“Lowestoft Rising”

Update No 2 – Lowestoft Rising Sponsoring Group.

Date 14th February 2014.

This is the second of regular updates the Support Group will provide to the Sponsoring Group. It will be a bullet point update under the agreed work stream heading for ease of reading. The updates will then be saved on Smart Sheet and use to update the work steam activity within Smart sheet.

We are happy to take feedback on the format so that we can provide the most suitable updates to you.

1.  Skills, Aspiration and Attainment- In support of Raising the Bar.

·  6th Form College have agreed to host school governor’s event 13th Feb. Chris Bally’s team have agreed to organise it. Now taken place.

·  Meeting re how we get Work Club support into Warren and Ashley schools to support those with greatest need in transition to further education/work.

·  Plan agreed to engage School Governors first, then all Head Teachers (High Schools now done) ( Primary schools being done by series of breakfast meetings in March led by Richard Best for LR) and conclude with the Education Summit on 1st April 2014 at Orbis Energy ( to make the link with Industry)

·  Engagement with Lloyds Bank (and Halifax) to see how then can assist via their Community and Business links.

·  Tomorrows People have been linked in with Job centre and 6th form college (indeed the new local manager used to work at 6th form college). Loan of furniture and practical support given to help programme get up and running.

·  Tomorrows People are separately funded, again with ESP match funding, to continue to deliver the Work Club activity in High Schools in Lowestoft. Now exploring support to Warren school

·  Working through the RSA report to pull out the key strands that need to be addressed at the education summit.

·  Clear agreement by Sponsoring group that Lowestoft Rising is supporting RtB work around the “work preparation and aspirations strand” and not educational attainment.

·  First 6th Form College Awards event held with good media outcome (double page spread in Journal) celebrating the achievements of students. Business sponsoring of awards good but we could help improve that level of involvement.

·  Interview with the RtB review team to feed in finding of Lowestoft Rising work and update on plans

·  Engagement with RtB team to focus on East Point and Ormiston Denes High Schools (2 most demanding schools) in respect of delivering Brokerage with Business Community into schools to build aspiration and work preparation skills. School Stocktake being done now.

·  Working with Orminston Denes and EPA High schools to assist” work experience placement scheme” to encourage businesses in Lowestoft to take pupils this summer.

2.  Maximise Benefits presented by Co-Location at Kirkley Mill, Riverside and Marine Centre.

·  Integrated Leader work stream 2 day work shop being attended by some Lowestoft managers under Lowestoft Rising banner. Further local event being planned for April in Lowestoft. Will tie in with move to new Kirkley Mill.

·  Community Action Suffolk now a partner on Lowestoft Rising and can support the education of Community sector around Kirkley Mill.

·  Ongoing work between the Social Care team and the Health team to build team working before the move to Kirkley Mill. Shaun Overy working with health colleagues to implement joint health/social care duty system to operate from Kirkley Mill

·  Ongoing development of OD programmes to support move to Riverside Road complex including a timeline calendar of activities to be achieved by March 2015.

·  Announcement , that following public consultation, £50,000 to be spent on Lowestoft hospital alterations to allow ongoing services to be provided in addition to the £6 million Kirkley Mill health centre.

·  Kirkley Mill is complete and has been handed over to NHS Property Services for commissioning. The occupancy within the main building has been agreed and integrates community health, primary care and social care colleagues within the main building

·  Further integration expected within the modular adjacent to the car park. Other services are expected to move into the modular building nearest to London Rd South - discussions are underway with relevant agencies

·  First occupancy is expected early April with GP services moving no later than September.

·  Delighted to report that Kirkley Business Association are participating and are part of the Kirkley User Group looking at maximising opportunities.

3.  Redesign of Drug, Alcohol and Mental Health Services to ensure better outcomes.

·  Decision made to tackle these 3 areas of work across of whole of Waveney and Gt Yarmouth area due to synergy and Health East coverage.

·  Waveney and Great Yarmouth Drug and Alcohol Strategy Implementation Group reformed and now to be chaired by Kate Gill. Next meeting 24th March, with extended membership to cover Waveney.

·  Populating the Waveney Drug and Alcohol Strategy Implementation Plan to bring it up to date ready for 24th March.

·  Mapping exercise under way (Emma Case SCC intern) to map the myriad of existing services available to assist drug/alcohol and mental health suffers. There appears no comprehensive Directory of Services for Lowestoft. See paper produced for January Sponsor Group meeting.

·  Work ongoing to identify suitable Match Funding for the 2 PCSO’s for Lowestoft Rising, who will be able to work in support of all linked work streams.

·  Chris Bally’s team leading on funding bid re “Delivering Differently” to develop an intervention model to reduce Public Sector demand ( Drug Alcohol and mental health services).Now submitted.

·  Support Team developing how we use “Community Advocacy /Sponsor /Mentor/Intervention Officer” type role to support those with drug/alcohol/health issues into right “care pathway”. Looking at models in Newcastle, Thurrock etc.

·  Police are leading on identifying a key Cohort of those with Alcohol/Drug issues. First batch of data being shared with partners. Multi-agency Street Drinkers case conference took place 7th February. Next one 10th March.

·  Following extensive Police and District Council work with CPS, CRASBO finally issued to most prolific Town Centre beggar and street drinker. Breached it within days and sentenced to 16 weeks in prison. Strong media message to show that we are dealing with this issue that affects whole Town. Supports Lowestoft Vision.

·  Reducing the Strength campaign now commencing in Waveney, launch 3.3.14. Some good coverage by Radio Suffolk. Strong Partnership working about process.

·  Waveney CSP, Police and WDC backed Alcohol Licensing packs now being delivered to all License holders. Will support better management of licensed premises.

4.  Pride in Lowestoft-( Building on what makes Lowestoft Great)

·  Briefing with Editor of Journal now done. Strong support for good news stories linked to Lowestoft Rising.

·  Engaged with Lowestoft Vision (Town Centre Business Bid) to see how we could do joint work with Journal around profiling local business and good news stories in same page.

·  Announcement of 150 million development scheme for Riverside location

·  Announcement on plans to make A47 continue to Lowestoft to join up road network. Visit of PM David Cameron to Lowestoft linked to Renewable Energy.

·  Announcement that the Maintenance and Operation base for the new Galloper wind farm will be at Lowestoft bringing 3.5 million pound investment in Towns port and fish market area.

·  Suffolk County Council cabinet tour of Lowestoft completed

·  6th Form Awards evening coverage.

·  Waveney Chamber of Trade and Commerce annual awards. Emma Ratzer (Access Community Trust) wins Business Person of the Year.

·  Crime page report in Journal reflected Lowestoft’s lowest crime totals since it began reporting 9 years ago. No house burglaries in 9 day period ( only second time in 9 years)

·  Lowestoft gets Queens Commonwealth Games Baton relay on seafront for 9th June. Plans to make daylong event on beach involving schools in sports activities. Youth Council engaged

·  New successful Eastern Region” Anglia Afloat” boat show held at Wherry Hotel Oulton Broad. Show casing tourism location for boating.
