A JOINT RESOLUTION expressing support for the construction of a National World War II Memorial in Washington, D.C. to honor United States and Kentucky citizens who served in the Armed Forces and those who died during World War II, making an appropriation therefor, and declaring an emergency.

WHEREAS, Public Law 103, enacted on May 2, 1993, by the 103rd Congress, authorized the construction of a memorial on federal land in the District of Columbia or its environs, in order to honor the sixteen million members of the Armed Forces who served in World War II and the four hundred six thousand who died, and to commemorate the United States' participation in that conflict; and

WHEREAS, 40 U.S.C. sec. 1003, created in the National Treasury a fund to be made available to the American Battle Monuments Commission for the expenses of establishing the memorial; and

WHEREAS, this law authorized the American Battle Monuments Commission and the World War II Memorial Advisory Board to promote the establishment of the memorial and to encourage donations for the memorial; and

WHEREAS, on November 11, 1995, the President dedicated a part of Constitution Gardens, at the east end of the gardens, between Constitution Avenue and the Rainbow Pool, as the site for the memorial; and

WHEREAS, Kentucky is proud of the three hundred twelve thousand Kentuckians who served in World War II and wishes to honor the six thousand two hundred and eleven Kentuckians who died in battle during that war; and

WHEREAS, twenty-five other states have introduced legislation seeking to donate one dollar to the National World War II Memorial for every resident who served in uniform during World War II from those states;

NOW, THEREFORE,

Be it resolved by the General Assembly of the Commonwealth of Kentucky:

Section 1. Recognizing the historical importance of the construction of the World War II Memorial in Washington, D.C., the General Assembly urges the members' support of the Governor's inclusion of the sum of $312,000 for fiscal year 2000-2001, in the Executive Branch Budget Bill, an amount equal to one dollar ($1) for each resident of the Commonwealth of Kentucky who served in the Armed Forces of the United States during World War II. These funds shall be disbursed to the National World War II Memorial Fund, 2300 Clarendon Boulevard, Suite 501, Arlington, Virginia 22201.

Section 2. A copy of this Resolution shall be sent to Governor Paul E. Patton, Capitol Building, 700 Capitol Avenue, Frankfort, Kentucky 40601 and to the American Battle Monuments Commission, Post Office Box 96766, Washington, D.C. 20090-6766.
