ensure such arrangements are made prior to the start of the meet.
The competition pool will be cleared 10 minutes prior to competition.
The diving well will be open for warm-up and cool down starting at the beginning of the warm-up session continuing through the competition and concluding 20 minutes after the conclusion of competition for each session. Swimmers are reminded always to enter the warm-up pool using feet first, three point entry.
Racing Start Certification: / Any swimmer entered in the meet must be certified by a USA Swimming membercoach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a membercoach, it is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance with this requirement.
ENTRY INFORMATION
Entry
Requirements: / 1)All swimmers must be current USA Swimming registered athletes in the Iowa LSC. “Applied for” registrations will not be accepted. No athlete, non-athlete, or club registrations or transfers will be taken at this meet. Swimmers whose names do not appear on the current ISI registration list and who cannot show proof of USA Swimming membership in the Iowa LSC will be barred from competition and not permitted on deck.
2)Swimmers must enter the age bracket corresponding to age as of July 23rd, 2015.
3)Relay-only swimmers whose names do not appear in team entry files or on team entry sheets will not receive a deck pass. Coaches will need to provide proof of USA Swimming Registration in the Iowa LSC for these swimmers to the Administrative Referee at the meet prior to the swimmer receiving a deck pass and competing in the meet.
Seed Times: / 1)Entry times must meet or exceed the Iowa Q time standard and must be entered in the proper course in which achieved (LCM, SCM, SCY). Entry times conforming to the course length (LCM) shall be considered conforming times. All other times meeting the appropriate time standard willbe considered non-conforming times. Converted times must not be submitted and will not be accepted.
2)The order of seeding is LCM, SCM, and thenSCY.
3)In order to be seeded at their entry times, swimmers must enter at a time achieved and recorded in USA Swimming SWIMS database within the previous 24 months prior to the start of the meet. Swimmers will be seeded according to their entered time. At the discretion of the Meet Referee, swimmers in the 1500 Freestyle events may be given the opportunity to down-seed to the morning session.
4)If an entry time does not match a time in SWIMS from the previous 24 months, it will be down-seeded to the slowest non-conforming qualifying time. All times from non-USA Swimming sanctioned or observed meets will be seeded at the slowest non-conforming qualifying time for that event.
5)Swimmers must be prepared to document their seed times. Individual “NT” entries will not be accepted and will be scratched. Only relays may enter this meet with a “no-time” entry.
6)Relay entry times shall be either the aggregate time based on athletes entered in the meet, a relay time achieved by the club since July 28, 2013, or entered as No Time (NT).
Individual Entry Limits: / Swimmers may enter any event in their respective age group in which they have an ISI Q time. The following are the entry limits for the meet:
  • Swimmers 13 and over:
  • Limit of 3 individual events per day and 6 individual events for the entire meet.
  • May enter as many events as they have qualifying times. However, swimmers who are over-entered must scratch down to the allowable number of events by 6:00 pm on the day preceding those events in order for that event not to count toward the maximum. No-shows will count as an event. See below for more details on scratching events.
  • Swimmers 12 and under:
  • Limit of 4 individual events per day if entered exclusively in timed final events.
  • Limit of 3 individual events on any day a swimmer is entered in one or more Senior prelim/final events.
  • Limit of 9 individual events for the entire meet.
  • Swimmers 12 and under may not over-enter events at this meet.

Relay Entries: / There is no entry limit for swimmers participating in relay events. The maximum number of relays allowed per team per event is determined as follows:

