Waiver:Each team must complete their waiver/ roster form and submit to tournament desk before first game.

All teams not meeting this requirement will not be allowed to play in the tournament. A desk will be set up at the tournament and always manned to assist all teams.

GAME RULES:

All Iowa High School Boys Association rules for basketball apply with the following exceptions:

  1. 18 minute halves with continuous clock. (Clock will stop in last two minutes of second half if score difference is 12 points or less. Clock will stop for all time-outs and injuries.)
  2. Four minutes between halves.
  3. Three time-outs per game. 30 seconds allowed for each time-out.
  4. Overtime period – 2 minutes in length, stop clock. One 30-second timeout will be awarded to each team. No carry over time-outs allowed from regulation or other overtime periods. The second overtime is sudden death.
  5. Each technical or intentional foul results in 2 points and possession of the ball awarded to the opposing team.

Flagrant swinging of elbows is considered a technical foul.

  1. Shoot one-for-one free throws on the 7th foul in each half and two on the 10th foul.
  2. 3-point shots are allowed on courts that include a 3-point line.
  3. Backcourt defense in 3rd, 4th and 5th grade games is only allowed in the final 2 minutes of each half. No backcourt defense is allowed in any division by a team that is leading by 14 or more points.
  4. No zone defense allowed in 3rd, 4th and 5th grade divisions.
  5. 3rd, 4th, 5th, 6th, and 7th grades will use 28.5” basketball. Grade 8 can use 29.5” if both teams agree. Both teams must provide a game ball. Referees will make final decision on game ball to be used.
  6. No more than 2 coaches on the bench per game. Only the head coach may stand to coach.
  7. Coaches will be responsible for the conduct of their players and parents. Please stress sportsmanship at all times with our game officials, tournament volunteers, other players, coaches, and fans attending the games. Game or tournament officials may eject any coach, player, or spectator from the tournament. Any person ejected will be required to leave the premises immediately and will not be allowed back into any tournament game.
  8. Upon the completion of each game, both teams and the referees must sign the official score sheet. Referees will be responsible to turn this score sheet into the tournament desk after each game.

TEAM RULES:

  1. Each team must provide an adult scorekeeper and/or clock keeper for each game.
  2. Team roster’s established before the team's first game is the roster that must be used for the entire tournament.
  3. A lower grade player may compete on a team in a higher grade bracket.
  4. An individual player may play on only one team in this tournament.
  5. Teams must have light and dark uniforms or reversible jerseys with numbers on both sides.
  6. Home team is listed first on the schedule and will wear the dark uniform.

FACILITY RULES:

  1. No food or drinks are to be brought into the schools from outside.
  2. Players must be supervised at all times by parents or coach.
  3. Entrance to CentralHigh School gym is to be through the East door entrance only. Entrance to the Palmer gyms is on the north side of the building.
  4. All players, head coach, and one assistant coach will be allowed to enter the tournament free of charge. Head coaches are to declare their assistant before the start of the tournament. On Saturday, a list will be at the entrance gate to verify. If not on this list, person must pay. Head coaches and one assistant coach will be given one wristband to wear for the tournament. These wristbands are good for the weekend at all playing facilities.
  5. Admission is $3.00 for adults and $1.00 for children ages 6-12. Children under 5 years old are free.
  6. All admission fees are charged daily. No weekend pass is available.
  7. Concessions are available. Teams may not bring coolers, beverages, or refreshments into either location.
  8. Central High School, Palmer College, volunteers, and/or tournament committee members shall not be held responsible for accidents, injuries, or the theft of personal property incurred by anyone participating, attending, or working in this tournament.
  9. No medical personnel are located on-site.
  10. All injuries are the responsibility of the individual teams, coaches and parents of the player involved. Ice and

a first-aid kit will be available at the concession stand.

The Tournament Director reserves the right to add, drop, change, or amend these tournament rules. Coaches and teams are encouraged to check the tournament desk for any changes.
