MISSION STATEMENT FOR

DISASTER RELIEF MINISTRY

BASELA will provide physical, emotional, and spiritual assistance for survivors of disasters, both natural and man-made, including floods, hurricanes, tornadoes, earthquakes, fires, and terrorist attacks.

INTRODUCTION

The Baptist Associations of Southeast Louisiana (BASELA) consists of three associations, which include Two Rivers, Washington, and William Wallace. BASELA contains a total of 86 churches. Within BASELA there are shower units, chain saw units; Incident/Command personnel, and people trained in all aspects of disaster response including, mass feeding, shower and laundry service, chain saw operations, mud-out, and chaplain services. In addition, personnel are available to operate heavy equipment as needed.

BASELA uses NAMB’s definition of disaster which is, “a disaster is an occurrence that causes human suffering or creates human needs that victims (survivors) cannot alleviate without assistance.”

This plan will outline the response of units within the BASELA area when a disaster occurs. Response outside this area must be coordinated through LBC or NAMB as appropriate.

BASELA has adopted the Biblical example provided in Acts 1:8 as the plan for response.

Acts 1:8 (KJV):

But you shall receive power, after that the Holy Ghost is come upon you; and ye shall be witnesses unto me both in Jerusalem, and in all Judea, and in Samaria, and unto the uttermost parts of the earth.

Based on this example we reference:

  • Our Jerusalem as being our immediate area within the borders of BASELA and adjoining associations.
  • Our Judea is the remaining portions of Louisiana which are not within the borders of BASELA, and which do not border the BASELA associations.
  • Our Samaria includes the area outside the state of Louisiana but within North America.
  • The uttermost part of the earth includes all nations and areas outside North America.

RESPONSE OUTLINE

Each association will name a trained Director/Blue Hat for each unit. These blue hats will work with the BASELA relief coordinators and Director of Missions for BASELA. Each unit director will maintain a list of equipment and trained personnel available for their unit, and a “real time” access list of volunteers. The Blue Hat will update this list with disaster coordinator each time changes are made.

The BASELA Disaster Relief Coordinator and Director of Missions will meet at least twice each year, in January and June with each association’s Disaster Relief Committee.

The Disaster Relief Coordinator in cooperation with the BASELA Director of Missions (DOM), and Unit Directors (Blue Hats) will coordinate response activities during disasters.

The Disaster Committee for each association has the following responsibilities:

  • Promote involvement with disaster relief ministry.
  • Make budget recommendations to finance committee.
  • Maintain equipment/units within their association.

The Disaster Committee will be designed to include the following positions as a minimum:

  • Chairman
  • Co-Chairman / Training Coordinator
  • Secretary / Media Representative

Once a disaster has occurred, unit directors will receive an initial “call out.” Each call out must originate from one of the three sources listed below:

  • Baptist Associations of Southeast Louisiana (BASELA)
  • Louisiana Baptist Convention (LBC)
  • North American Mission Board (NAMB)

In isolated cases, such as a tornado within the BASELA area, the Disaster Relief Coordinator, DOM or Blue Hat, may activate a local unit as necessary.

Note: In such cases the BASELA Missions Office will function as the Incident Command Center. If needed a Field Operations Center will be established near the disaster area to expedite work orders and volunteer work crew assignments as appropriate.

The following “call out” system will be used to notify volunteers:

BLUE HAT NOTIFICATION:

  • Disaster Relief Coordinator or DOM will contact the blue hat to see if he and his unit can respond.
  • In the event the blue hat reports a shortage of unit personnel available for response, the Disaster Relief Coordinator or DOM will activate the automated call system and will identify qualified volunteers who are available to staff the vacant unit positions.

TEAM NOTIFICATION:

  • Disaster Relief Coordinator or DOM will activate automated call system to notify volunteers that a response is needed in their area of training.

As much information as possible will be furnished during the call-out, ie. location, type of response, etc.

Note: When multiple relief units exist (more than 1 chainsaw unit, feeding unit, etc.) units will be dispatched on a rotating basis in order to ensure all units are used on an equal basis.

  • BASELA has no feeding unit or related equipment. However, trained personnel are available to assist with operation of the Northshore feeding unit.

BASELA LOCAL RESPONSE

To best prepare for a disaster within the BASELA area of responsibility, unit directors (Blue Hats) should have a good understanding of how the three associations within BASELA are configured, and where each

disaster unit is located.

For disaster relief purposes, BASELA is divided into two sections, east and west (I-55 dividing line). BASELA churches listed below are divided by locations East and West of Interstate 55 (I-55) dividing line.

Note: The principle here is to utilize churches East of I-55 to help church West of I-55 during a disaster, and churches West of I-55 will likewise assist churches East of I-55 during a disaster.

LOCALIZED DISASTER RESPONSE

A unit close to the disaster affected area will assess damages, determine the need for additional assistance and coordinate the situation and need for additional teams through the Director of Missions and/or the BASELA Disaster Relief Coordinator as appropriate.

Note: As a matter of routine, FBC Franklinton will be utilized to receive, store, and issue supplies to units on the east side of I-55 and Redwood Baptist will do the same for units on the west side of I-55. This is subject to change as circumstances dictate.

Unit directors (Blue Hats) are crucial to the success of any response, and should be familiar with:

  • Other Unit directors
  • Location of other units
  • Contact information for all disaster units and disaster personnel within BASELA associations.

When a unit director (Blue Hat) requests additional assistance, and unless otherwise directed or requested, he/she shall serve as the disaster field coordinator for that event, and all responding units will work under his/her authority.

