1. MEMBERSHIP OF THE COMMUNITY COMMITTEE

Details of the current voting membership of the community whereby community groups had submitted the appropriate nomination form were circulated. An application form completed by Broadoak Park Residents’ Association was also submitted.

RESOLVED: (1) THAT the application from Broadoak Park Residents’ Association to be a voting Member of the Community Committee be approved.

(2) THAT the current voting membership of the Community Committee as detailed in Appendix 1 to the minutes be approved.

2. ELECTION OF CHAIRMAN FOR THE 2004/2005 MUNICIPAL YEAR

RESOLVED: THAT A. Dunning be elected as Chair of the Community Committee for the 2004/2005 municipal year.

3. ELECTION OF DEPUTY CHAIRMAN FOR THE 2004/2005 MUNICIPAL YEAR

RESOLVED: THAT M.A. Howard be elected as Deputy Chairman of the Community Committee for 2004/05 municipal year.

4. APOLOGIES FOR ABSENCE

Apologies for absence were submitted on behalf of A. Booth, P. Adshead, J. Dawson, A. Grennan and M. Shaw.

5. APPOINTMENT OF THE BUDGET SUB-COMMITTEE

RESOLVED: THAT the membership of the Budget Sub-Group for the 2004/2005 municipal year be approved as follows -

6. APPOINTMENT OF TASK GROUPS FOR 2004/05 MUNICIPAL YEAR

Details of the current membership of the Working With Young People Task Group, Community Safety Task Group and Environmental Planning and Transportation Task Group were submitted.

RESOLVED: (1) THAT the membership of the Task Group for Working With Young People and Environmental Planning and Transportation as detailed in Appendix 2 to the minutes be approved.

(2) THAT the appointment of a Community SafetyTask Group be deferred pending consideration of the Community Action Plan.

7. MINUTES OF PROCEEDINGS

The minutes of the meeting held on 26th May, 2004, were agreed as a correct record.

8. MATTERS ARISING FROM THE MINUTES AND COMMUNITY COMMITTEE

ACTION SHEET

(a) Beesley Green Community Centre

B. Smith reported that the centre had now opened and was available for the holding of future meetings.

(b) Neighbourhood Management

The Committee were advised that it was anticipated that a new Neighbourhood Manager and Community Development Worker would be in post by September, 2004. T. Backhouse indicated that administrative support for the Neighbourhood Manager would be available from 26th July.

(c) Destination Worsley

Councillor R. Garrido referred to the letter which had been distributed to all community groups and Community Committee Members from the Leader of the Council, Councillor J. Merry, regarding Destination Worsley, but stressed his disappointment that the Lead Member for Arts and Leisure, Councillor B. Warner, had not withdrawn the statement he had made. He did indicate however that arrangements were now being made for the first meeting of the Forum to progress the Tourism Strategy to be held.

RESOLVED: THAT the matters arising and issues discussed from the action sheet be noted.

9. COMMUNITY ISSUES

(a) Moorside South Residents’ Association

L. Wrightson advised Members of the drop-in session which was to be held organised by the Moorside South Residents’ Association.

(b) Local Road Improvement Programme

M.A. Howard reported on the consideration being given by the Environmental Task Group to the Local Road Improvement Programme and all Members of the Community Committee were advised to submit details of any roads they would like to see included in the programme to either the Task Group or to the Members of the Political Executive. Councillor K. Garrido indicated that the September meeting of the Political Executive were to consider all traffic and transportation matters in the Worsley and Boothstown Service Delivery Area with S. Lee.

(c) Racecourse

Councillor K. Garrido indicated that the planning application in respect of the racecourse proposals at Worsley had now been submitted and was being evaluated by the Planning Officer, M. Hodgson. She indicated that Peel Holdings were to organise roadshows to be held early in September and that newsletters were to be sent out to all local residents. All Members were to be kept informed of the consultation process.

Councillor R. Garrido indicated that Members of RAGE (Residents Against Greenbelt Erosion) would be arranging a meeting to discuss the proposals.

10. LOCAL DEVELOPMENTS

N. Gaskell raised the issue of local developments and expressed his concerns at the recent decision of the Planning and Transportation Regulatory Panel to allow the development to go ahead at the Coppice, Off Chatsworth Road, Worsley.

Members discussed development in the area generally and the procedure for dealing with planning applications.

(Councillors B. Howard and K. Garrido declared an interest and left the meeting while the Coppice was discussed.)

11. WORKING TOGETHER FOR HEALTH - A HEALTH ACTION PARTNERSHIP FOR WORSLEY, BOOTHSTOWN AND ELLENBROOK

L. Thomas, Public Health Improvement Officer, attended the meeting and advised Members of her role and the role of the Health Action Partnership for Worsley, Boothstown and Ellenbrook, the aim of which was to work together to improve health by investing in a preventative approach to health and wellbeing. She indicated that all Members would be invited to attend the first meeting of the Worsley, Boothstown and Ellenbrook Health Acton Partnership and this was to be held on Monday, 2nd August, from 12.30 to 2.30 p.m., at Beesley Green Community Centre.

RESOLVED: THAT L. Thomas be thanked for attending the meeting and for an informative presentation.

12. YOUNG PEOPLES FORUM

T. Backhouse introduced a report which had been prepared by G. Harrison, Full-Time Youth Worker for Salford Youth Service, and referred to the action being taken by her and by Eileen Buchan in engaging with young people in the area.

RESOLVED: THAT the report be noted and that the officers concerned be invited to attend the September meeting of the Community Committee to discuss the Youth Forum and progress with youth issues in the service delivery area.

13. COMMUNITY ACTION PLAN 2003/2005

T. Backhouse advised Members that the three year Community Action Plan required to be updated by the end of September, 2004.

Councillor K. Garrido indicated that she would arrange for a meeting of the Political Executive to be held in August to discuss the Community Action Plan.

RESOLVED: (1) THAT the Community Action Plan be considered by the Political Executive at their meeting to be held on 9th August, 2004, with a view to comments from the Executive meeting being submitted to the Community Committee at their September meeting.

(2) THAT the September meeting of the Community Committee be dedicated to consideration of the Community Action Plan and also the youth issues referred to in the previous minute.

(3) THAT copies of the Community Action Plan be circulated to all Members of the Community Committee with the minutes.

14. COMMUNITY COMMITTEE BUDGET SUB-GROUP

Details of decisions made by the Budget Sub-Group at their meeting held on

were circulated.

RESOLVED: THAT the recommendations of the Budget Sub-Group be approved.

15. COMMUNITY COMMITTEE DEVOLVED BUDGET AND COMMUNITY USE OF SCHOOLS BUDGET

Details of the Devolved Budget as at 10th July, 2004, and the Community Use of Schools Budget as at 8th July, 2004, were circulated.

RESOLVED: (1) THAT the financial position statements be noted.

(2) THAT the issues raised concerning charges for the Community Use of Schools Budget to the 9th Worsley Boothstown Scout Group be investigated.

16. T. BACKHOUSE NEIGHBOURHOOD CO-ORDINATOR

The Chair reported that this would be the last meeting that T. Backhouse would be attending and thanked him on behalf of the Committee and Members for his work in the area.

17. DATE AND TIME OF NEXT MEETING

It was noted that the next meeting would be held on Wednesday, 22nd September, 2004, at 7.30 p.m., at a venue to be determined.
