1.  What design solutions and/or engineering controls could improve quad bike stability and safety?
Comment
Wearing a helmet.
Not allowing light weight, untrained juniors, to operate adult sized quads (especially in an unsupervised environment).
Operator training is essential and the current AHCMOM212A Unit of Competency for Operating
Quad Bikes is inadequate, it lacks essential critical evidence requirements for quad bike operation.
Register quad bikes (limited use registration) and licence riders; same as Jetskis and boats
2.  What engineering controls could improve operator protection in the event of a roll over?

Definitely not a ROPS – roll bar – anti crush device. There is evidence that these bars will only compound to the problem of roll overs. At speed roll bars will add to injuries and death

3.  What engineering options could minimise the capacity of children to start and/or operate quad bikes?
Comment
In Quad related child injury or death cases, a parent or other adult was aware that the child was operating the Quad at the time. Adults must be held accountable/prosecuted for incidents. Ensuring further safety is as easy as taking the key out, which in turn makes it IMPOSSIBLE for a child to operate. 100% effective. (Engineering control: remove key).

4.  What engineering controls could minimise the capacity of a quad bike to carry passengers.
Comment
Education. (No engineering controls required).
Quad bikes designed to carry passengers must be able to carry passengers.
Licence riders and have penalties in place for breaches, as with motor cycles, Jetskis and boats
Register quad bikes (limited use registration) to make riders accountable
