INTRODUCTION

This manual has been prepared by B.C. Mainland Division for the information and guidance of all Navy League Cadet Officers, Civilian Instructors and senior Non-Commissioned Officers, in the execution of their assigned duties and responsibilities within a Cadet Corps. The material within does not supersede but supplements guidelines as established by National Council, The Navy League of Canada as noted in:

Branch Organization Guide, NL(35)

It is expected that each Corps Officer, Civilian Instructor and Senior NCO will be fully conversant with the enclosed information, departmental duties and routines as applicable. Unless otherwise approved by Division, Corps Commanding Officers shall adhere to the procedures and requirements specified herein.

Any additions or amendments that may be made to this manual, will be the direct responsibility of B.C. Mainland Division. Changes may be made by submitting a photocopy of the specific page in question with comments attached for review by Division. Additions or suggestions may likewise be forwarded to Division for consideration. Each Corps Commanding Officer will be responsible for keeping this manual up to date with changes issued by Division.

CHAPTER ONE

CORPS PERSONNEL - DUTIES AND RESPONSIBILITIES

A.GENERAL

1.Appointments

Qualifications for enrolment as a Navy League Officer (and Civilian Instructor) are as noted in Navy League Regulations, NL(8), article 4.1. Individuals are granted status and/or rank, i.e. appointed, promoted or warranted in their Corps subject to the recommendation and approval of the Corps Commanding Officer, the Branch President, Division President and National Council when as appropriate.

In addition to meeting the requirements for appointment or promotion - by service, qualifications, examination, review, etc. as noted in NL Regulations, individuals are "awarded" such positions of authority by reason of their knowledge, capabilities, desire to serve and in the confidence and trust placed in them to fulfil diligently and carefully the respective duties of their assigned offices.

Although such service is voluntary and contingent upon approval of a "higher" authority and even though an individual may have the best of intentions, any appointment, service or duty will be misdirected if its focus is not on the spirit and intent of Navy League Cadet training, namely:

"A Navy League Cadet Corps is a voluntary youth organization whose objective is to give boys and girls aged 9 to 13 years, mental, moral and physical training through the medium of naval and other instructions, with the object of developing principals of patriotism and good citizenship and instilling in them a sense of duty, discipline, self-respect and a respect for others."

Far too many individuals lose sight of this.

2.Requirements of a "Successful" Officer

To be a "successful" Navy League Officer; to achieve the aims and objectives of Navy League training as outlined above requires not only experience, talent or good fortune; not only an awareness of regulations, duties and responsibilities but also an awareness of a particular standard of performance and behaviour expected for all Navy League Officers. Your Corps and the Navy League movement can be greatly enhanced if the following qualities are incorporated on an individual basis. A good Officer must have:

a.an open mind with a willingness to admit mistakes and correct them, and to accept the advice and assistance of others.

b.a pleasant personality, in which are modesty, patience, a sense of humour and an understanding of human nature (especially remembering the age group of Cadets he or she is dealing with).

c.a sense of tolerance and tactfulness; "thinking before speaking".

d.good judgement and dispassionate evaluation.

e.an ability to express him or herself clearly, concisely and correctly.

f.an ability to work with others (Officers, Cadets and Parents alike).

g.an active, imaginative and enthusiastic approach to all things.

h.a thorough knowledge, understanding and appreciation of subjects taught.

i.a sense of responsibility.

Successful Officers "lead" Cadets in their duties by example rather than by command, taking an active interest in each of them as individuals worthy of attention, despite their individual quirks and behaviour. He or she must guide, counsel and instil in them a sense of personal discipline as well as build their confidence and enthusiasm.

Few individuals are born leaders. If one strives to develop the traits of a successful Officer as outlined above, becoming a leader is a natural progression. To quote "The Division Officer's Handbook, BRCN 3059":

"There are probably as many definitions of leadership as there are leaders. It presents to each person a particular challenge, determined by his own individuality. It is not a formula, it is an attitude of mind, a way of life. A person can no more lead by a formula than he can live with one."

3.Conduct and Appearance

Being associated with anything "military" brings one very prominently into public scrutiny. It is therefore imperative that an Officer's behaviour and dress is such that it will not bring discredit on the individual, on the Navy League specifically and on the Canadian Armed Forces and cadet movement in general.

Wearing a naval uniform is a privilege. Any breach of the regulations regarding the wearing, abuse or misuse of it is a dischargeable offense.

"All Officers and Instructors shall endeavour by every means in their power to teach Cadets clean and regular habits. They shall be at all times an example to the Cadets of cleanliness and deportment.

One of the primary conditions on becoming an Officer in light of the above therefore is that an Officer "agree to abstain from the consumption of alcoholic beverages whenever the person expects to be, or is in contact with the Cadets and must set an example of character and deportment."

4.Discipline and Order

All Officers and Senior Cadets have a responsibility for the maintenance of discipline and order. Each has a degree of responsibility in the keeping of control and assisting in the running of a smoothly operating Corps.

Respectful obedience is the basis of sound discipline. It should not have its origin in fear and dread of punishment but should emanate from the conviction that orders are given by an authority responsible not only by rank but by knowledge.

