18/019 PUBLIC FORUM:-

A member of the public expressed concern that the hunt had churned up the Oldways making it virtually impassable. Clerk to write and ask them to avoid using the Oldways due to the state it is left in and the amount of wildlife that is present in the area.

A member of the public asked if there was any update on the planning application for residential development at land off School Road (2017/0772/OUTM) and the Chairman advised that unfortunately there was still no further update.

Mrs Susan Sellers reported that she had received a letter from Highways advising that they will be carrying out repairs and putting grips in at the bottom end of Landing Lane.

18/020 POLICE REPORT:-

A report listing the recent Ringmaster notifications received by the clerk was distributed.

18/021 LISTEN TO REPORTS FROM COUNTY AND DISTRICT COUNCILLORS:-

District Councillor K Arthur reported that he had been contacted by residents with regards to the planning application for residential development at land off School Road (2017/0772/OUTM). Councillor Arthur advised that the application is scheduled to go before the Planning Committee on Wednesday 11th April but that this was still to be formally agreed.

District Councillor J Deans spoke about the Selby District Council Additional Sites Consultation which will be run from 8 March to 19 April 2018.

18/023 DECLARATION OF INTEREST/DISPENSATION REQUESTS:-

a) Councillor J Strelczenie declared an Other Interest in Item (18/027c) Oldways due to being a member of the Parish of Hemingbrough Historical/Heritage Society.

b) Councillor L Stebbings also declared an Other Interest in Item (18/027c) due to being a member of the Parish of Hemingbrough Historical/Heritage Society.

c) Councillor R Chilvers declared an Other Interest in Item (18/028) due to the equipment used at the Oldways being hired from a family member

18/024 CHAIRMAN’S OPENING REMARKS:-

The Chairman advised of the death of Mrs Flora Carroll and it was unanimously agreed to write to Mr Gerry Carroll (previous long-standing Chairman of Cliffe Parish Council) to offer the Parish Councils sincere condolences.

The Chairman also advised that unfortunately the new Plasmor entrance/exit road is subsiding so they will be using the new road for lorries coming in empty but will have to revert to using the old entrance/exit road for lorries leaving the site (full) until the new road is rebuilt. The plan is to rebuild the road in two halves as soon as possible so the empty lorries can continue using the new entrance.

18/025 CLERKS REPORT:-

The clerk requested permission from the Parish Council to purchase a shredder in order to dispose of a large number of old planning applications (as agreed at the February Parish Council meeting).

Proposed by Councillor F Davidson, seconded by Councillor M Allitt and unanimously agreed. RESOLVED

18/026 CONFIRMATION OF MINUTES:-

The Minutes of the Meeting held on Thursday 18th January 2018 were proposed by Councillor M Allitt, seconded by Councillor C Dandyand agreed with a show of hands. RESOLVED

18/027 TO RECEIVE INFORMATION ON THE FOLLOWING ON-GOING ISSUES AND DECIDE FURTHER ACTION WHERE NECESSARY:-

a) Registration and License Update– No further update

b) Water Lane Pond

Bollards

The Chairman reported that one quote had been received but that he was still awaiting receipt of a further two quotes so it was agreed to defer this item until the March meeting

Tree Maintenance

The Chairman reported that as agreed at the February meeting George Fillingham would be removing all the trees from the island within the next weekand replacing them with three Cotoeaster Cornubia trees which will provide shelter for any wildlife living on the island.

c) Oldways

The Chairman reiterated that the Oldways has been devastated by the hunt and thanked Councillors F Davidson and L Stebbings for providing the posts and putting up signs asking riders to avoid using the new footpaths.

d) Millennium Sundial – As Councillor R Drew was not present no further update was given.

e) Parking Restrictions – School Road and Main Street

The Chairman spoke about a recent complaint received from Mick Gatenby - Arriva regarding the bus not being able to get through Main Street (previously circulated to members) and also gave details of a further incident that occurred 15/02 whilst a funeral was taking place at St Mary’s Church.

