Regular Monthly Meeting
June 10, 2014
The Washington Township Board of Supervisors held their regular monthly meeting on Tuesday, June 10, 2014. Supervisors present: Vice-Chairman Harold Wilson, Mike McClintick, Steve McCelland and Robert Hetrick. Absent: Robert Hrin. Also present: Colleen Pifer, Secretary/Treasurer and Daniel Whaling, Roadmaster and Solicitor Greg Kruk. Visitor: Chris Dush and Cathy Moore, Courier Express newspaper.
Chairman Robert Hrin called the regular meeting to order at 7:00 PM.
OPEN TO THE FLOOR
Chris Dush, a candidate running for Representative Sam Smith’s seat. He did win the primary. He presented his reasons for running and explained what his agenda was.
APPROVAL OF MINUTES
On a MOTION by Steve McClelland, a SECOND by Mike McClintick and, all the board voting in favor, the minutes of the May 13, 2014, meeting minutes were approved as presented.
APPROVAL OF BILLS DUE AND PAYROLL
On a MOTION by Mike McClintick, a SECOND by Robert Hetrick, all the board voting in favor, the vouchers due for payment and the payroll for the employees from May 09, 2014 thru June 10, 2014, were approved.
TREASURER’S REPORT
On a MOTION by Steve McClelland, a SECOND by Robert Hetrick, all the board voting in favor, the monthly Treasurer’s report was approved as presented. A copy the Treasurer’s report will be on file. The
CORRESPONDENCE
EQT- Notification of intent to drill on Daugherty Road.
SOLICITOR’S REPORT
Solicitor Greg Kruk, presented Ordinance 2014-01, Rescinding Sewage Ordinance 97-03, to be adopted as advertised. The ordinance has been prepared due to the Township withdrawing from the Jefferson County Sewage Association and using the County as their sewage enforcement agency.
On a MOTION by Robert Hetrick and a SECOND by Steve McClelland, all the board voting in favor accept Harold Wilson who voted NO, Ordinance 2014-01 was adopted rescinding Ordinance 97-03.

On a MOTION by Robert Hetrick and a SECOND by Steve McClelland, all the board voting in favor accept Harold Wilson who voted NO, a 90 day notice will be sent to the Jefferson County Sewage Association
NEW BUSINESS
Robert Hetrick said he was hearing complaints from people living on Moore Road. He asked if Shritshock was going to move forward on drilling like they had said. People are concerned with juveniles having parties.
Road Report
Mike McClintick said he had one complaint on Buchannan Road. The woman got 2 flat tires from running over 3A. Mike said to get some smaller gravel down over it.
Dan Whaling reported the road crew was replacing pipe on the roads to prepare for the grinding projects. Dan met with Shawn Ward, from Midland Asphalt to look over the proposed roads for grinding. Dan is a little disturbed with Midland at this time. They promised their newest machine for our grinding project and now we probably won’t be getting it. The older machine takes longer and costs us more money and time. Dan will check around and get some quotes from other grinding companies.
Part-time employee…
A committee had been formed to interview applicants for the road department for a part-time position.
On a MOTION by Robert Hetrick, a SECOND by Steve McClelland, all the board voting in favor, Adam L. Raybuck, from Raybuck Road, was hired as a part-timer. He will be getting out of the Marines on June 26, 2014.
On a MOTION by Robert Hetrick, a SECOND by Steve McClelland, all the board voting in favor, the wage for Adam L. Raybuck will be $10.00 per hour and after he is off probation his wage will increase to $12.00 per hour. Also, Mr. Raybuck will need to apply for his CDL asap.
EQT Inspection fees…
EQT got a new road bond and the current inspection fees are $200 a week. They asked the inspection fees to be waived. The Supervisors said to make it $100 per week.
OPEN TO THE FLOOR
Steve McClelland said the fundraiser that the Gateway Shelter had was very successful and there were 39 runners. He thanked the Township for allowing it.

On a MOTION by Mike McClintick, a SECOND by Robert Hetrick as there was no other business or discussion on the coldest night of the season; the meeting adjourned at 8:00 PM.
