PLANNING & ZONING COMMITTEE MEETING

21 July 2015

HELD IN THE WALES TOWN HALL

Meeting commenced at 7:00 PM

ROLL CALL: Committee Chairman Lee Fox, committee members Delos Bowers and John Taylor; Town Clerk Velva Lee Sherman.

PETITIONS/COMMUNICATIONS:

1. Boyd Householder, concerning construction of shed on property

Boyd's son, Jason Householder, represented him at the meeting. Mr. Householder wishes to construct a 40'x40' shed on his property at 195 N State. The proposed location on the north edge of his property was unacceptable, due to setbacks and proximity to State Road 117. A site further south and west was agreed upon (see attached picture). Mr. Householder stated that there are no plans at this time for concrete, power, or water in connection with the shed. The building is to be a metal, Quonset hut type (see attached picture), with the east end left open. Chairman Fox informed Mr. Householder that no building permit would be required, as the shed will not have to be inspected.

Delos Bowers made the motion to accept the Householder proposal, with the new shed location as agreed upon, seconded by John Taylor, and followed by a unanimous vote in favor.

2. Jeff Lamb, concerning subdividing property located at 200 West 100 N

Mr. Lamb wishes to create two (2) conforming lots, from one lot, at the above address. The house located on the property will be on one lot; the other lot will have the barn, sheds, and some corrals. Mr. Lamb's sister and her husband plan to purchase the lot with the house, and Mr. Lamb is to have possession of the remaining lot. He produced a plat plan and a plot plan, but on further discussion, it was ascertained that the property in question is actually owned by a trust. Chairman Fox informed Mr. Lamb that he will have to obtain a letter from Scott D. Lamb, whose name is on the plat plan, naming him (Jeff Lamb) as the trust's agent, in order for him to be able to proceed with this process. The letter should include the property reference number (from the county's plat plan) and be addressed to the Wales Town Planning & Zoning Committee. Chairman Fox further advised Mr. Lamb to take the proposed changes to the county recorder's office in order to obtain a new plat plan showing the division as discussed (see attached plot plan). The proposed subdivision would provide for one lot on the corner of 200 West 100 North, measuring 178.5' (frontage on 100 N) by 214.5'. The lot directly to the east of

this lot would measure 102' (frontage on 100 N) by 214.5'. Mr. Lamb questioned the committee as to the need to have the property surveyed, to which Chairman Fox stated that it shouldn't be necessary as long as he takes the above information to the county recorder to have plat maps updated. Finally, Mr. Lamb was told that once he had the required letter, as noted above, these conforming lots would meet Wales Town requirements and a public hearing would have to be scheduled and advertised prior to the final okay. The town clerk is to put Mr. Lamb on the agenda for the August Planning & Zoning Committee meeting. He is to present the updated plat map and required letter at that time.

3. Reid & Jeralyn Hall, final approval on bldg permit

John Taylor made the motion to approve the building permit for the Halls. His motion was seconded by Delos Bowers and the vote was unanimous in favor.

MINUTES: Minutes of the Planning & Zoning Committee meeting, held Tuesday, 21 April 2015, were read by the town clerk. John Taylor made the motion to approve the minutes as read, seconded by Delos Bowers, followed by a unanimous vote in favor. (May & June meetings did not have a quorum present to vote on April's minutes.)

BUSINESS: Chairman Fox explained to the committee that he has been unable to complete the updating of the Wales Master Plan and the annexation policy due to work demands, but plans to have them ready for the August meeting.

The motion to adjourn was made by Chairman Fox, seconded by John Taylor, with a unanimous vote in favor.
