Welding Procedure & Welder Qualification Subcommittee Meeting Notes Jan 25-26Th, 2012

Welding Procedure & Welder Qualification Subcommittee Meeting Notes Jan 25-26th, 2012

Review of Balloted Items

1)Finished the technical review of all ballot items. All were addressed

  1. 11 items were rejected but “duly noted and will be considered for future revisions”

2)Finished the editorial review of all ballot items. All were addressed. There were a few changes to these as presented from editorial committee and have been highlighted a different color for ease of review.

  1. At least 3 items were changed

3)During the review Antonio Howard () and Ronald Pietrowski () volunteered to review the Table 1 changes that were provided by Ken Lee. They will review this table for accuracy and report back to the subcommittee. The revised table will be reviewed to future inclusion in the 1104 but not the 21st.

New Business

1)There are 10 items from the Ballot review that will be review for consideration in future revisions

Sort Key / Name / Clause
Subclause
Number / Comment / Proposed Change
77 / Lee, Kenneth / 5.3.2.17 / Accelerated cooling increases weld cracking risk. A production weld which is accelerated cooled needs to be qualified as such, especially when using non-low-hydrogen welding electrodes. / Accelerated cooling needs to be an essential variable in Section 5.4.
80 / Holk, Alan / 5.4.2.3 / Needs to address addition of backing / After "welding groove" add "or the addition of backing"
90 / Lee, Kenneth / 5.6.2.1.b / The purpose of a code or standard is to develop industry-wide consistent minimum requirements. Allowing the user to choose whether weld reinforcement is to be removed results in an inconsistent test and encourages picking the option which provides the desired results. For example, if the weld fails to meet SMTS w/o reinforcement, retest may be performed with maximum weld reinforcement to get it to pass. / Require reinforcement either to remain or be removed, but do not allow both.
98 / Lee, Kenneth / 5.6.2.3 / Tensile retest requirements are different throughout the document. 5.6.2.3 procedure qualification passes >95% SMTS, 6.5.3 welder qualification does not allow retest, and A.3.2.1.2 allows >95% SMTS with 2-for-1 retest. Also, sections 10 & 12 adopt the retest requirement in sections 5 & 6. This is confusing and will result in mistakes of using the incorrect retest requirement. / Make retest requirements consistent throughout the document.
102 / Farley, Marshall / 5.6.3.3 / Welders are allowed to become qualified during the procedure qualification, see paragraph 6.1 and 6.5.4. The second paragraph would allow welders performing procedure qualification tests to become qualified with failed specimens replaced with additional s / Delete second paragraph to conform to Section 6 for welder qualification. No failures are allowed.
108 / Farley, Marshall / 5.6.4.3 / See comments for 5.6.3.3. Suggested revision allows a failed specimen to be set aside and additional specimens tested. Conflicts with paragraph 6.5.5 / Delete suggested revision from the paragraph.
112 / Lee, Kenneth / 5.6.5.2 / Inadequate guidance is provided for alternate bend test fixtures. Other codes and specifications require bend test to be performed according to industry standard AWS B4.0. / Alternate bend test fixtures shall conform to the requirements in AWS B4.0 "Standard Methods for Mechanical Testing of Welds."
113 / Farley, Marshall / 5.6.5.3 / Same as above two comments. 6.1 Allows a welder to be qualified on a procedure qualification weld with failed specimens replaced with two additional specimens. / Delete suggested revision from the paragraph.
120 / Farley, Marshall / 6.2.2.f / There is no definition for "lap fillet welds". / Add a definition of "lap fillet welds" to the definitions section. Or change the term to "socket welds" or just use "fillet welds". Figure 11 has a lap fillet weld in the illustration but it is not specifically identified in the figure.
129 / Raghunathan, Sayee / 7.11 / The text refers to "The procedure specification...", this expression is incomplete.
/ I suggest changing the text to The welding procedure specification..."
261 / Lee, Kenneth / 4.2.2.1 / Revise (see attached documents) to remove electrodes no longer manufactured, include new AWS classification numbers for downhill low hydrogen, add low alloy SAW, etc / see attached documents (email me if the attachments don't come through)

2)Question on definition of cut out was discussed along with repair vs. new weld.

3)Subject of robotic type welding (fully automatic with wire addition) where it fits into the new designations.

  1. Discussed adding a definition for automatic welding with the addition of filler metal and including in section 12
  2. Possibly adding some additional words into Section 5 for clarification

This to be discussed further in future meeting and for future revisions

4)Question regarding PHMSA new welder definition. Should we make the 1104 definition the same?? Possibly make the same as AWS 3.0. If we do we will also need to add definition for Welding operator and go through the complete document and make sure all references to welders are correct

5)Questions on welder qualification regarding the weld procedure allowing retest of specimens and the welders qualification does not allow additional specimens to be cut. Left for future review and discussions.

6)Questions regarding wall thickness groupings for welders qualification. Can the ranges be changed? Tabled for future discussions