"Discipline is imperative and is most effectively taught by example, firmness, control of temper and consistency. Under no circumstance may an Officer or Instructor use improper language to or roughly handle or strike a Cadet".

No Officer, CI or Senior Cadet should rebuke any person (another Officer or senior Cadet in the presence of, or within hearing of anyone junior in rank unless absolutely necessary. Such public rebukes show a lack of discipline and create disharmony.

No Officer or CI should interfere with another's instruction, Division or class. Any disputes should be settled in private, the XO attending for the preservation of discipline and order.

To preserve the semblance of discipline and order all ranks will be addressed in the proper manner as follows:

Officers will be addressed by their subordinates as "Sir", "Mam", by rank and surname, eg. "Lieutenant Smith" or Mr., Mrs., Miss Jones in the case of CI's.

Officers will address Senior Cadets (i.e. Chief, RPO) by their position; Petty Officers by their rank and surname.

5.Representation and Security

"Contacts between Corps and Branch must be made through the Chairman of the Navy League Cadet Committee who is responsible for keeping the President, Branch and Corps fully informed. In addition, all contacts with the Corps must be made through the Corps Commanding Officer." NL(35).

Representation of a Corps shall only be made by or through the Commanding Officer. No Officer shall enter into agreement with or deal with any outside unit, i.e., DND (eg. Naval Reserve or Militia unit), Sea Cadet Corps, Branch, Division, other Navy League Corps or any civilian organization or individuals without prior discuss with and approval of the Commanding Officer and Branch and prior approval of Division as required. All requests from such units or individuals shall be directed to the CO (this also applies to all questions and correspondence).

In the interests of security, discussions concerning Corps Officers and Cadets as well as Branch personnel shall be avoided with "outsiders". Discretion should be used in reference to Corps and Branch business, administration and activities.

Use of Corps personnel (Band, Officers, Cadets, etc.) as well as loan of Corps equipment shall not be done without prior permission of the CO and Branch.

6.Chain of Command

The structure of the Navy League of Canada (as noted in the following chart) from the Cadet level to the President of the National Council is based on a distinct hierarchy with each stage or level having its own duties and responsibilities, each in turn responsible to the next higher level, yet all dependent on one another. The analogy can be made to that of a crew of a ship from Captain to deckhand, each with his own job, yet all important for a smooth running ship. In order for this "chain of command" to work, each link, each Navy League crew member must have a clear understanding of these distinct areas of responsibility. These functions and duties are spelled out in NL(8).

Mutual respect, co-operation and effective communication become vitally important if the chain of command is to function efficiently and effectively. When anyone in this chain (eg. Officers, Branch Executive members) fails to live up to his or her responsibilities and privileges and fails to communicate one with the other through proper channels then discord and embarrassment result.

All Officers, Civilian Instructors and senior Cadets are responsible through the "chain of command" to the Commanding Officer for the proper and efficient performance of their duties. Each must acquaint him or herself with and enforce all regulations, rules, orders, and instructions that pertain to the performance of his or her duties. He or she must be thoroughly familiar with all facets of Corps functions by understanding fully the information contained in this manual and elsewhere in Navy League Regulations.

The structure and Chain of Command from National Council to Corps level shall be in accordance with the following:

B.OFFICERS - DUTIES AND RESPONSIBILITIES

1.Commanding Officer (CO)

The Commanding Officer shall be responsible to:

a.The Navy League of Canada in complying with all rules and regulations issued.

b.The parent Branch, Navy League of Canada for the progress of the Corps and the proficiency in their duties of Officers and Civilian Instructors under his/her command.

The Commanding Officer shall be responsible for:

a.The appointment of qualified Officers, Civilian Instructors or individuals and Non-commissioned Officers to the following particular duties ensuring deputies are provided during prolonged absence:

Executive Officer

Administrative Officer

Training Officer

Supply Officer

Divisional Officers

Guard Officer

Band Officer

Chaplain

Instructors

Chief Petty Officer

Regulating Petty Officer

Divisional Petty Officers

and to the following supplementary duties when required or as warranted:

Duty Officer (i.e. OOD or OOW)

Gunnery Instructor

Director of Music

New Entry Officer and/or Recruiting Officer

Boats and/or Water Safety Officer

Medical Officer

Sports Officer

Range Safety Officer

Duty Petty Officer (i.e. POOD or POOW)

Quartermaster

b.Bringing to the notice of the Branch, any Officers or Instructors who from incapacity or apathy, are deficient in the knowledge and/or performance of their duties or who do not afford him/her the support which he/she has a right to expect or who conduct themselves in a manner injurious to the efficiency or credit of the Corps.

c.Bringing to the notice of the Branch, any Officers or Instructors who are distinguished for proficiency in their duties (eg. for extra service, for National Service certificate and awards, etc.).

d.Recommending for promotion Officers under his/her command in accordance with Regulation requirements.

e.Recommending the appointment of Civilian Instructors.

f.Keeping Officers, Instructors and Cadets fully acquainted with regulations and instructions issued by higher authority.

g.Supervision and control of all duties of personnel under his command.

