SPECIAL INSTRUCTIONS

Units delivered as a result of this advertisement must fully meet all requirements of these specifications. Units not fully complying with these specifications will be rejected at the vendor’s expense. All bidders are expected to quote upon a manufacturer’s latest standard conventional model truck complete with all standard equipment plus any optional or special equipment required meeting these specifications.

Specifications require complete chassis pre-delivery service. It shall be the responsibility of the successful bidder to perform the pre-delivery service before delivery is made to TDOT.

Successful bidder shall provide necessary information for performance evaluation of units being bid prior to award of purchase order. Information required shall include manufacturer’s governed engine RPM, final drive transmission ratio, drive axle ratio and tire size.

WARRANTY

Manufacturers standard warranty. Air lift axle to be warranted by truck manufacturer. NOTE: Engine failure caused by remote mounted components such as engine oil filter installation, installed either by OEM or manufacturer’s dealer representative, that is beyond the purchaser’s control will be covered under the engine warranty. Copy of warranty is to be included in bid package. The successful bidder shall be required to furnish a printed itemized listing in layman’s terms of the warranty with the unit at the time of delivery.

DELIVERY REQUIREMENTS

It will be the responsibility of the successful truck vendor to guarantee delivery of cab and chassis, within the quoted time. This delivery requirement is an integral part of these specifications and failure to comply will be considered as non-compliance.

MILEAGE, ODOMETER READING

The maximum mileage allowable for any vehicle to be considered acceptable will be 750 miles. It shall be the responsibility of the successful bidder to make required arrangements to insure that the mileage/odometer reading does not exceed the maximum miles listed when the vehicle is delivered to the using agency for final acceptance.

PILOT MODEL INSPECTION

The department of transportation is aware that various truck cab-chassis configurations, engine-transmission types and exhaust systems could influence the location of required body and hydraulic equipment. For these reasons, the department of transportation does reserve the right to approve the location of all added body and hydraulic equipment. The department of transportation requires a completed pilot model with all required components and hydraulics installed and in complete working order be made available within approximately 30 calendar days after receipt of cab and chassis. The completed pilot model shall be delivered to the Tennessee department of transportation, regional garage, 6601 Centennial Blvd., Nashville, Tn. 37243-0360 for inspection and approval purposes prior to production of the remaining order. All functions of the vehicle will be tested during inspection. Final inspection and acceptance of all other units will be made at each f.o.b. delivery location.

DOCUMENTS

Owner’s manual, line set ticket, warranty papers, extra key, invoice and manufacturer’s statement of origin are to be furnished with unit. Invoice shall include the truck and engine serial numbers. Manufacturer’s statement of origin is to be executed in the name of:

Current Model Year State Specifications

Truck must meet all federal, state, ICC and Osha Regulations at the time of Manufacture

  1. All standard equipment as advertised by the manufacturer and any optional equipment required to meet 60,000 GVWR rating and a minimum GCWR of 130K and specifications. NOTE: GVWR to govern over all components. This unit will be towing a fifty (50) ton tri-axle lowboy trailer (approximate weight of trailer 25,000 lbs) carrying a profiler weighting approximately 78,000 lbs. Any back of cab frame mounted installations (air dryers, battery boxes, air pusher axle, wet-line oil tank, etc.) need to be considered when determining proper wheel base and cab to axle dimensions.
  1. Axle Front: 14,600 lb. minimum. Front hubs, wet cup design or permanently sealed. Synthetic lubricant required.
  1. Axle Rear: 46,000 lb. minimum, tandem, driver activated power divider lockout and differential lock. Vehicle must have 4 wheel lock capabilities. Synthetic based lubricant required. NOTE: Axle ratio shall provide a top governed speed of 70 mph minimum and 75 mph maximum based on engine manufacturer’s maximum governed RPM.
  1. Pusher Axle: Unit shall have 1 air pusher axle with wet cup design oil seals. Axle shall be air up and air down. Controls may be console mounted or mounted in floor of cab between seats. Controls shall include an air pressure gauge (both rears). Lift axle capacity to suit the GCWR non-steerable. PUSHER AXLE TO BE WARRANTED BY TRUCK MANUFACTURER.
  1. Spring: Front, minimum 14,600 lb. total capacity at ground. Shock absorbers, heavy-duty.
  1. Suspension: Rear, air spring suspension with minimum rating of 46,000 lb. Air spring height shall remain constant as the springs automatically adjust to different load weights. Suspension shall include dash mounted drop/dump valve for making trailer hook-up easier. Shock absorbers included.
  1. Engine: Diesel turbocharged, 13.0 L minimum, 500 hp minimum, 1750 lbs. torque @ manufacturer’s rated RPM. Engine to be bio-diesel or low sulfur capable. Engine accessories to include:

