System Operating Limits
WECC Regional Reliability Standard (RRS)
In accordance with the Reliability Standards Development Procedures (Procedures), the Western Electricity Coordinating Council (WECC) Ballot Pool has approvedthe retirement of TOP-007.
In response to the affirmative ballot, the WECC Standards Committee (WSC) is requesting that the WECC Board of Directors (Board) approve the retirement and forward the project to North American Electric Reliability Corporation (NERC) and Federal Energy Regulatory Commission (FERC), as needed for further disposition. The final document may be altered to meet NERC formatting requests.
Overview
The RRS has two requirements. Requirement R1 requires the Transmission Operator to take immediate action to reduce power flows across affected paths such that at no time shall the power flow for the path exceed the System Operating Limit (SOL) for more than 30 minutes. Requirement R2 requires the Transmission Operator to keep the Net Scheduled Interchange (NSI) below the SOL during specified conditions and to adjust the NSI within prescribed time windows, as needed.
The assigned drafting team (DT) reviewed existing NERC Standardsand those approved by NERC but awaiting regulatory filing. The DT concluded that the reliability-related substance of RRS should be retired immediately and in its entirety because the reliability-related substance is addressed in peripheral NERC Standards.
A cross reference table comparing the language for retirement to that of existing and pending standards was provided to the Ballot Pool. The Ballot Pool was unanimous that the content should be retired because it is redundant to other standards.

Implementation of the changes should be automatic as the reliability-related substance of the RRS is already covered in other standards.

On a motion from Mr. Joe Tarantino seconded by Ms. Dana Cabbell, the WECC Standards Committee (WSC) approved forwarding WECC-0111, TOP-007-WECC-1a, System Operating Limits, Regional Reliability Standard (RRS), to the WECC Board of Directors (Board) with a request to approve retirement of the RRS, and to forward the project to the North American Electric Reliability Corporation (NERC) and Federal Energy Regulatory Commission (FERC), as needed for further disposition.
The motion carried. Although Ms. Angela Small did not cast a vote, joining later in the meeting she added her consensus to the action.