The Chairman encouraged Councillors and members of the public to send letters of support for the proposed parking restrictions to Highways in order to ensure that the buses can continue to get through the village.

f) Low Wall – St Marys Avenue

Councillor C Dandy reported that the resident who raised the concern was still awaiting information from the developer and has referred this to Selby District Council and North Yorkshire County Council Highways.

g) Tree – Land with no name

The Chairman advised that as agreed previously he had asked George Fillingham to look at the tree situated on land between St Mary’s Avenue and Ferry Close which a resident had raised concerns over. The Chairman reported that George has indicated that the tree is perfectly healthy and does not require any work in the near future and it was agreed to provide the resident with the tree surgeons feedback.

18/028GRASS CUTTING CONTRACT 2018:-

The Parish Council discussed the draft contracts 1001,1002 and the Equipment Hire Agreement (copies provided to all members present) and it was noted that a volunteer cuts the Oldways and that the Parish Council hire the equipment required for this.

RESOLVED to accept contracts 1001, 1002 and the Equipment Hire Agreement and to put contracts 1001 and 1002 out for tender. Proposed by Councillor M Allitt, seconded by Councillor F Davidson and agreed with one abstention.

18/029 DISCUSS CONCERNS RAISED REGARDING THE INCREASE IN DOG FOULING THROUGHOUT THE VILLAGE:-

The Parish Council discussed the potential causes for the increase in dog fouling and the options available to try to resolve the problem. It was noted that the Parish Council have previously reproduced a Selby District Council dog fouling leaflet and it was agreed that this should be repeated and delivered to every house in the village.

RESOLVED to order 1000 leaflets on yellow paper (double sided and folded) from Selby College printers, proposed by Councillor F Davidson, seconded by Councillor L Stebbings and unanimously agreed.

It was agreed that Councillors L Carstairs and C Dandy would oversee the project and that the Parish Council will continue to pursue this issue in forthcoming newslettersand by involving the school, pre-school and Bruff Club.

It was proposed by Councillor F Davidson, seconded by Councillor M Allitt and unanimously agreed to purchase a dog bin to be situated at the north end of the grassed area on St Marys Avenue (against the wall). RESOLVED

Clerk to also speak to Selby District Council with regards to obtaining spray paint and dog fouling stencil for use on the pavements around the village.

18/030 DISCUSS TRANSFER OF LAND OWNERSHIP – ST MARYS AVENUE (2008)

The Chairman gave an overview on the history of the sale of the land and it was noted that unfortunately the resident never registered the land ownership with Land Registry which is now causing an issue with his forthcoming house sale.

RESOLVED that the Chairman and the clerk would sign the paperwork required in order to complete the transfer.

18/031 PLANNING:-

a) Applications Received ex Selby District Council:

1. (2018/0068/LBC) Listed building consent for the removal of existing lean to conservatory and erection of kitchen extension at Church Farm, Main Street, Hemingbrough. Comment Only

1) The Parish Council raised concern regarding the rear parking area (which is already limited) being reduced further. This will result in more cars being parked on Main Street which is already a problem as the buses regularly have difficulties in getting through. In order to save the bus service the Parish Council are already in the process of pursuing parking restrictions on Main Street which will reduce on street parking further.

2) The property is a house of multiple occupancy so a number of vehicles are continually being parked on Main Street as there are not adequate parking facilities available and Highways should be made aware of this.

c) Discuss and Consider making an annual grant to Hemingbrough Institute and Playing Fields (HI & PFA):-

The Chairman reported that he had spoken to Chris Pilkington (YLCA) with regards to making an annual grant and the Parish Council discussed the advice received at length.

It was agreed that giving an annual grant could set a precedent and it was suggested that the HI & PFA should apply for a grant during the set period that the Parish Council accept Charitable Donation requests.

Councillor F Davidson withdrew his suggestion and advised that he would advise the HI & PFA of the Parish Councils donation policy.

18/033 HEAR REPORTS FROM COMMITTEE REPRESENTATIVES: -

The Chairman gave an overview of the recent Drax Power Ltd and YLCA meetings.

18/034CORRESPONDENCE:-

a) Canal & River Trust – Receipt of publication “What your local waterway can do for your community” was noted.

Councillors are elected on behalf of everyone on the Register of Electors; therefore matters discussed, proposed and voted on, become the majority view and are not necessarily individual councillor’s views.
