v Two arrested for stealing, steel blades, exported by Jindal Steel Group
v 38 drums (each containing 21 strips and 9 loose strips of steel blades) approx. 18 tons worth Rs. 70 lacs approx. recovered.
Anti Robbery Cell of Crime Branch has arrested two accused persons namely Balwinder Singh @ Billa s/o Kulwant Singh r/o Village Asha Ki Fari, PS & Post Govind Garh, Distt. Alwar, Rajasthan, Age 45 Years & Manoj @ Jeetu s/o Late Suraj Bhan r/o 16/400, I- Block, Bapa Nagar, Karol Bagh, Delhi Age 28 yrs, for stealing and misappropriating approx 19 tons of steel blade strips which was to be exported by Jindal Steel Group to Egypt. All the stolen / misappropriated steel strips have been recovered.
Incident, Team & Operation
On 22/12/12, Mr. Bhupesh Kumar s/o Sh. Shyam Sunder Sharma of M/s Gateway Rail Greight, Ltd. Gurgaon lodged a complaint at Police Station Sec-10, Gurgaon alleging therein that they are in contract with Jindal Steels, Gurgaon to carry their goods through their transport. On 04.11.2012, their truck/trailer no. HR-55-G-1136, which was being driven by his driver Mangal Singh @ Rajender Singh, loaded steel strips from Jindal Steels from Hisar (HR). The container was supposed to reach ICD Garhi for export. But all approximately 19.79 Tons of goods was misappropriated by the driver with the help of Balvinder Singh. They filled the container with the plastic bags, containing salt, to neutralise the weight of the container. The container, filled with salt, was delivered at the container depot Ghari Harsaru (Gurgaon). The same container was exported to Egypt. When the container reached Egypt, it was found containing Salt. The matter was reported to the Exporter i.e Jindal Steel. Consequently a case FIR No. 404/12 u/s 407 IPC was registered at PS Sec-10, Gurgaon, Haryana, New Delhi on 22.12.2012.
ASI Ajit Singh of Anti Robbery Cell, Crime Branch received information that persons involved in theft and purchase of goods of Jindal Steel from Gurgaon will be coming to Mehrauli, Phool Mandi at around 01.00 AM. On this information, a team led SI Sanjay consisting of ASI Ajit Singh No. 500/Crime, Ct. Manoj No. 1309/East, Ct. Bijender No. 1281/Crime and Ct. Gajender No. 73/Crime was constituted under the supervision of Insp. K. P. Singh and under over all supervision of Sh. Bhisham Singh, Addl. DCP/Crime. A trap was laid near Phool Mandi, Mehrauli. The team finally succeeded in apprehending Balwinder Singh @ Billa s/o Kulwant Singh r/o Village Asha Ki Fari, PS & Post Govind Garh, Distt. Alwar, Rajasthan, age 45 Years & Manoj @ Jeetu s/o Late Suraj Bhan r/o 16/400, I- Block, Bapa Nagar, Karol Bagh, Delhi. On interrogation Balwinder disclosed that he had stolen these goods / steel blade strips from the truck/container, with the help of its driver Mangal Singh and Rurdu Singh (helper) from Hissar. He had sold the entire stolen goods to Manoj. He had received a part amount of Rs. 2.5 lacs. Rest amount of Rs. 2.5 lacs was to be paid after the sale of steel strips. On interrogation, Manoj disclosed that he had purchased the stolen goods from Balwinder and the stolen goods have been stored in a godown at Village Wazirabad. He was aware that these goods blades have been misappropriated by the truck driver and it belongs to Jindal Steels. On enquiry a case vide FIR No. 404/12, dated 22/12/12, U/s 407 IPC was found registered at PS Sector-10, Gurgaon in this connection. At the instance of accused Manoj, 38 drums (containing 22 steel blades strips in each drum) were recovered from Village Wazirabad.
INVESTIGATION & MODUS OPRENDI
In the above case, the truck driver Mangal Singh @ Rajender Singh along with Rudru Singh (helper) loaded the truck with container with steel blade strips from Jindal Steel, Hissar had departed for ICD, Garhi Harsaru on 04/10/12. Mangal Singh drove the truck to Bahadur Garh, Haryana and met his relative accused Balwinder. Balwinder took the truck with driver to Ghewara More and delivered the truck to Manoj. Manoj unloaded the container containing 38 drums (each containing strips of steel blades) in the godown. After this he shifted the stolen goods to godown at Wazirabad Village. Information regarding involvements of Balwinder and Manoj was received in the office of Anti Robbery Cell. The information was developed further. The team apprehended accused Balwinder Singh and Manoj and at the instance of accused Manoj, 38 drums containing strips of steel blades were recovered from the godown at Village Wazirabad. Accused Balwinder Singh and Manoj were arrested U/s 41.1. (D) Cr.P.C., PS Crime Branch, Delhi.