  1. Clutch: 15.5 inch heavy-duty, 2 plate ceramic, minimum capacity torque 1650 lb-ft. Extended lubes line with grease fitting for clutch release bearing. Torque limiting clutch brake. Self-adjusting clutch is not acceptable.
  2. Transmission: Eighteen (18) speed, minimum torque capacity 1650 lb-ft. Synthetic lubricant required (Mfg’s standard). Transmission mount required for PTO. To include transmission oil cooler. (NOTE: PTO switch to be factory installed in cab)
  3. Driveline: Mainshaft 1800 series minimum. Inter-axle 1700 series minimum.
  4. Frame: Minimum RBM 2,470,000 in-lb. Straightor tapered rear frame rail ends if suspension allows. Front tow hooks required.
  5. Fenders, rear: Full length, double radius, over all three axles, bright aluminum diamond plate finish.

  11. Fifth Wheel: Approximately 36” diameter, air slide with 36” travel, heavy-duty. Rearmost position shall be over centerline of bogie. Mounting bracket height 8 ¾” minimum. In cab, dash mounted control for slide.Minimum capacity to be equal or greater than GCWR.
  12. Handles: Cab, grab, bright finish, left and right sides. (interior or exterior)
  13. Horn: Air, dual, roof mounted, dual base, wide spaced, bright finish.
  14. Cab – Interior: Arm rest, padded, door mounted, left and right sides. Floor covering, full vinyl mat. Insulation kit and all windows solar tinted. Windshield washer reservoir shall not be mounted in floor. Floor area needed for air pusher axle and PTO controls. Sun visor, interior, left and right sides. Interior trim, light color preferred.

  21. Mirrors: Heated, exterior, rear view, left and right hand side, west coast type, heated, bright finish. Minimum 95 square inch each. To accommodate trailers up to 102” wide. Individual 8” stainless, convex spot or integral spot mirrors mounted on bottom of mirror right and left sides.
  22. Brake Accessories: Heated air dryer in addition to automatic moisture ejector.
  23. Brakes: Brakes: Air operated w/ ABS, Roll Stability System and Traction Control. Compressor-18.7 CFM minimum, parking brake chambers 4 minimum, cam front and cam rear. Automatic slack adjuster’s front and rear.
  24. Radiator: To be protected from flying debris such as gravel, etc. Either through grill design or bug screen mounted behind the grille.
  25. Heater/Air Conditioner: Combination heater, defroster and air conditioner. Factory installation required.
  26. Backup Alarm: Electronic dualfunction type, mounted inside rear frame rail for protection, 112 dBA minimum.
  27. Seat, Driver: Air suspension, high back, with retracting 3 point orange shoulder and lap belt.
  28. Seat, Passenger: Air suspension, high back, with retracting 3 point orange shoulder and lap belt..
  29. Storage Box or Tool Box to be located in a convenient location and not interfere with any required tanks, hoses etc.
  30. Steering: Hydraulic, power
  31. Steering Column: Adjustable, tilt and telescope.
  32. Engine Speed & Cruise Control: Required, factory installed. NOTE: This feature shall be used to control vehicle speed and engine speed while operating PTO. Hydraulic pump is used when operating detachable gooseneck trailer and/or hydraulic loading ramps. Manual hand throttle is not available with electronically controlled engines.
  33. Trailer Connections: Electrical cable for trailer shall be coiled type, 15 ft. working length, with cab mounted receptacle for electrical cable located behind the cab. Electrical and glad-hand storage bracket required. Air hoses shall be coiled type with 15 ft. working length. Brake controls shall include spring brake control valve, trailer hand control valve and tractor protection control valve. To include a deck plate,this includes steps and pedestal and deck plating for the gap in between the frame.
  34. Pintle Hitch/Hitch Plate: The Hitch plate is to be fabricated using 1” thick steel plate. The plate is to be welded into the rear of the truck frame and properly gusseted to support the following pintle hook. Type - Forged rigid type with safety latch, Holland Model PH-400-1, Wallace Forge Co Model 2010985NA or Buyers Model RD45-10 or equal. Capacity - 18,000 lbs. minimum vertical load capacity - 90,000 lbs. minimum gross trailer weight capacity. Fabrication is to be capable of carrying the load rating of the pintle hitch. Pintle hitch shall be bolted with grade 8 bolts, and top lock nuts, to a ¾” thick steel plate which is welded to a 4” solid steel square bar stock, which will form a extra H.D. hitch insert. The insert will be capable of being removed from the hitch plate receiver by removal of a 1 1/2” C-1018 cold rolled steel pin. The pin will include a grab handle, and quick latch removable pin.

