REQUEST UNDER THE FREEDOM OF INFORMATION (SCOTLAND) ACT 2002 (FOISA)

Thank you for your request dated 3 November 2014 under the Freedom of Information (Scotland) Act 2002 (FOISA).

Your request

You asked for:

1 - The total amount of Grant funding provided individually to each of the Safety Camera Partnership organisations operating within Scotland, this is to include any new centralised organisation resulting from the formation of Police Scotland.

2 - Can you please provide details of the revenue received by each of the Safety Camera Partnership Organisation through the generation and receipt of fixed penalty notice fines.

3 - Can you confirm how many Notice of Intended Prosecution have been issued by each of the Organisations and of these how many were accepted and paid without challenge.

4 - Can you confirm how many NIP have been challenged and taken through the court process and the cost associated with this process.

Data is requested for each of the last three financial years and also this financial year to date.

I have addressed each of your questions below:

1 - The total amount of Grant funding provided individually to each of the Safety Camera Partnership organisations operating within Scotland, this is to include any new centralised organisation resulting from the formation of Police Scotland.

2 - Can you please provide details of the revenue received by each of the Safety Camera Partnership Organisation through the generation and receipt of fixed penalty notice fines.

Fines paid for offences detected by safety cameras in Scotland are not retained by safety camera partnerships. All fine revenue is returned to HM Treasury.

3 - Can you confirm how many Notice of Intended Prosecution have been issued by each of the Organisations and of these how many were accepted and paid without challenge.

The tables below provide the number of Notices of Intended Prosecutions (NIPs) issued and the number of Conditional Offers of Fixed Penalty Notices (COFPN) paid in each safety camera partnership area for the last three financial years for which this information is available. It should be noted that direct comparisons cannot be made between NIPs issued and COFPN paid as there can be a time lag resulting in NIPs being issued in one financial year not being paid until the following financial year. Data is not available for 2013/14 as the requirement for safety camera partnerships to provide this data to the Scottish Safety Camera Programme was removed. Information regarding the number of NIPs that have been challenged and taken through the court process is not held centrally. You may wish to write to each safety camera partnership to request this information.
