MINUTES
April 15, 2004

A meeting of the Kentucky Occupational Therapy Board was held at the Division of Occupations and Professions, Frankfort, KY on April 15, 2004.

Chair, Julya Westfall, called the meeting to order at 9:20 A.M.

Approval of Minutes

Minutes of the March 30, 2004 meeting were presented for the Board’s review. A motion was made by Teresa Conley-Buckner to approve the minutes as amended. Motion, seconded by Laura Strickland, carried.

Director’s Report

Kristen Webb informed the Board that Julie Kropf’s verbal resignation from the Board was accepted by the Governor’s office and that the Board could seek another vacancy.

Approval of Financial Statement

The Board reviewed the financial statement for July 1, 2003 through March 30, 2004. After review, Laura Strickland made the motion to accept the financial statements as presented. Motion, seconded by Kelly Nash, carried.

Licensure Status Report

A licensure status report for the month of March 2004 was provided for member information. The report showed that there are currently 1526 licensed OTs and 392 OTAs along with 176 OTs and 10 OTAs certified to practice in Deep Physical Agent Modalities.

New Business

Laura Strickland made a motion to reschedule the following Board meetings: June 17, 2004 will be changed to June 24, 2004 and July 15, 2004 will be changed to July 22, 2004. Motion, seconded by Teresa Conley-Buckner, carried.

A motion was made by Laura Strickland requesting Karen Robinson to draft a letter to OTA temporary permit holder, Vanessa G. Hammers, informing her that her temporary permit termination date was made in error and that her permit will actually expire on July 13, 2004 as opposed to 60 days after receipt of her second exam scores. Motion, seconded by Teresa Conley-Buckner, carried.

A motion was made by Laura Strickland requesting Julya Westfall to draft a letter in response to a occupational therapist being able to follow a plan of care from a licensed physical therapist citing statute 319A.080 (4) a and 201 KAR 28:170 Section 5. Motion, seconded by Teresa Conley-Buckner, carried.

Old Business

The Board reviewed a draft of the 2004 KBLOT Newsletter. As more changes are needed to be made, the Board will review another draft at the May meeting. The newsletter is scheduled to be mailed to all licensees in the second week of June.

Mr. Grawe will make the minor changes and forward another draft of the Low Vision regulations to Laura Strickland who will then forward a copy to the other Board members. At the Board’s May meeting, the Board will schedule a date to meet with the Kentucky Board of Optometric Examiners.

Laura Strickland submitted a letter from The American Academy of Ophthalmology for the Board to review regarding the AAO’s launch of a Vision Rehabilitation Initiative. As this was for informational purposes, no action was taken by the Board.

A motion was made by Laura Strickland for James Grawe to file changes to the inactive status regulation by May 15, 2004. Motion, seconded by Kelly Nash, carried.

Pending Complaints

Laura Strickland made a motion to go into Executive Session to discuss complaints. Motion, seconded by Kelly Nash, carried.

Laura Strickland made a motion to come out of Executive Session. Motion, seconded by Kelly Nash, carried.

The following actions were taken on the complaints discussed in the Executive Session:

OT-2002-05 - Laura Strickland made a motion for James Grawe to draft a letter from the Board quoting supervision regulations as previously stated. Motion, seconded by Kelly Nash, carried.

OT-2003-01 - A formal complaint is pending.

OT-2003-03 - The investigation process is pending.

New Complaint

OT-2004-01 - A motion was made by Kelly Nash to initiate an investigation. Motion, seconded by Teresa Conley-Buckner, carried.

DPAM Application Review

A motion was made by Laura Strickland to approve the following deep physical agent modality applications as discussed. Motion, seconded by Kelly Nash, carried.

DPAM Specialty Certification - Kimberly D. Ball, OT/L; Debora K. Bowles, OT/L; and Christy M. Hamilton, OT/L.

DPAM Specialty Certification Supervisor – Becky Jo McFee

Application Review

A motion was made by Laura Strickland to approve the following applications as discussed. Motion, seconded by Kelly Nash, carried.

OT TEMPORARY PERMIT – Sharyn A. Krazer and Crystal G. Sullivan.

OTA/L – Karina A. Martin and Leslie M. Matthews.

OT/L – Jarrod A. Flora, Nicole Howard, Jennifer R. Johnson, Kimberly Jo Morton, and Launa C. Rose.

A motion was made by Kelly Nash for the Board to make a preliminary decision to deny licensure to Doris E. Pierce and to accept the Board attorney’s recommendations. Motion, seconded by Teresa Conley-Buckner, carried.

Continuing Education Approval

A motion was made by Laura Strickland to approve requests of continuing education courses for today’s meeting. The motion, seconded by Kelly Nash, carried.

Approval of Travel and Per Diem

A motion was made by Kelly Nash to approve travel and per-diem for today’s meeting. The motion, seconded by Teresa Conley-Buckner, carried.

Adjournment

With all business completed, the meeting adjourned at 12:30 P.M.