The hitch plate receiver tube is to be constructed using 1” thick steel plates which are welded to form a tube with the inside dimension to be 4 1/16” square. (Pintle hitch welded or bolted to a mounting plate or channel mounting frame work will not be acceptable).

A storage tube is to be provided to accept the receiver when the pintle hitch is not needed. Storage tube must have drainage/gravel slot at bottom of tube so water or debris will not collect in tube. Tube is also to have hole that will accept the 1 ½” pin described above. Holder is to be mounted and location will be determined prior to pilot model inspection due to accessories.

There shall be glad hand connections and trailer 7-pin round electrical connection and 7-pin flat (RV TYPE) electrical connection located in hitch plate. NOTE: 7 PIN FLAT AND 7-PIN ROUND WIRING HARNESSES SHALL NOT BE SPLICED. THERE SHALL BE TWO (2) SEPARATE HARNESSES FROM CAB TO HITCH PLATE.

  1. Wet Line Kit: Purpose of wet line kit is to operate fifty (50) ton lowboy with detachable gooseneck and hydraulic loading ramps. Unit may also be used in the future with a framed dump trailer to haul asphalt, millings, salt, etc. Air shift PTO shall be direct mount to transmission (shafts are not acceptable). PTO controls shall be cab mounted. Unit when delivered shall be fully assembled and ready to operate. This includes PTO, pump reservoir, 65 gallon per minute return line filter and all hoses and connectors (note: all hydraulic hoses to be a minimum of 25’). Reservoir minimum capacity fifty (50) gallons. Reservoir shall have shutoff valves on all lines entering or exiting from bottom.
  2. Interrupter Switch: Auxiliary interrupter for cab and trailer clearance/marker lights (LED); dual position (blinks lights with headlight switch in on or off position). Marker lights, premium LED.
  3. Tires, Front: Two (2) radial, 12R 22.5, 16 ply tubeless steel belted; premium highway tread. (to meet GVWR and GCWR)
  4. Tires, Rear: Eight (8) radial, 11R-22.5 14 ply tubeless, steelbelted, premium traction tread.
  5. Tires, Air Pusher: four (4) 255/70R 22.5 14 ply. (to meet GVWR and GCWR)
  6. Wheels Front: Hub-piloted steel disc with flange nut mounting, 10 hole or aluminum. Two (2) 8.25” x 22.5”.
  7. Wheels Rear:Hub-piloted steel disc with flange nut mounting, 10 hole,eight (8) 8.25” x 22.5”.
  8. Wheels, Air Pusher: Hub-piloted steel disc with flange nut mounting, 10 hole, four (4) 8.25” x 22.5”.
  9. Color: exterior color shall be manufacturer’s standard bright white. Chassis shall be black.

  11. Light Bar: Minimum 60” length. Light bar shall be mounted on top of cab protection shield. Light bar shall include rear facing stop/tail/turn signals and work lights for loading equipment. Clear dome with a minimum of ten (10) amber LED modules front, sides and rear. Multi-function control head shall be mounted in the cab for the convenience of the operator. All necessary wiring and mounting brackets shall be included. Unit shall be mounted and ready for immediate operation upon delivery.
