1. Plan Area

This plan covers the entire Woodlot Licence area.

This plan covers a portion of the Woodlot Licence area.

If the WLP doesn’t cover the entire WL area, ensure the text and/or the map clearly identifies the WL area that isor is not covered by theWLP.

Example Text:

1. This plan covers only the Crown land portion of the woodlot licence area.

2. This plan only covers the portion of the woodlot licence identified as the “Area Covered by the Plan” on the map in Appendix III.

______

2. Map and Information

The WLP must include information and a map that describes or identifies the items listed in the table below that are applicable to the WL area. The WL holder should review the objectives matrix for the district and then meet with MoFR District staff to confirm whichof the ‘Special Situations’currently apply to the WL area and must be addressed during the preparation of the WLP.

NOTE: The Ministry of Environment (MOE) has posted notices under WLPPR 9 establishing objectives set by government for the conservation of habitat for species at risk and specified ungulate species. The notices are available at the following website:

ftp://ribftp.env.gov.bc.ca/pub/outgoing/cdc_data/Approved_FRPR_sec7_WLPPR_sec9_Notices_and_Supporting_Info/

The supporting information with each notice provides text and a PDF map that will provide an indication to the WL holder if the notice affects the WL area. Additional information relating to any applicable notice can be obtained from the MOE regional office and their websites - or or

A WL holder who is affected by one of these notices must act in a manner consistent with the objective to conserve wildlife habitat that is described in the notice and supporting information that applies to the WL area. This may mean establishing additional areas where harvesting will be modified for specified ungulate species or establishing wildlife tree retention areas to conserve habitat for the species at risk.

Example Text

All of the applicable information required to be addressed under section 8(1) of the Woodlot Licence Planning and Practices Regulation (WLPPR) is identified on the map in Appendix III.

(If all information is shown on the map there may be no need to provide text under the headings before “3. Areas Where Timber Harvesting Will Be Avoided”.) Only provide information under a heading if applicable)

Biogeoclimatic zones and subzones:

(The WLP map is only required to show the location of scenic areas, notthe areas with different established Visual Quality Objectives (VQOs) ordifferent visual sensitivity classes. Do not show visual sensitivity classes as these will be replaced with VQOs and necessitate an amendmet to the WLP.)

______

UngulateWinterRanges:

See

Example Text (to be used only if there is an ungulate winter range within the WL area)

An ungulate winter range has been established over the [entire woodlot licence area, portion of the woodlot licence area identified on the map in Appendix III, Crown land portion of the woodlot licence area] to ensure the winter survival of ______[enter the ungulate species].

______

(As optional information, the WL holder may want to describe where and for what reason a temporary or permanent barricade exists.)

______

Private property within or adjacent to the woodlot licence area:

(In most cases it will be sufficient to simply indicate private property boundaries on the map. The base map should show District Lot #’s for private land. If unfavourable written comments regarding the WLP are received from an adjacent private property owner it may be advantageous to provide distinct identification of this parcel of private property so the district manager will be able to link where the written comments originated from.)

______

Resource features other than wildlife habitat features, archaeological sites, and other features where the location must not be disclosed

Example Text:

At the time of preparing this woodlot licence plan, no resource features had been established within the woodlot licence area under the Government Actions Regulation. Therewere also no resource features within the woodlot licence area that were made “known”by the district managerunder the regulations of the Forest Practices Code of BC Act.

(If these statements are not true you may choose to write a statement indicating the resource features that have been officially established on the WL area, unless you are not allowed to disclose the location of the resource feature.)

______

3. Areas Where Timber HarvestingWillbe Avoided

A WLP must describe where timber harvesting will be avoided to protect resource features, address interests of private property owners or aboriginal peoples, manage resource values and satisfy applicable objectives for Resource Management Zones, Landscape Units, Sensitive Areas, wildlife habitat areas, scenic areas, ungulate winter ranges, community watersheds or fisheries sensitive watersheds. A WLP can be approved without showing areas where harvesting will be avoided if there are no areas where it is necessary to avoid harvesting.

The WLP must identifyareas wherethere is a legal prohibition on harvesting (e.g. a general wildlife measure completely prohibits harvesting in an area without any possible exemptions).

The WLP should show any areas where harvesting will be avoided, unless they can be adequately described in the text or are to remainconfidential.

