VOCA HONORARIUM POLICY

A.COMPENSATION FOR TRAINING TIME FOR ICASA MEMBER CENTER EMPLOYEESBY ICASA

When an employee of an ICASA center is hired by ICASA as a consultant / trainer, ICASA will request proof of approval by the center director. When approval is provided,the consultant / trainer is entitled to options regarding compensation.

1.Federal guidelines require that compensation for a consultant paid with VOCA funds, is to be "reasonable and consistent with that paid for similar services in the market place” with a maximum rate of $450 (excluding travel subsistence costs) for an eight hour day. The consultant / trainer may be compensated by the member center consistent with the consultant / trainer’s current rate of pay. Under this option, the consultation / training provided for ICASA is within the scope of the employee’sjob description and the employeerecords hours of consultation / training provided to ICASAas professional training.

A request for compensation over $450 per day requires additional justification and prior approval from the Illinois Criminal Justice Information Authority. Justification consists of documentation that the consultant has routinely received more than $450 for similar work in the past.

2.An employee of a non-profit organization who is hired as a consultant is subject to the following standard regarding compensation: "the rate of compensation shall not exceed the individual's daily rate of pay by her/his employer subject to a $450 per day limit." The federal guidelines do not allow an exception to this rate. With proof of approval from the center director, ICASA member center employee may choose to use leave time from the center. Under this option, the consultant / trainer is compensated by ICASA at a rate consistent with ICASA’s Trainer. Training / Consultation hours provided will not be recorded as professional training.

If a consultant has another employer, federal guidelines stipulate that s/he cannot receive dual compensation for the time spent consulting. Therefore, a consultant hired by ICASA must submit documentation that s/he was paid only by ICASA for the time stipulated in the contract with ICASA. Documentation consists of a letter from the employer stating that the consultant used leave time during the time indicated in the contract. A consultant / trainer hired by ICASA who is employed at a member center is subject to ICASA’s stipulation that s/he cannot receive dual compensation for training / consultation provided to ICASA. ICASA will require documentation the consultant / trainer was paid only by ICASA for the time provided to ICASA. Documentation consists of a letter from the center director stating that the trainer /consultant used leave time to provide training / consultation to ICASA.

B.COMPENSATION FOR PREPARATION TIME

ICASA can pay for preparation time at the dailysame rates specified for training time. The same restrictions apply for consultants employed by a non-profit organization. The restriction regarding dual compensation also applies. If preparation time will exceed presentation time, the request for compensation requires justification and prior approval from the Illinois Criminal Justice Information Authority.

C.COMPENSATION FOR TRAVEL TIME

ICASA can pay a consultant for travel time required to go to and from the training at the same rate specified for training time. ICASA can pay a consultant for travel time required to go to and from the training session at the daily rate specified for training time. All restrictions apply. If preparation time involves travel, a request for compensation requires justification and prior approval by the Illinois Criminal Justice Information Authority.

D.OTHER COMPENSATION

ICASA can pay a consultant's travel expenses, lodging and meals related to the training at the ICASA approved rate.
