14/300 WW1 Memorial – Update – Cllr. C. Stacey

There had been a slight set-back in proceedings due to the Stone Mason being busy. The Faculty has been approved and a donation had been received from Banbury Charities. It was hoped that a rededication service would take place in May to coincide with the appointment of a new Vicar.

14/301 ICC’s report – Cllr. Youel

Cllr. A. Youel had no financial matters to report.

14/302 Clerk/RFO report

·  Budget and Precept for financial year 2015/16

o  Cllrs had been issued with the proposed Budget/Precept demand prior to the meeting. Following discussions further savings were deducted from the budget amounting to £2,920 enabling the Precept demand to be reduced to £116,491 resulting in a 1.9% average increase for households. This was approved by all Cllrs. attending.

·  PCC – Maintenance All Saints Churchyard

o  A letter had been sent to the Chair of the PCC regarding the Parish Council’s responsibility for maintenance of the closed Churchyard requesting relevant copies of any legal documentation held by them as neither Peterborough Diocese nor the Ministry of Justice had been able to provide confirmation. Until this matter is resolved the Parish Council is not in a position to continue with on-going maintenance as without any formal records the PCC is still responsible for any repairs required.

o  Came & Company have also confirmed that the Parish Council would be unable to arrange a policy to cover the cost of repairs due to wear and tear or gradual deterioration. These events would be considered as foreseeable events and cannot be insured against.

·  Wall – High Street – Repair

o  The Agent representing the owners of this area had been contacted. He is in communication with the land owners and repairs to the wall are in the process of being addressed.

14/303 Matters for discussion and possible future Agenda items

The Clerk reported on the following:

·  Building Control at SNC: The Clerk had been contacted regarding street naming for the new development off Millers Way. Cllrs. were given a plan and their suggested name for the road marked ‘A’ was Draysons Close. This suggestion would be ratified at the next meeting on the 5th January 2015.

·  Reimbursement relating to Dog waste bags: The Clerk had reimbursed the Council as this suggested project had not taken place. The resident concerned is unable to take this matter forward, at the moment, due to personal commitments.

·  New Rules for Meetings: The Clerk explained that under the Openness of Local Government Bodies Regulations 2014 members of the public are now permitted to photograph, film, broadcast and report on meetings subject to the efficient running of the meeting not being disrupted. A statement from the Chair covering this topic will be added to future Agendas being issued. Cllr. Dixon asked the Clerk if she would send details of the new rules to all Cllrs.

·  Elite Motorhomes: A Director of Elite had contacted the Clerk asking for support to apply for a road sign directing traffic to them rather than via the village as they get somewhere in the region of 80% of their business coming from the M40. He had been in touch with Highways who had referred him to the Clerk. In principle, Cllrs. did not have any objections as long as the Parish Council were not being asked to contribute towards any payment for this to happen.

·  Yew Tree Close: 3 dead trees had been removed and a resident had approached to Clerk to see whether they could be replaced. The Primary Academy was approached by the Clerk and they have agreed to donate 3 saplings that were planted by the children several years ago. The Grass Contractor has agreed to plant them during the Spring season depending on weather conditions. 2014/118

·  Dog Waste Bins: The Clerk has insured 18 bins owned by the Parish Council. The cover will last until the insurance renewal in 2015 at a cost of £25. All Cllrs. agreed to the action taken.

·  Wind Turbine – Land North West of Middleton Cheney within the Parish of Chacombe). Recommendation by the Case Officer is refusal of full planning permission. A meeting of the Development Control Committee would be taking place on 18 December 2014. No Cllrs. will be attending.

·  Street Lighting – Orbit Development: We have been requested to check that all lighting is working. Parish Council have been given a month to respond. Cllr. A. Youel said he would check and let the Clerk know.

·  Open Spaces & Northamptonshire Association for Local History: Cllrs. were asked to consider whether a donation to Open Spaces and/or a fee to Northampton Association for Local History would be applicable this year. This topic to be reviewed at the next meeting.

·  Police Update: Main crimes for November were 2 criminal damages, one to a vehicle, and a burglary in a non-dwelling building. No known antisocial behaviour was reported. The Safer Community Team at Brackley sent their best wishes for the festive season.

·  Came & Company: The Clerk suggested to Cllrs. that an up-to-date assessment relating to items being insured would be advisable as we would shortly be reviewing the insurance premium. All Cllrs. agreed this would be prudent. The Clerk to contact the Brokers to arrange a mutually convenient appointment.