Under WLPPR section 53(1), a WL holder must not harvest timber in areas identified in the WLP as areas where harvesting will be avoided during the term of the WLP.

Riparian reserve zones and wildlife tree retention areas do not need to be identified as areas where you will avoid harvesting since the WLPPR restricts but does not prohibit harvesting in these areas.

Example Text:

1. At the time of writing this woodlot licence plan, there are no portions of the woodlot licence area where the woodlot licence holder is aware of a legal requirement to completely avoid harvesting. (if this statement is not true write a different statement identifying the areas where harvesting must be avoided)

______

2. During the term of this woodlot licence plan the woodlot licence holder commits to voluntarily avoid timber harvesting on the areas indicatedas “Avoid Harvest” on the map in Appendix III.

(The text should explain briefly why harvesting is being avoided in the areas)______

4. Areas Where Timber Harvesting Will Be Modified

You must describe where timber harvesting will be modified to protect resource features, address interests of private property owners or aboriginal peoples, manage resource values and satisfyapplicable objectives for Resource Management Zones, Landscape Units, Sensitive Areas, wildlife habitat areas, scenic areas, ungulate winter ranges, community watersheds or fisheries sensitive watersheds. This template provides headings for doing this which can be deleted if not applicaple.

The WLP map must show the proposed areas of modified harvesting, unless the areasare to remain confidentialor can beaccurately described in text (i.e. riparian management zones).

The intent of WLPPR section 8(3) is not to require the WLP to specifythe extent to which harvesting will be modified if the regulation containsa practice requirement that the WL holder must comply with to protecta value like a scenic area, a fisheries sensitive watershed, a community watershed, a resource featureor where general wildlife measures applies to an ungulate winter range or a wildlife habitat area. For these situations the WLPPR only requires the WLP to specify where harvesting will be modified.

In situations where practice requirements do not apply to a value (i.e. private property, other resource values or an ungulate winter range or a wildlife habitat area where there are no general wildlife measures),the WLP should provide a general description of the post harvest stand structure that is measurable and verifiable. Specific details about how the modification is to be accomplished are not required but should be kept on file as part of the WL holder’s due diligence.

WLPPR section 8(3)(c) specifically requires a description of the retention of trees inriparian management zones.

It issuggested that, in most cases, the WLP should be able to describe any harvest modification that is necessary to address aboriginal interests in the Strategy to Conserve and Protect Cultural Heritage Resources

Where harvest modification is described for an area in the WLP, section 53 (2) of the WLPPR, requires the WL holder to carry out timber harvesting in accordance with the modification described in the plan.

Modified harvesting where practice requirements in the WLPPR apply

Example Text:(include a statement if applicable to identify where harvesting will be modified in the WL area)

  1. Harvesting will be modified in the scenic area established within the woodlot licence area
  2. Harvesting will be modified within the community watershed that overlaps the woodlot licence area.
  3. Harvesting will be modified within the fisheries sensitive watershed that overlaps the woodlot licence area.

Modification of harvesting to protect resource features

If a resource feature has been officially identified or made known, within theWL area, and the WL holder is allowed to disclose the location of the resource feature, the WL holder must describe where harvesting will be modified to avoid damagingthe resource feature or rendering it ineffective (as required under WLPPR section 56). If harvesting is anticipated in close proximity to a resource featureduring the term of the WLP,the WL holder may choose to provide optional information describing the extent to which harvesting will be modified.

Example Text:

Unless exempted by the district manager, or an alternative performance requirements is approved by the district manager, harvesting will be modified for a distance of ___ meters surrounding the ______which has been established as as resource feature. Within this ___ meter zone harvesting will be modified to the following extent:

______

Modification of harvesting for adjacent private property

(This section should only be completed if you need to modify harvesting to address the concerns of adjacent property owners)

Example Text:

During the term of this plan, within ______meters of the following parcel of private land, ______timber harvesting will be restricted to the salvage of timber that is dead or attacked by insects that threaten to damage adjacent stands or timber that poses a safety or fire hazard. Within this area the harvesting of green healthy timber will be kept to a minimum necessary to safely remove the timber that has been killed, attacked by insects or poses a safety or fire hazard. Such harvesting will be carried out in a manner that minimizes ground disturbance and stand alteration.
