Note:Use the Reasonably(Best) Available Control Measures[per OAC 3745-17-08(B)], Monitoring, Recordkeeping, and Reporting requirements of the General Permits for paved and unpaved roadways. The VE testing term can also be taken from the General Permit.

The General Permits use BAT to set a lower duration for the allowable visible emissions; theallowable duration of visible emissionsbelowarebased on the rules.

VE.3Additional Terms and Conditions, Visible Emissions Limitation for Paved Roadways and Parking Areas[OAC rule 3745-17-07(B)(4)]

(1)There shall be no visible emissions of fugitive dust from the paved roadways and/or parking areas except for a period of time not to exceed six minutes during any 60-minute observation period.

(2)Emission Limitation

There shall be no visible emissions of fugitive dust from the paved roadways and/or parking areas except for a period of time not to exceed six minutes during any 60-minute observation period.

Applicable Compliance Method

Compliance with the visible emissions limitation for fugitive dust from the paved roadways and/or parking areas identified in this permit shall be determined in accordance with U.S. EPA Method 22 and the modifications listed in paragraphs (B)(4)(a) through (B)(4)(d) of OAC rule 3745-17-03.

Applicable Compliance Method

Compliance with the visible emissions limitation for fugitive dust from the paved roadways and/or parking areas identified in this permit shall be determined in accordance with U.S. EPA Method 22, with the following modifications:

  1. if the observer’s view is obscured and observations must be terminated prior to completing the necessary or desired observation period, the observer shall note this fact on the observation form; and the observation period shall be completed when the view of the paved roadway or parking area is no longer obscured;
  2. the observer shall identify all interruptions due to rest breaks on the observation form;
  3. observations, excluding break periods and periods of obscure vision, shall be considered continuous for the purpose of determining compliance with the visible emissions limitation; and
  4. the observer shall determine the presence and duration of visible emissions from a single point, determined to represent the potential fugitive emissions, and at a height approximately four feet above the surface of the roadway or parking area.

(1)There shall be no visible emissions of fugitive dust from the unpaved roadways and/or parking areas except for a period of time not to exceed 13 minutes during any 60-minute observation period. If any unpaved roadway and/or parking area (or any portion of them) is or becomes paved, such paved areas shall be subject to a limitation of no visible emissions except for a period of time not to exceed six minutes during any 60-minute observation period.
