TWIN LAKES WATER SKI CLUB

Membership in Twin Lakes is a unique opportunity and privilege. This opportunity will be limited to those people and their families who will be an asset to Twin Lakes Water Ski Club. For safety reasons, memberships will be limited to insure that the site does not become overcrowded. Memberships are offered on a one-year basis with no guarantee of renewal.

2014 Individual Jr. Membership Fee: $1000/yr.($800 if paid by 10/1/14, $900 if paid by 11/1/14, $950 if paid by 12/1/14)

Jr. Membership is open to students up to age 18 years old in High School, Trade School or College. Jr. Skiers are limited to skiing Monday thru Friday up until 6:00 pm. Skiing is available at other times and weekends providing no members or owners are waiting to ski. The customary $12/set gas and insurance fee will be paid for all sets, in addition if the participant skis with a rated coach or driver and receives coaching(usually Brad) an additional $15 fee will be assed.

All skiers and drivers must be competitive members of AWSA for insurance reasons. They must sign up through USA Water Ski and provide Twin Lakes Water Ski Club with a copy of their membership card. All Jr. members will sign along with their parents or gardian, the standard AWSA release before being allowed to enter the water or any boat (the release need only be signed once per season for the entire season and will be kept on file).

ROTATION LIST

At the slalom starting dock a list will be posted. When a member arrives at the site and wishes to ski, he or she signs this rotation list. When a member arrives while skiing is in progress, He or she signs the list immediately before the name of the skier currently on the water. This sign up will be mandatory regardless of the number of skiers present. Skiing order starts with number one and proceeds to the next line until all those signed up have skied. The order is then repeated starting from number one. The member, any eligible member of his family, or other eligible skier designated by the member may ski when the member's number comes up in rotation. A member may sign the list for only one place in the rotation regardless of the size of his or her party.

One turn consists of 6 passes through the slalom course, 10 minutes of trick skiing or barefoot skiing, or 4 passes over the jump. If in slalom a skier has not missed a pass by the end of the sixth pass, he or she may continue at progressively harder passes until he misses. The boat driver determines eligibility for over six passes. In the event a skier skis more than 6 passes, they will add an additional $2.00 for each pass over 6 in the gas book record.

A turn in the rotation may be passes without penalty but is then lost until the next rotation. If a skier is not ready to ski when his turn comes (driver decides) his or her turn is forfeit.

A logbook will be maintained in the starting dock or other suitable location. At the end of skiing the number of sets taken is recorded in the logbook by the member. When the member leaves the site he or she will cross their name off the rotation list.

The back lake will operate as a separate completely independent lake with the same rules as the big lake. However a member shall only put his name on one lake list at a time. If a member wishes to switch from one lake to the other, they must remove their name from the list for the lake they are currently on and add it to last rotation position on the other list for the other lake.

The above is intended to provide structure and order when large numbers of skiers are present. Smaller groups may allow deviations from this rotation by mutual consent; however, at the request of any member the official rules will be enforced, beginning at the completion of the turn of the skier on the water when a request is made.

The skier may elect to slalom, trick, jump, wakeboarding or barefoot during his turn. If a change of equipment is necessary it is the skier's responsibility to be sure everything is ready when the boat returns to the starting dock. When possible the jump should be prepared in advance by the skier who wants to jump.

FINANCIAL TRANSACTIONS

The treasurer will maintain a separate "Site Use" ledger account for each member for the purpose of allocating costs pertaining to the use of the facility. This account will be separate from the fixed expense obligations (dues, assessments, etc.) of the member. Debits will be made against this account for use of the club boat. Each member will receive a statement reflecting her share of the use of the boat and site. The statement is due when presented and must be paid within 30 days. Turns (one rotation or set of 6 passes) using the club boat costs $12.00. If a member skis over 6 passes and additional $2.00 will be added to the gas register for every pass over 6.

RESPONSIBILITIES OF ALL MEMBERS

1. Safe use of the site and facilities.

2. Present responsible image to town, at our tournaments, and at other tournaments.

3. Devote 2 weekends (Sat & Sun) per year to the maintenance and development of the site. These weekends will be designated as work weekends and all club members will be present to work or pay $50.00 per day missed. Alternatively they may, at the discretion of the members as represented by the officers, provide a service of commensurate value at some other time. Such arrangements are to be made before the work weekend.

4. Work at 1 of the club sponsored tournaments per year (2 days). The member may also ski in the tournament if he or she wishes.

5. Pay their membership on time.

6. Pay their per set charge monthly, or as billed.

7. Work toward AWSA tournament official’s ratings.

8. Police and maintain the site as necessary whenever they are present.

9. The slalom and jump courses will be maintained as needed and left in perfect shape when finished skiing. In the event that a buoy is lost or damaged, it will be replaced immediately from a stock maintained by the club.

10. The site will be maintained in a clean orderly fashion. If you bring a picnic lunch, clean up the trash.

11. The last person leaving the site will check to be sure that all doors and gates are locked.

DISCIPLINARY ACTIONS

1. No member may ski if his account is delinquent.

2. Delinquencies of over 10 days incur a $20.00 late fee.

3. Delinquencies of over 30 days result in suspension of skiing privileges and termination of membership will be considered at the next meeting of the board.