h.Reporting all injuries incurred during Corps training that require emergency medical treatment to the Branch as soon as possible.

i.Reporting the death of any Officer, Instructor, or Cadet to the Branch.

j.Reporting loss or damage of equipment to the Branch.

k.Ensuring, in regard to administration, that:

i)records are maintained showing attendance at all Corps parades and functions

ii)records are maintained showing the strength of the Corps

iii)administrative requirements and procedures specified herein are carried out

l.Ensuring, in regard to training, that:

i)Cadet training is programmed for the training year covering mandatory and applicable optional subjects.

ii)the training program is completed

iii)the quality of instruction and training aids utilized are of the highest standard available

iv)attractive and educational citizenship training is programmed

v)records are maintained showing attendance for instruction and training progress of each Cadet

vi)training requirements and procedures specified herein are carried out

m.Ensuring, in regard to supply, that:

i)equipment and kit is not demanded in excess of needs

ii)equipment and kit is properly safe-guarded

iii)records of equipment and kit are maintained

iv)members of Corps return all property on loan

v)supply requirements and procedures specified herein are carried out

n.Maintaining good public relations, and that all Corps members present a high standard of deportment and appearance in public.

o.Preparation and giving of monthly reports to the Branch (unless otherwise directed) as to Corps progress and activities, enrolment and attendance, and an accounting of expenditure of funds as allotted (i.e. petty cash) or monies raised (eg. assessment/registration fee, donations, fund raising, etc.).

p.Ensuring a thorough turn over to his successor.

2.Executive Officer (XO)

The XO shall be responsible to the Commanding Officer for carrying out all assigned duties.

The XO shall be responsible for:

a.Supervision of daily and special routines, duty watch (including preparation of Duty Roster) and Rounds.

b.Parade state formation and Ship's Company drill.

c.General bearing and discipline of Cadets.

d.Requestmen and Defaulters routine (in accordance with requirements specified in Chapter X).

e.Fire drill procedures and practices, safety of the ship and personnel.

f.Regular attendance, and that leaves and AWOL's are kept at a minimum.

g.General supervision of the training program in accordance with the training syllabus and schedules.

h.Overseeing the Quarterdeck (routine, procedures and duty personnel) and proper usage of the Ship's Log (in accordance with requirements specified in Chapters VII and IX).

i.Establishing and maintaining a "COCK OF THE WALK" competition.

j.Coordinating Officers' meetings.

k.Liaison Officer for the Chief and Petty Officer's Mess when such exists.

The Executive Officer will assume command in the absence of the Commanding Officer.

In the absence of both the Commanding Officer and Executive Officer, the Training Officer will assume Command unless otherwise delegated.

3.Administration Officer (ADM O)

The ADM O shall be responsible to the Commanding Officer for carrying out all assigned duties.

The ADM O shall be responsible for:

a.Maintaining an efficient office routine subjects to the CO's approval.

b.Supervision of all details in connection with routine and administrative duties, such as correct and systematic registration and filing of correspondence and records, updating and amending of files and regulations as required and maintaining and ordering all necessary Navy League (National and Divisional) forms necessary for administrative purposes (through the CO and Branch).

c.Preparation of required forms and documents and prompt replies to correspondence as directed. Note: all correspondence shall be over the CO's signature with copies to file, Branch and Division as required.

d.The charge of all publications, documents and files in the Ship's Office ensuring that they are kept in accordance with instructions and are not accessible to unauthorized persons. Further that no files, letters or records are destroyed or removed from Ship's Office without the CO's prior approval.

e.Circulation and posting of all orders, directives and correspondence as directed by the Commanding Officer.

f.Preparation of Monthly Routines Orders, BC(5)and delivery of MRO’s to the BCMD Admin officer by the 10th of each month

g.Preparation of a Duty Roster as directed by the Executive Officer and posting of same.

h.Preparation and maintenance of Attendance Records, Note: The Administration Officer will be responsible for assigning Cadets to a Division, entries on a Master Attendance Record (where such exists) and attendance entries in the Ship's Log.

i.Preparation and maintenance of Nominal Roll,NL(203) and enrolment records (i.e. strength of Corps) as required and for Inspection Reports.

j.Preparation of Inspection Report,NL(206) with accompanying support documents (Inspection programs, training outline, Corps newsletters, weekend routines, etc.) for Corps Inspections as directed and/or required.

k.The maintenance and issue of Application Kits consisting of:

Medical/Consent form, BC(1)

Proof of Age verification

Letter to parents

l.Preparation and maintenance of New Entry/Discharge Registers.All names of individuals issued an application kit, shall be recorded on a "New Entry Register", BC(12) complete with address and telephone number. This is to enable proper follow up and shall be used for recruiting information and the National Competition for Recruiting.

All Cadet Record forms will be completed and filed in a Discharge Register after a Cadet has been discharged (i.e. completed In-Out Routine and turned-in or paid for uniform). All other file information, eg. application, medical, etc. may then be discarded. Where a Cadet is transferred to another Corps (NL, Sea, Army, Air) forward complete file keeping a copy of his/her record.
