Waterside Bowling Club Rules

1.  The Club shall be known as the Waterside Bowling Club, which is a member of the Holbury Community Sports Association.

2.  The objectives of the Club are to enable the game of bowls to be available to all members of the community. The Club will also be affiliated to the relevant bowls governing bodies namely Bowls England, Bowls Hampshire and local associations.

3.  Membership of the Club shall be open to all members of the community;

a)  All members and guests shall abide by the Rules of the Holbury Community Sports Association and Waterside Bowling Club;

b)  Members of visiting teams shall be deemed honorary members for the day;

c)  Members may personally bring guests to the greens. Members may only bring the same guest a maximum of three times in any one year;

d)  No person who has been rejected for membership of the Waterside Bowling Club or whose membership has been suspended shall be introduced as a guest;

e)  A member who is deemed to have violated any of the rules or bye-laws of the Club or the Holbury Community Sports Association Ltd, or acts in any way detrimental to the interests of either body, may be subject to disciplinary action. All complaints are to be made in writing to the Hon. Secretary, who will lay the complaint before the Management Committee for investigation and if the charges are in their opinion sufficiently grave, they shall have the power to suspend or expel the member from the Club;

f)  Any such action will be notified to the Holbury Community Sports Association who may consider further action;

g)  The member shall have the right of appeal.

h)  Persons may not be admitted to membership, or be admitted, as candidates for membership, to any of the privileges of membership without an interval of at least two days between their nomination for membership and their admission.

i)  Those becoming members without prior nomination or application may not be admitted to the privileges of membership without an interval of at least two days between their becoming members and their admission.

4.  MANAGEMENT

Management of the Club shall be vested in a Management Committee and any other sub committees that may be required to run the Club. Five Committee members will be required to form a quorum, one of whom must be the Chairman or the Hon. Secretary must be present and they shall meet as and when required to transact the business of the Club.

a)  The Management Committee shall consist of: Chairman, Hon. Secretary and Hon. Treasurer, who shall serve in office for a period of two years. The rest of the Management Committee to be elected on a yearly basis and should consist of the President, Men’s and Ladies’ Captain, Competition Secretary, Match Secretary, Ladies Secretary, Vice President and up to a maximum of three other Club members.

b)  All nominations for the Officers and Committee shall to be proposed and seconded with nominees’ acceptance in writing on a form to be displayed on the Club’s notice boards twenty one days before the end of the season. In the event of insufficient, rejected or no nominations being received within the presented period, an additional, separate ballot will be taken for the outstanding posts from nominees taken from the floor of the AGM.

c)  The Committee have the right to co-opt extra members. These members will not have voting rights.

5.  ANNUAL GENERAL MEETING

The AGM shall be held before the end of November each year to transact the business of the Club as follows:

·  Apologies;

·  Minutes of the last AGM meeting;

·  Matters Arising;

·  Hon. Secretary’s Report;

·  Hon. Treasurer’s Report;

·  President’s Address;

·  Election of Officers and Committee Members;

·  Election of Coaches and Accounts Examiner;

·  Any notified business, in writing to the Hon. Secretary, 21 days prior to the AGM.

Copies of the accounts and agenda are to be circulated at least seven days prior to the AGM.

6.  EXTRAORDINARY GENERAL MEETING

An EGM may be called by the Hon. Secretary upon the direction of the Management Committee or upon a requisition signed by 25% of members stating the objective thereof. Such an EGM shall be held within twenty one days of receipt by the Hon. Secretary, of which due notice shall be given to the members.

No other business than that named shall be brought before the EGM.

7.  FINANCE

a)  The Hon. Treasurer shall receive all monies and shall pay the same to the credit of the account opened in the name of Waterside Bowling Club and shall keep proper accounts, retain all receipts, vouchers etc., for inspection and shall when required to do so, present Club accounts to the Management Committee of the Holbury Community Sports Association.

b)  The Hon. Treasurer has the authority to amend match fees in conjunction with the Management Committee as necessary. Yearly subscriptions shall be agreed by the Management Committee and approved at the AGM.

8.  PROPERTY

a)  Members in possession of Club bowls must ensure that they are returned to the Club;

b)  All Club property including trophies, are the property of the Waterside Bowling Club and all trophies must be returned by their respective winners prior to the annual presentation evening.

c)  The said member shall replace any such property lost or damaged.

9.  DRESS CODE

Members are required to wear tidy and suitable dress and flat soled shoes.

For men’s league matches the dress consists of Club coloured shirt and grey trousers and suitable flat soled shoes. For friendly matches, Club coloured shirt and white trousers, unless otherwise notified, and flat soled shoes.

For ladies’ league matches and friendly matches the dress code consists of Club coloured shirt and white below the waist and suitable flat soled shoes.

10. TRAVEL EXPENSES

Reasonable travel expenses will be paid where necessary to drivers of teams representing Waterside Bowling Club for league and cup competitions.

11. HEALTH & SAFETY POLICY

All members must adhere to the Club’s Health & Safety Policy at all times. Any breach of these regulations will be subject to disciplinary action by the Management Committee.

12. CHILD PROTECTION & SAFEGUARDING

Waterside Bowls Club is committed to promoting the safety and welfare of children, young people and vulnerable adults engaged in the sport of bowling. All members should be demonstrating best safeguarding practice when as coaches, committee members, helpers or volunteers they are providing activities/programmes within our sport.

13. CHANGES TO CLUB RULES

No alteration to the Waterside Bowling Club rules can be made except at an AGM or EGM called for that purpose.

These rules are subject to the approval of the Holbury Community Sports Association.
