Meeting held Wednesday, January 20, 2016

at the Wellington City Hall

Located at 150 West Main Street, Wellington, Utah

at 7:00 P.M.

City Council Present:

Mayor Powell, Councilman Tatton, Councilman Sanslow, Councilman Willson, Councilman Wells, Councilwoman Noyes

Agenda Item 1 - Public Comment Period

Mayor Powell stated that since no one was present at the time, the council would skip the public comment period.

Agenda Item 2 - Pledge of Allegiance, Roll Call, and Approval of Previous City Council Minutes

Mayor Powell asked everyone present to join her for the Pledge of Allegiance.

Agenda Item 3. Swearing in Ceremony for Dustin Anderson – Patrol Officer for Wellington Police Department

Judge Carpenter preformed the Ceremony to Swear in Dustin Anderson as a Patrol Officer for Wellington City Police Department.

Agenda Item 4. WEM Dragon, LLC – Assuming the Conditional Use Permit of Whiting Oil and Gas at 1100 South 100 East (Lower Miller Creek Road).

Councilman Tatton introduced Kimball Hodges of WEM Dragon, LLC and explained this company planned to purchase the operation from Whiting Oil and Gas. Hodges explained that WEM Dragon, LLC used the original Conditional Use Permit between Whiting Oil and Gas and Wellington City as its template. Councilman Tatton made a motion to approve WEM Dragon, LLC to assume the conditional use permit of Whiting Oil and Gas at 1100 South 100 East (Lower Miller Creek Road) and to obtain a business license with Wellington City. Councilman Willson seconded the motion, and motion carried with Tatton, Sanslow, Willson, Wells, and Noyes in favor.

Agenda Item 5. Water Tank Project – Discussion to move forward with a new water tank or to repair the roof of the current water tank.

Mayor Powell introduced Agenda Item 5 and mentioned that the topic was discussed in further detail during the Work Meeting. Mayor Powell expressed her belief that the City needs to look forward to the future. Kirt Tatton made a motion to move forward with Sunrise Engineering to determine the costs associated with a new tank and the possible funding available. Councilman Sanslow seconded the motion, and motion carried with Tatton, Sanslow, Willson, Wells, and Noyes in favor.

Agenda Item 6. Discussion of Crown Castle Contract

Agenda Item 10. City Business

a. Voucher & Warrants

Councilman Wells made a motion to sign vouchers. Councilman Sanslow seconded the motion, and motion carried with Tatton, Sanslow, Willson, Wells and Noyes in favor.

b. Police Department

Captain Feichko came forward to discuss the Police Department. Feichko and Mayor Powell recently had a meeting with Sheriff Jeff Wood to discuss the Sheriff’s Department coverage of Wellington City. As a result of the department’s small size the Wellington City Police Department cannot cover the City for a full 24 hour period. Sheriff Wood as agreed to help cover the area from midnight to 7 am.

Captain Feichko also provided an update on the number of citations that were issued in the 2015 calendar year. The department has issued more drug related citations than in years prior. Feichko explained that the Reserve Officers have been helpful in citing more individuals for drug use. Feichko ended with discussing his goal to one day have an additional full time officer.

c. Fire Department

The Fire Chief Johnny Powell came before the Council to provide an update on the Fire Department. Currently the department has 5 openings. Mayor Powell suggested the City mention these positions in the upcoming newsletter. The Fire Chief also mentioned a resent training attended by three (3) of the department’s volunteers. This training was in St. George. One item of importance discussed in the meeting was adding impact fees for new businesses. Councilman Tatton discussed the pros and cons associated with such a fee. Councilman Willson expressed his belief that it needs to be a City wide fee and would have to be retro backed to current business owners. The Fire Chief stated that these fees would simply impact businesses that are deemed as “High Risk” such as the crude oil refineries.

e. Council Reports

Mayor Powell discussed the City’s plan to sell items no longer in use. Dennis MacDonald of the Utility Department has been tasked with posting these items. Among the items to sell is the 2001 Dodge Intrepid.

Councilman Tatton asked the Utility Department about its Backhoe Lease. Kory Moosman explained that the City is signing its lease with a new company. Under the new contract Wellington City is able to lease a backhoe and a mini excavator. These two items will cost the City more; however the mini excavator will be useful for numerous projects.

Councilman Tatton discussed PRWID’s recent contract with Renege Construction, which had positive results. Tatton explained that his role on the PRWID board has changed as its members rotate periodically. Presently Tatton will be serving as a representative for the PRWID water treatment plant

Councilman Sanslow plans to draft a contract for RCP Construction and Wellington City to sign. Mayor Powell discussed the phone call she received inquiring if Wellington City would allow a Pickle Ball league to use its gym. It was suggested that those interested in creating the league come before the City Council to provide more information.

Councilmembers discussed the recreational use of the ball parks located within Wellington City. Councilwoman Noyes expressed her desire to have games being played at the City’s ball park fields. Noyes stated she will research what the City would need to resume the use of these fields.

Councilman Wells requested the City set aside time with its Attorney to discuss some of the present issues regarding the Water Tank and the engineers. Mayor Powell invited the councilmembers to sit in on the upcoming meeting between Wellington City, Jeff Madsen, and Western Surety to discuss the status of the Water Tank.

Agenda Item 10. Adjourn

Councilman Wells made a motion to adjourn. Councilman Willson seconded the motion, and motion carried with Tatton, Sanslow, Willson, Wells and Noyes in favor.

Meeting adjourned at 8:40 p.m.

Our next meeting will be January 6, 2016 at 7:00 P.M. at the Wellington City Hall.
