PROGRAMME DEVELOPMENT AND FUNDING OFFICER - INTERNATIONAL DIVISION

JOB DESCRIPTION

Job purpose:

·  To support CAFOD staff and partners in developing high quality programmes and projects,

·  To ensure that CAFOD and its partners obtain significant institutional donor funding to enhance their work for human development and humanitarian relief

·  To manage contracts with institutional donors

·  To maintain and strengthen CAFOD’s relationships with existing and potential donors

Accountability: The Programme Development and Funding Officer (PDFO) is currently line-managed by the Programme Development and Funding Manager within the Programme and Partner Support Section*.

Tasks and Responsibilities:

Programme development and funding

·  Act as the first point of contact for a regional team on funding issues

·  Work collaboratively with colleagues and partners to identify and develop high quality programmes and projects.

·  Support the achievement of programme goals and funding targets by preparing successful proposals and funding applications to institutional donors, including:

a.  DFID

b.  The European Union

c.  ECHO

d.  The Big Lottery (formerly Community Fund) International Grants programme

e.  Comic Relief

f.  The Consortium of British Humanitarian Agencies

g.  UN funding streams and other pooled funding mechanisms

h.  Other donors as may be appropriate

·  Support Humanitarian Department staff in the preparation of proposals to the Disasters Emergency Committee and to the development of Appeals to other members of Caritas Internationalis:

Grant management

·  Manage a portfolio of grants with institutional donors for programmes being delivered by CAFOD and its partners;

·  Ensure that programme teams and partner organisations involved in funding contracts are aware of donor requirements and comply with the terms and conditions of grants awarded by external donors, including financial management, reporting and procurement

·  Ensure that appropriate systems, including financial and grant management systems, monitoring and audit mechanisms are in place to enable donor requirements to be met and that adequate records of our work and our compliance are kept. Where necessary support the establishment of financial and grant management systems with programme and partner staff.

Donor liaison and management

·  Take responsibility for developing and managing strategic relationships with assigned donor(s) and for ensuring that CAFOD has a good understanding of the compliance requirements of these donors

·  Take responsibility for establishing, maintaining and strengthening relationships with existing and potential donors, creating opportunities to share CAFOD’s programme experiences with donor staff

·  Keep abreast of donor policy developments, and together with the other PDFOs in the section, represent CAFOD on funding groups (e.g. CIDSE, Caritas Europa, BOND, VOICE)

·  Represent CAFOD at meetings with external donors, alliances and other agencies as appropriate.

Cross organisational responsibilities

·  Collaborate with other members of Programme and Partner Support Section (PPSS) and the Humanitarian Department in promoting systems and standards of programme cycle management

·  Promote compliance with CAFOD’s systems and procedures for ensuring good practice and for meeting appropriate sectoral quality and accountability standards in our donor funded work

·  Provide leadership within the team on designated thematic and operational areas such as gender, conflict, disaster risk reduction, HIV, financial standards.

·  Represent the team and department on relevant cross organizational working groups

·  Collaborate with other PPSS staff in promoting effective communication channels for information and learning across International Division.

·  Undertake media and communications work as needed,

·  Carry out other tasks, as delegated by the Programme Development & Funding Manager.

International travel and work

Be willing to undertake field work for up to three months per year (possibly more in exceptional circumstances) and undertake the above tasks in project locations anywhere in the world, sometimes in insecure environments and at short notice. This could include blocks of 4 weeks overseas in any one period, and by agreement, and in exceptional circumstances, even longer.

N.B. These tasks and responsibilities are subject to modification as the PPS Section and CAFOD’s Funding Team structure evolves. Any changes will only be made following consultation and discussion between the Programme Development and Funding Officer, the Programme Development and Funding Manager and the Head of Section.

* This role is currently based in the Programme Development and Funding team and managed by the Programme Development and Funding Manager. However you may be expected, following consultation, to accept changes in the context of your job should it be required in the interests of the smooth running of the organisation or programme

TERMS AND CONDITIONS

Contract: A permanent contract is offered, including a six month probationary period.

Salary: Grade P: £30,359p.a. with 5 annual increments of £607 to a maximum of £33,394 p.a. (starting point according to skills and experience).

Hours: 35 hours per week. Normal CAFOD office hours are 9.30 to 5.30 with one hour for lunch. Some occasional evening or weekend work may be required for which time off in lieu is available.

Holidays: 20 working days per annum plus statutory holidays plus 6 days determined by CAFOD at Christmas/Easter.

Pensions: There is an optional contributory pension scheme (10% employer and 5% employee contribution). Alternatively, CAFOD will make a similar contribution to a Personal Pension Plan.

Notice period: Three months either way after completion of the probationary period.

International Division (ID) purpose: In collaboration with our partners, to have a lasting impact on poverty and injustice through development programmes, advocacy, and humanitarian response. The division will promote learning, strengthen and empower communities and people in need regardless of their race, gender, religion or politics, and build links between CAFOD supporters and partners overseas.

PROGRAMME AND PARTNER SUPPORT SECTION (PPSS)

The purpose of the Section is:

·  To support CAFOD staff and partners in the development and management of high quality programmes which directly contribute to reducing poverty and injustice

·  To maximise CAFOD’s income from institutions and major donors in support of these programmes.

·  To promote a culture of learning from CAFOD’s programme work which is being used to inform future planning and programme development

Roles within the Section are continually developing with the evolution of this work and in line with CAFOD’s Strategic Framework 2010. The Section comprises a Head of Section, a Programme Development and Funding Team (6 staff), a Programme Learning Team (4 staff), the HIV Corporate Strategy team (3 staff), and an International Change and Systems Manager.

In accordance with PPSS’s Strategic Framework 2010, the key criteria and objectives in our support role to programmes and funding are:

·  to ensure effective support to CAFOD staff and partners in developing and maintaining high quality programmes and projects

·  to ensure that CAFOD staff and International Division (ID) partners have access to appropriate systems, including PCM, services and technical resources required to maintain high quality work

·  to promote a coherent approach to emergency and development work working in close collaboration with the International Programme Departments and the Humanitarian Support Department.

·  to ensure CAFOD obtains significant institutional donor funding for its development work

·  to promote intranet/extranet and website development to meet the needs of CAFOD programme staff and partners