Accused Manoj is previously involved in several cases which are as under:-

3) FIR No. 614/2003 dt 11/09/2003, u/s 380/411/34 IPC, PS Lajpat Nagar
Local police of Sect.-10, Gurgaon (HR) has been informed accordingly. Efforts are being made to apprehend accused remaining accused persons

Ø Three thieves operating in Railways arrested in separate incidents.
Ø Two mobile phones and a bag containing valuables recovered.
Railway Police has arrested three thieves namely 1) Ashok Kumar s/o Deeg Ram, 2) Zulfkar @ Margoob S/o Muslim @ Sher Ali and 3) Kamdev Mandal s/o Puchhar Mandal arrested in three separate incidents and has recovered two mobile phones and a bag worth lacs of rupees.
First Incident
On 18.01.13 Sh. Maninder Singh reported the theft of his bag from Delhi Cantt. Railway Station while he was travelling by Ala Hazrat Express. The staff of Railway Police got activated. Accordingly a case FIR No. 06/13 dated 18.01.13, u/s 379/411 IPC, PS Sarai Rohilla Railway Station was registered and investigation taken up. Ct. Bhoop Singh No. 644/Crime who was on duty at Platform No.-1, apprehended one Ashok Kumar and recovered the stolen bag containing Ray Ban spectacle, hard disc etc. along with other valuables.
Further interrogation revealed that the accused Ashok Kumar is a habitual criminal previously involved in following five cases:-
1. FIR No. 288/95, Dt. 26/07/95, U/S 325 IPC, PS Najaf Garh, Delhi.
2. FIR No. 160/97, Dt. 07/03/97, U/S 376/506/34 IPC, PS Najaf Garh, Delhi.
3. FIR No. 131/99, Dt. 26/07/99, U/S 323/34 IPC, PS Kapashera, Delhi.
4. FIR No. 151/2000, Dt. 08/09/2000, U/S 392/34 IPC, PS Kapashera, Delhi.
5. FIR No. 186/03, Dt. 11/10/03, U/S 308 IPC, PS Kapashera, Delhi.
Second Incident
Mr. Sachin Shukla reported that on 20.11.12 while he was entering the Old Delhi Railway Station from East Passenger Hall, there was a huge rush of passengers and some one stole two mobile phones from the pocket of his coat. Accordingly a case vide FIR No. 160/12 u/s 379 IPC was registered and investigation taken up.
HC Sombir Singh No. 479/Crime developed information and arrested Zulfkar @ Margoob s/o Muslim @ Sher Ali r/o Village Bhojaheri, P.S Purkaji, Distt. Mujffar Nagar, U.P. The stolen mobile phone Samsung Galaxy was recovered from his possession.
Third Incident
One complainant reported that on 16.11.12 his wife’s purse was snatched on foot over bridge while there was huge rush of passengers. The purse contained mobile phone make Nokia Asha, Keys and cash Rs. 4500. Accordingly a case vide FIR No. 156/12 dated 16.11.12 u/s 356/379 IPC was registered and investigation taken up by SI Rajender Dabas No. D-131. The stolen mobile phone was put on surveillance. As a result of the technical surveillance the stolen mobile phone was finally located and found to be used by one Kamdev Mandal s/o Puchhar Mandal, age 30 yrs r/o Vill. Nehra Kothi, Tole P.S Manigachi, Distt. Darbangha, Bihar. The accused Kamdev Mandal was arrested on 15/01/2013 and the stolen mobile Asha Nokia make was recovered.

Ø Two Members of the Gang including Gang Leader, arrested from Rohini area.
Ø Six cases of robberies and snatchings solved.