Continues with one relay for each additional one to four swimmers qualified for each age group. Teams should designate the relays A, B, C, etc. Each team may only score two of these relays in each event.
The relay team shall be disqualified even if proof of registration is provided after the relay has competed if a swimmer participates in a relay prior to entering the meet and providing proof of USA Swimming registration for the Iowa LSC.
Entry Submission: / Entry fees are as follows:
Individual event: $5.25 per event
Relays: $10.50 per relay
ISI swimmer surcharge: $3.00 per swimmer
Facility fee:$7.00 per swimmer
Handwritten entries (for teams entering more than five swimmers): $2.00 per swimmer
Swimmers who have one or more qualifying standards in individual events may enter the meet through USA Swimming’s OME system (usaswimming.org/ome) beginning Tuesday, June 23rd, 2015 at 11:00 am Central Time, and may enter up to the entry limit determined by age group. Electronic entries must be submitted in a format compatible with HY-TEK Meet Manager software. Handwritten entries must be submitted on the ISI Meet Entry Form (APP-7).
Submit entries along with the appropriate ISI Financial Sheet (APP 8.3). If submitting electronic entries, also send a hardcopy of the entries with the entry fees and financial sheet.
Payment shall be by check made payable toCRAA. All entry fees, including ISI swimmer surcharge and facility fees, should be combined on one check. The host club reserves the right to require payment by money order or cashier’s check. Entry fees are non-refundable; ISI swimmer surcharge fees will be refunded only if the entire meet is cancelled.
Entry Dates & Deadlines: / 1)For emailed entries, entry files will be accepted starting on June 23rd, 2015. The entry chair will confirm e-mail entries have been received via e-mail.
2)Handwritten entries, along with entry fees and financial sheet, must be received no later than Wednesday, July 15th, 2015. However, teams making these entry submissions may make deletions or additions to their original entry by emailing or calling the entry chair by 12:00 p.m. (noon), Monday, July 20th, 2015.Handwritten entries received after this date will be considered late entries (See exception below for new qualifying or updated times achieved after the entry deadline.)
3)Emailed entries must be received no later than noon on Thursday, July 16th, 2015. Electronic entries received after this date will be considered late entries except as noted below. A hardcopy of the entries, along with entry fees and financial sheet, must be received by noon on Wednesday, July 22nd, 2015.
4)OME entries will be accepted up to noon on Monday, July 20th, 2015.
5)Exception: New qualifying times or updated times achieved at ISI Regional’s or meets swum the weekend of July 18th – 19th will be accepted by email until noon on Monday, July 20th, 2015 and will not be considered as late entries. Entry changes will not be accepted by phone or fax. Any additions or changes after this date and time will be considered late entries.
6)New or updated relay entries received after noon on Monday, July 20th, 2015, will be entered as No Time.
7)Send electronic entries by email . Receipt will be confirmed by email. Send all print materials to CRAA – LCC Entries at the address below. If sent by rush delivery, indicate no signature required.
Late Entries: / 1)Late entries will be accepted by email to until 6:00 PM, Wednesday, July 22nd, 2015. After this time, late entries will only be accepted at the swim meet.
2)Late entries will be closed at the scratch deadline for each event. See below for more details on scratches.
3)Late entry fees: Individual events - $10.50; Relay events - $21.00.
4)Swimmers who submit late entries but have not previously been entered into the meet prior to the meet entry deadline will be required to show proof of registration prior to swimming at the meet.
Swimmers with Disabilities: / Swimmers with disabilities are encouraged to compete. The Information Form for Adapted Competitive Swimmers (APP-21) indicating limitations and requested modifications should be completed and attached to the meet entries. Modifications will be determined by the Meet Referee. The swimmer (or swimmer’s coach) is responsible for providing any equipment or assistants required. See Article 105 of USA Swimming Rules and Regulations.

Meet Committee: / A meet committee consisting of the Meet Director, Meet Referee, a Coach Representative, an Athlete Representative, and a certified official acting at large will be established in accordance with Section J.X of the ISI Code Book. The committee shall serve as the meet jury to consider any administrative protests filed at the meet. Protests against judgment decisions can only be considered by the Referee and the Referee’s decision is final. The committee shall act as a review section in case of an emergency hearing.
Timers & Officials: / Clubs and unattached swimmers participating in this meet must provide 50% of the timers and/or officials on a prorated basis according to number of entries. Teams will be informed of the number of timers needed and sessions to be worked by 8:00 PM Tuesday, July 21st, 2015. Timers for the 1500 M Freestyle events in the preliminary session, Session 10, Sunday morning, July 26th, 2015 are to be provided by clubs for their swimmers in those heats.
This meet has been sanctioned as a USA Swimming N3 Officials Qualifying Meet (OQM 15-114) and a National Evaluator will be in attendance for certification and re-certification evaluations. Applications to officiate at this meet may be found on the CRAA Website ( under the meet page. Those desiring initial certification or re-certification above the LSC level should annotate the application for this purpose. There will be opportunities at the meet to be evaluated for N2 & N3 level positions. All applications should be e-mailed to the Meet Referee. Some requests might not be able to be accommodated. Officials should send their requested shirt size in the application to the meet referee by July 7th, 2015. Officials meetings for each session will commence 1 hour prior to the session start time in the hall by the hospitality room unless otherwise notified. Final deck assignments will be made by each session’s officials’ meeting.
MEET MANAGEMENT
Meet Operations: / 1)Heat sheets will be posted on deck and may be purchased by spectators. Timer sheets by event and lane will be at each timer’s chair.
2)The 12 and Undersessions of the meet will be PRE-SEEDED although the MeetReferee may reseed events if a significant number of scratches are known beforehand.
3)There will be no swimmer check-in required for any event. It is the responsibility of each swimmer and relay team to be aware of his/her event number, heat number, and lane assignment and to report to the correct starting block on time to swim the event.
4)If names are on entry sheets for relays, those names will be on the relay cards at the meet. Relay cards for each day’s morning and evening sessions will be distributed before warm-ups. All four swimmers’ full names, ages, and order of swimming must be listed on each card and the order should be verified as correct by the coach. Relays shall report to the blocks with the relay card when their event is called or the relay will be scratched from the event.