If circumstances occur which prevent this Blue Hat from serving as the field coordinator, he/she may request another blue hat to assume the position.

WORK ORDERS / REQUESTS FOR ASSISTANCE

The DOM, Disaster Relief Coordinator, or White Hat will establish a Field Operations Center at a church supporting the relief efforts when needed. This facility must be staffed and equipped to receive work orders submitted by telephone or completed and submitted by individuals who respond to the church seeking assistance. All work orders will be standardized to include the same required information necessary to complete processing and obtain information to assist crews in the completion of the work to be performed.

OUTSIDE ASSISTANCE

Whenever a decision is made that additional assistance is needed from units outside the BASELA area the Blue Hat will notify the Incident Command Team who will make a determination (based on the scope of the work be performed and the need for the outside assistance) whether or not to request outside assistance. If outside assistance is needed the LBC Disaster Relief Director will be notified to request such assistance.

PRESS RELEASE

When a situation warrants a press release, the Incident Commander (White Hat) will verify the need for such a release, and will coordinate the release with the person responsible for public information who will in turn prepare the necessary release, and ensure timely dissemination to media sources.

BASELA WIDE DISASTER RESPONSE

Whenever a disaster occurs which affects the entire, or majority of, the BASELA area, the logistics of the response will be determined by the BASELA Disaster Relief Coordinator or DOM in cooperation with the Incident Command Team (if already activated and in place). Overall responsibility for logistics belongs to the BASELA Disaster Relief Coordinator, DOM, or Incident Commander.

If indeed the entire BASELA area is impacted by a disaster, outside assistance willbe required. The scope of the outside assistance necessary will be determined by the type and magnitude of the disaster. When such an event takes place, the following processes will be followed:

  • The Disaster Relief response will be coordinated by the Director of Missions or the BASELA Disaster Relief Coordinator. If damage assessments determine outside assistance is required, the BASELA Disaster Coordinator or DOM will notify the LBC Disaster Relief Director of the situation and the results of all damage assessments completed for the affected areas. In addition, the BASELA Disaster Coordinator, or DOM, as appropriate will notify the LBC Disaster Relief Director to staff the following:
  1. Feeding Unit at either FBC Bogalusa and/or Feliciana Baptist Church
  2. Shower/Laundry Unit (location to be determined)
  3. Chainsaw Unit (location to be determined)
  4. Chaplains (location to be determined)
  5. Assessors (location to be determined)
  • Once these sites have been established, any church, which houses a disaster relief unit, can accept job work orders. The church will transfer work orders to the appropriate command centers who will distribute the work orders to the appropriate disaster units.
  • All disaster relief centers, units, personnel, and affected churches will maintain a cooperative spirit and work together to ensure all needs within each area are met. If additional units, such as mud-out units or heavy equipment units are needed, they will be requested through the Incident Command Center.
  • As units complete individual assignments, the responsible blue hat will notify the Incident Command Team and will be furnished with the next assignment for his/her unit.
  • All SBC disaster personnel will work under the supervision and authority of the assigned Incident Commander, “White Hat.”
  • All unit directors, “Blue Hats,” will ensure the command center receives all daily reports, other required documentation, and reports in a complete, accurate, legible, and timely manner. In addition, unit directors are responsible to keep an open line of communication between their unit and the Incident Command Center.

RESPONSE TO AREAS OUTSIDE BASELA

Any response for disaster units outside the BASELA area will be initiated by the LBC Disaster Relief Director and coordinated with the BASELA DOM and/or the Disaster Relief Coordinator who will contact the affected Unit Director/Blue Hat and initiate the unit notification process as necessary. AT NO TIME IS A BASELA UNIT OR INDIVIDUAL VOLUNTEER TO SELF-DEPLOY. All disaster responses shall be conducted under the direction of the DOM/Disaster Relief Coordinator as appropriate and/or directed.

EXPENSES RELATED TO DISASTER RELIEF

Whenever a disaster relief unit is activated, expenses will be dealt with in the following manner:

  • By individual responders.
  • By local association/LBC as funds become available.
  • By the church or unit as funds are made available.

NOTE: Responding volunteers should be prepared to cover the costs of fuel, food, and any lodging needed while enroute to a disaster area. Funds are not always available from LBC, association, church, or unit sources.

Remembering Acts 1:8, and where we may be called upon to go, the following guidelines have been established, and are based on the availability of funds at all levels.

All mileage, food, and travel nights spent on the road to and from a disaster location will be eligible for reimbursement when funds are made available.

REIMBURSEMENT OF EXPENSES

Each disaster response will be considered for expense reimbursement on an individual basis.

All disaster response volunteers are reminded of the limited budget for BASELA, and are encouraged to be prepared to assume responsibility for all personal expenses associated with a disaster response.

A response unit which is interested in taking advantage of the expense reimbursement program needs to contact the BASELA DOMbefore a disaster response.

Reimbursement for meals requires a receipt. If more than one person’s meal is included on the receipt, the names of each person must be written on the back of the receipt or written on a separate sheet attached to the receipt.

In order to receive reimbursement for fuel, the following requirements must be met prior to disaster response:

  1. The vehicle must be registered with the unit’s church.
  2. Owner’s name
  3. Proof of insurance
  4. Vehicle must be equipped with the proper towing package for the type of equipment to be towed.
  5. The trailer and all contents must be insured by the owning church.

Any damage to the vehicle should be reported by the owner/operator as required by law and/or insurance requirements.