Ø One of the accused has worked as Bouncer in a Club of Vasant Kunj.
The Anti Extortion Cell of the Crime Branch has busted a gang of robbers and snatchers active in Outer and North West Districts of Delhi and arrested two members of the gang including the gang leader Ashok Kumar. One Maruti Wagon-R car and a looted gold chain have been recovered from the possession of the accused persons. The antecedents of the arrested accused persons are as under:
1. Ashok Kumar (aged 38 years) s/o Puran Chand r/o H.No. 5, Gali No. 5, IInd Floor, Darshan Vihar, Burari, Delhi.
2. Bhanu (24 years) s/o Ishwer Lal r/o B-1512, Shastri Nagar, Delhi 110052.
HC Manoj Kumar of Anti Extortion Cell, Crime Branch received a secret information regarding activities of a gang of robbers and snatchers active in Outer and North-West Districts of Delhi. This information was further developed and it was revealed that the accused persons would assemble near Rohini Courts in a Maruti Wagon-R car, on 19.01.2013 at about 5 pm. On this, a team led by Insp. Suresh Kumar and comprising of SI Rajbir Singh, ASI Narender, HCs Manoj, Yashpal, Sanjay, Sanjeev, Ravinder and Ct. Praveen was constituted under supervision of Shri Hoshiyar Singh, ACP/Anti Extortion Cell and overall supervision of Shri Bhisham Singh, Addl. DCP/Crime to nab the criminals. The team laid a trap at the expected place of arrival of the criminals and the gang leader Ashok Kumar was successfully apprehended by the Crime Branch team from the spot in a Wagon-R car along with his associate Bhanu. One looted gold chain was recovered from the possession of accused Bhanu which was found snatched vide case FIR No. 324/12 dated 21.08.2012 u/s 356/379 IPC PS Prashant Vihar, Delhi.
During interrogation, the accused persons revealed their involvements in about six criminal incidents of robberies and snatchings in the area of Police Stations Mangol Puri Prashant Vihar and North & South Rohini. In one of the sensational abduction-cum-robbery of PS Mangol Puri registered vide FIR No. 322/12 u/s 365/392/394/397/34 IPC, one 25.08.2012, the accused persons Ashok Kumar, Bhanu, Gagan @ Ganga, Hariraj @ Raj, Adarsh @ Sandeep and Lucky abducted a Restaurant Manager namely Bhushan Kumar Gupta r/o Rohini, Delhi in his Zen car at knife point and looted cash, mobile phone and jewellery from him after injuring the victim with knife. After loot accused persons threw the victim at roadside and fled away with his car and other looted articles.
Both the arrested accused persons belong to lower middle class families of the Delhi and have studied upto 8th standard. The accused Ashok Kumar is the leader of the gang and previously was employed as a Driver in different Tour & Travels companies of Delhi while the family business of accused Bhanu is selling flowers. The accused Bhanu has also worked as Bouncer in a Disco Club of Vasant Kunj, Delhi.
The following six criminal cases of Robberies and snatchings of PS Mangol Puri, North Rohini, Shahbad Dairy, KN Katju Marg and Prashant Vihar have been solved on the arrest of accused persons.

PROCLAIMED OFFENDER (CONVICTED BY SESSIONS’ COURT) OF MURDER CASE OF 1993 OF PS VIVEK VIHAR ARRESTED : JUMPED BAIL GIVEN BY HON’BLE DELHI HIGH COURT
With the arrest of Jitender @ Vikky, aged about 50 years s/o Satpal Gulati r/o D 151, Gali No. 7, Laxmi Nagar, Delhi, Central District police has arrested one of the main accused who had been declared proclaimed offender (P.O.) in a murder case of PS Vivek Vihar, East District, Delhi.
TEAM & OPERATION
On 14.07.1993, a case vide FIR No. 224/93 u/s 302 IPC was registered at PS Vivek Vihar regarding murder of one Surender @ Budha s/o Rishal Singh r/o 6/57, Mohalla Mehram, Shahdara, Delhi. In this case, six accused persons namely Raj Kumar @ Raju, Satpal @ Pappu Jat, Sanjay Sharma, Brij Pal @ Karate, Virender @ Nilu and Jitender @ Vikky had been arrested by the local police. All the accused persons were convicted by the court of Sh. J.M. Malik, ASJ, Karkardooma Court on 20-12-2002. The accused persons further appealed in the Hon’ble High Court of Delhi against this judgment. All the six accused persons got bail from Hon’ble High Court of Delhi. During trial, Jitender @ Vikky did not appear in the court and was absconding since 30-08-2012. Accused Jitender @ Vikky was declared as a proclaimed offender (P.O.).
On 21.01.2013, a secret information was received in PS D.B.G. Road that accused Jitender @ Vikky would come near Laxmi Nagar, Metro Station. On receipt of this information, a team comprising of HC Adesh Tyagi and Ct. Dhirender under the close supervision of Inspector Parmod Gupta, SHO/ D.B.G. Road and Shri Anil Kapoor, ACP/Paharganj was constituted. At about 5:00 p.m., on the pointing out of the informer, accused Jitender @ Vikky was apprehended by the police team. During interrogation, accused Jitender @ Vikky revealed that he along with his accomplices had killed one Surender @ Budha with a knife.
Further, investigation/interrogation is in progress.
