Course description / This course will address the recent activities and instruments of the WIPO and the WTO and provide a forum for an exchange of information and ideas between participants and the two secretariats on these matters. The emphasis will be on new developments and policy issues under debate in the two organizations. This course is aimed at enhancing the capacity of governments in developing countries and in countries with economies in transition to develop national expertise in Intellectual Property. In particular, the following themes intend to be included in the course (programme attached):
·  An overview of international policy and law in intellectual property
·  TRIPS negotiating background and overview of post-TRIPS developments
·  Intellectual property and economic development, including the WIPO Development Agenda
·  Copyright and related rights: overview and current international landscape
·  Trademarks: overview and current international landscape
·  Patents: overview and current international landscape
·  Intellectual property and public health: overview and current international landscape
·  Geographical indications: overview and current international landscape
·  Dispute settlement and TRIPS: lessons to be learnt
·  Biotechnology, genetic resources and traditional knowledge: overview and current international landscape
·  Enforcement of intellectual property rights – overview and current international landscape
·  Transfer of technology and intellectual property – overview and current international landscape
·  Intellectual property and competition policy: overview and current international landscape
·  Capacity building in the area of intellectual property
·  Intellectual property and global challenges, including climate change.
Objectives / The main objective of the course is to update government officials in developing countries and countries with economies in transition on the activities and instruments of the WIPO and the WTO and to provide a forum for an exchange of information and ideas between them and the two secretariats on these matters.

TARGET AUDIENCE - ELIGIBLE COUNTRIES
Only 20 places are available for applicants from developing countries and economies in transition. Expenses for the 20 participants from developing countries and countries with economies in transition will be borne by the organizers. An additional five places will be available for applicants from developed countries, at their own expense.
Applicants must fulfill the following requirements: (i) Be a government official working in the field of intellectual property in a developing country or in a country with economy in transition (with the exception of developed country applicants), with at least five years' experience; (ii) Have an excellent knowledge of English.
NOMINATION OF PARTICIPANTS
Interested candidates will need to complete the application form by 28 February 2010. The final selection will be made by the organizers taking into consideration the need for regional and gender balance.