4. In cases of hardship or unusual circumstances will be reviewed by the members of the board who will render a decision by majority vote. This decision will be final.

5. Other grounds for termination of membership will include but are not limited to, damage to or irresponsible use of the site or club equipment, failure to follow safety procedures, failure to follow the rules of the club. Intoxication or use of any controlled substances on the site.

In case of termination under #5 the infraction will be reviewed at a board meeting. The member will have the opportunity to answer the complaint. The board will then vote by secret ballot with a majority deciding the outcome. If termination is voted the member will receive a prorated refund of his membership dues less any outstanding debt to the club. Where damage to the site or club equipment is involved, a deduction will be made from any refund for the damages.

USE OF THE CLUB BOAT

Only certified drivers may drive the club boat. Certification will consist of demonstration of ability to control and operate the boat inside and outside the course in a safe manner. Knowledge of hazards, shallows, etc. within the lake is expected of the drivers. Knowledge of safe operating procedures, following startup and shutdown procedures is mandatory. A chart of certified drivers will be posted in the gas book.

Only members and members of their immediate families age 16 or older or guests who are AWSA competitive members are eligible to become certified drivers.

DRIVER CERTIFICATION

Under the supervision of the boat driver committee or three board members including at least one member of the boat driver committee the driver will:

1. Locate on a map and on the water any hazards (shallows, obstacles, etc.), which exist at the site.

2. Properly execute the startup check list (see below), lower the boat, and drive it to the starting dock.

3. Demonstrate the ability to negotiate 3 consecutive passes through the slalom course executing proper turns on either end of the course at timed speeds of 32, 34, and 36 mph without a skier. Pickup a skier at the starting dock and run through the course at 32, 34, and 36 mph passes. Stop at the end of the 36 mph pass, shorten the line and pick up the skier for another pass at 36 mph. During the driver test the skier will intentionally fall at a place of his own choosing within the course, The driver must return to pick up the skier in a safe manner and continue with the test. Control of the ski line, avoidance of buoys, and control of the wake must be demonstrated.

4. Return the boat to the lift and execute the shut down list.

5. Demonstrate the ability to use the boat support systems (add gas, oil, clean water strainer, operate the lift, etc.).

The driver will be judged on control of the boat and its wake, safety, and ability to care for the equipment. Certification is achieved immediately upon the completion of the test with the favorable recommendation of the three testers.

A driver’s certification can be temporarily revoked by any member of the boat driver committee; any revocation will be reviewed by the board at the next meeting. A 3/4 vote of the board will result in permanent suspension. Revocation can be recommended by any member and voted upon at any regular meeting with 14 days notice of all parties concerned. Grounds for revocation include but are not limited to unsafe operation of the boat, damage to the boat or support equipment, failure to complete checklist procedure or record keeping procedures. Revocation may be temporary of permanent at the discretion of the board by a 3/4 vote at the meeting.

PROCEDURE FOR BOAT USE

The boat log-book will be kept in the boats or in the site use ledger. A checklist will be completed every time the boat is taken out and the completed checklist placed in the boat logbook when the boat is returned.

Only a certified driver may sign out a club boat. A checklist will be completed by the driver or drivers of the boat each time the boat is used. The completed checklist will be placed in the boat log when the boat is returned.

It is the responsibility of the driver signing the boat out to check the boat before and after use, even if other drivers also operate the boat (to allow him or her to ski for instance). Prestart check will consist of gas and oil levels, bilge water, gas fumes in bilge, and reading on the hour meter. Any mechanical problems, which are not immediately correctable, will be reported to the boat maintenance committee. If the signout driver leaves the site while the boat is still in use, it is his or her responsibility to transfer the checklist to a remaining driver.

After use the boat will be refueled, raised out of the water, wiped down inside and out, and covered. The club will provide fuel, lubricant, and any other necessary maintenance items. Only club-supplied items will be used to service the club boat unless approved by the boat maintenance committee. Every effort will be made to keep the club boat in perfect condition at all times.

Member’s Guest Policy for Jr. Members:

Each Skiing member is allowed to have Guests at Twin Lakes. The fee for the guest is $40.00 per day plus $12.00 per round skied in that day(plus $15 if coach/driver is used). The guest sets are limited to 25 per season with a maximum of 15 sets for any individual. The guest’s name, address, # of sets and USA water ski # are to be recorded in the Gas book on the back of the member’s page and the member will be billed for the guest and sets in the normal billing cycle.

The skiing member must be present when the Guest skis, and is responsible for the actions of the guest while at the site.

The Guest skis in the place of the member in the normal skiing rotation and in the time period when the member normally skis. In most instances, the member and his or her Guest will not ski consecutively. The member skis and then the Guest wait until it is member’s turn to ski again (or the Guest skis and the members waits for the complete rotation).

Under no circumstances will a guest of a member be allowed to drive the club owned boats except for Guests who are current certified USA Water Ski Drivers.

Everyone who skis or participates in any way (riding in the boat, helping on the dock, skiing, etc.) must be an Active (Insured) member of USA Water Ski. Please sign your guests up prior to bringing them to the site at
