MINUTES

The Board of Aldermen of the Village of Pleak, Texasmet in Regular Session,open to the public, on August 16, 2017at 7:00 p.m. in the Pleak Village Hall located at 6621 FM 2218 South, Richmond, Texas. Council members present: Wade Goates,Michael John, Brenda Jaynes, Damon Kuhn andAl Warnasch. Mayor Larry Bittner opened the meeting with a prayer and the Pledge of Allegiance.

  1. Council to approve or correct the minutes as presented from the July 19, 2017 Regular Council Meeting and the August 2, 2017 Council Workshop.

Brenda Jaynes made the motion to accept the minutes as presented from the July 19, 2017 Regular Council Meeting and August 2, 2017 Council Workshop. Michael John made the second and the motion carried by a unanimous vote.

  1. Presentation of the bank account balances and monthly bills paid for the Village of Pleak and the bills submitted to the ESD # 6 for July 1-31, 2017.

Sales tax was deposited for June and July.

  1. Council to discuss and accept the financial reports for July 1-31, 2017 for the Village of Pleak and bills submitted to the ESD #6.

Wade Goates made the motion to accept the financial reports for July 1-31, 2017 for the Village of Pleak and bills to be submitted to the ESD. Brenda Jaynes made the second and the motion carried by a unanimous vote.

  1. Public comments from Village Citizens-No action can be taken.

No action was taken.

  1. Monthly report from the Fire Department and ESD #6.

Jordan Blegen, Fire Chief, gave the monthly report. They had 31 calls which consisted of: 4 Fire Calls, 0 Over Pressure calls, 24 Rescue Calls/EMS, 1 Hazardous Condition, 1 Service Call, 0 Good Intent Calls, 1 False Calls and 0 other. These calls were 8 in the Village, 11 in the Pleak ETJ, 9 Rosenberg ETJ, 3 Mutual Aid, and 0 unincorporated. For 2017, 192 calls have been made which is an increase of 23 more from 2016. Average response time is 10:21 minutes with Mondays being the highest call volume.

The Fire Department has two new volunteers this month attending Tuesday trainings.

  1. Council to review and take action on the final plat for Briarwood Crossing and Learning Tree Lane Extension Street Dedication presented by R.G. Miller Engineers.

Brenda Jaynes made the motion to accept the final plat for Briarwood Crossing and Learning Tree Lane Extension Street Dedication presented by R.G. Miller Engineers. Al Warnasch made the second and the motion carried by a unanimous vote.

  1. Council to discuss and take action on FBC ESD #6 counter offer to the Village of Pleak regarding the purchase of the Village of Pleak Fire Department’s assets including trucks and equipment.

Michael John made the motion to counter offer for the purchase the Village of Pleak Fire Department’s assets including trucks and equipment to include:

  • To pay off the Village of Pleak’s loan plus additional $6000.00 for the 2013 Pierce Pumper with their lender pending approval by the Village of Pleak and a final payoff amount received from the lender.
  • FBESD6 offers to pay the Village of Pleak $3000.00 for the 1979/1980 Brush Truck.
  • FBESD6 offers to pay the Village of Pleak $13,500.00 for the 1997 Rescue Vehicle
  • Village of Pleak keeps all remaining equipment listed and included in the revised inventory submitted to FBESD6 by the Village of Pleak.

Brenda Jaynes made the second. The vote passed with a majority vote with Al Warnasch abstaining.

  1. Presentation by Tom Paine with JGI regarding replacement of the billboard sign within the city limits and ETJ of the Village of Pleak.

Tom Paine with JGI withdrew his presentation for the council.

  1. Council to discuss and take action on JGI’s placement of the billboard sign with the Village of Pleak’s city limits and ETJ.

No discussion.

  1. Council to discuss and take action on the Resolution to Sponsor a Project for a Public Road Connection at FM 2218 at Briarwood Farms Drive within Briarwood Farms Development on behalf of Woodmere Development Co., LTD.

Wade Goates made the motion to take action on the Resolution to Sponsor a Project for a Public Road Connection at FM 2218 at Briarwood Farms Drive within Briarwood Farms Development on behalf of Woodmere Development Co., LTD. Al Warnasch made the second and the motion carried unanimously.

11. Council to discuss scheduling a workshop

Council will meet September 13, 2017, 7:00p.m. for a workshop concerning renovation bids and the Village of Pleak five year plan.

12. Adjournment

Al Warnaschmade the motion to adjournat 7:58p.m. Brenda Jaynesmade the second and the motion carried by a unanimous vote.
