Park and Recreation Service Area Interlocal Agreement

RESOLUTION 98/99-6

A Resolution of the Board of Directors of School District #1 County, Washington, to request a waiver for grades K-12 of the minimum 180-day school year (WAC 180-16-215).

WHEREAS, the School District Board of Directors recognizes that:

1.Planning time is needed for staff to meet the District’s curricular goals related to assessment methods, and

2.According to the 1998-99 M-808, the K-12 average is more than six days beyond requirements for teacher-student contact time, and

3.Parent support for raising academic achievement standards is rising, and

4.Options involving additional late starts, early releases, substitutes, additional staff or additional paid days for staff would create a financial hardship on the District and inconvenience for parents and/or patrons,

WHEREAS, the Washington State Board of Education has recognized the importance of and has established waivers for restructuring purposes (WAC 180-18);

NOW, THEREFORE, BE IT RESOLVED that the School District Board of Directors
requests that the minimum 180-school-day-year requirement be waived for School District’s K-

12 so that six teacher contract days can be dedicated to assessment staff development and test data analysis for the purpose of improving student academic performance, that these days are determined in concert with the School District, and that K-12 students will not attend school on these days.

Retired Teachers as Substitutes for

Whereas, the School District No. ## Board of Directors is committed to having competent and qualified substitutes when regular teachers are absent; AND

Whereas, the School District has experienced a problem in obtaining certificated substitutes; AND

Whereas, RCW 41.32.570 allows that the number of days retired teachers may work as on-call substitutes can be extended to up to 31 5 hours beyond the 525 hours otherwise allowed, without a reduction of pension benefits when a school district experiences difficulty in obtaining certificated substitutes; NOW

Therefore Be It Resolved that: the Board of Directors of School District No. ### does hereby declare the current supply of substitutes is inadequate for the ______School Year and retired teachers may serve as substitutes up to 840 hours without a reduction of pension benefits.

Senate House Bill 1182 — Retired Plan 1 Teachers

WHEREAS in accordance with Senate House Bill 1182 concerning Retired Plan 1 teachers in the ______ School District resolves that it would be helpful and appropriate for retired teachers to have the opportunity to substitute teach an additional 315 hours each school year without a reduction of benefits, AND

EXTENDED SERVICE. RETIRED ADMINISTRATORS

WHEREAS, pursuant to 1994 Engrossed Substitute House Bill 1182, the legislature will allow retired school administrators to work an additional fifteen days per school year, beyond the seventy five (75) days currently allowed without affecting their retirement benefits; and

WHEREAS, as theSchool District exhausts its list of available and qualified substitutes, it desires to hire retired school administrators for substitute service to address the shortage of qualified and available administrators; and

WHEREAS, the services of the retired school administrator are necessary to address the shortage of qualified and available substitute school administrators;

NOW, THEREFORE, BE IT RESOLVED that once the list of qualified and available substitute school administrators has been exhausted, the District’s substitute school administrators who are retired shall be eligible for an additional fifteen (1 5) days of extended service without impacting their retirement benefits in accordance with the law.

WHEREAS, theSchool District No. owns the following piece of real property which is not required for school purposes and that County has requested purchase of for purposes of road widening and drainage improvements as part of the road improvement plan for Highway:

0.02acres adjacent to Chelan County Road right of way 209, located between Highway Station

14 plus 25 and 15 plus 50 representing 75’ in length along the highway, with varying depth but

averaging approximately 11’. (Legal description and plat map attached.)

WHEREAS, it is the District’s intent to surplus said property for the purpose of selling the parcel to County for its road improvement project and

WHEREAS, the County may need access to the property to begin its road improvement project prior to the completion of the property sale,

NOW THEREFORE BE IT RESOLVED that the Board of Directors:

1.declares the real property identified on the attached legal description to be surplus as provided for in District Policy 9271,

2.directs the superintendent to surplus said property and arrange for the sale of the property to County as allowed in RCW 28A.335.120 and

3. authorizesCounty to access and use said property as part of the road improvement

project prior to completion of the property’s surplus and sale as allowed in RCW 28A.335.040.

AUTHORIZATION FOR THE ACQUISITION OF EQUIPMENT AND A FINANCING CONTRACT

AND RELATED DOCUMENTATION FOR SAID EQUIPMENT

Whereasthe Local Agency has executed a Notice of Intent to the Office of State Treasurer in the form attached hereto as Annex I, for the financing of the Property under the provisions of RCW ch 39.94’ and

Whereasit is deemed necessary and advisable that ______School district No.###(the “Local Agency”) acquire the equipment and/or personal property identified on Annex 1 attached hereto (“Property”); and

Whereas,the Local Agency has undertaken or will undertake to acquire the Property in accordance with all applicable purchasing statutes and regulations; and

Whereas,the Local Agency desires to enter into a Local Government Financing Contract with the office of the State Treasurer, in the form attached hereto as Annex 2, in an amount not to exceed $ , as the method of payment for the Property;
