Board of Selectmen Meeting

Monday, July 11, 2016, 7:00 pm, Town Office

Attending: T. Bickford, L. Smith, W. Faulkingham, C. Carruthers, D. Mitchell, M. Riley

1. Call Selectmen Meeting to order and adjustments to the Agenda. T. Bickford called the meeting to order at 7:00 pm.

2. Elect Chairman of the Board of Selectmen. Motion made and seconded to elect Terry Bickford as Chairman. Approved 2-0

3. Approve Minutes of Selectmen Meeting of June 27, 2016. Approved 3-0

4. Approve Warrants #1, #2, #3 & #4 that closed July 8, 2016. Approved 3-0

5. Approve Treasurer’s report dated July 8, 2016. Approved 3-0

6. Approve Tax Collector’s report dated July 8, 2016. Approved 3-0

7. MMA Vice President & Executive Committee Members – Vote-Motion made and seconded to vote Lewis Pinkham and Harry Fish, Jr. Approved 2-1 (abstained)

8. MMA’s Legislative Policy Committee – Vote Motion made and seconded to vote Linda Cohen for Vice-President and James Gardner, Jr., Christine Landes, Mary Sabins as Directors. Approved 2-1 (abstained)

9. Other:

a.  Town Manager Updates: Curbside Recycling Contract-Signed annual contract with Tate McLean with no changes from previous contract; Paving Projects-Have started with Summer Harbor Road and Grindstone Avenue and will proceed through Town; Schoodic Loop Road Update-Town Manager spoke with Kevin Schneider (Park Superintendent), Emily Pagan and Keith Johnston about the residents of Norris Island being ticketed for parking on the side of the road. Mr. Schneider stated he would speak with the Chief Ranger, Stuart West about the issue. TM invited them to a Selectmen Meeting either July 11th or July 25th to meet the new Superintendent and further the discussion the status of Schoodic Loop Road (Moore Road). Awaiting return call. MRC/PERC Update; There were

questions as to whether our Selectmen vote to choose between PERC and MRC/Fiberight for the future of our waste disposal was a legal vote. Maine Municipal Association was contacted and they stated it was legal. A Town Meeting would have to be held to obtain the approval from the residents to enter into any contract. This will happen closer to the 2018 deadline. 30 Day Notices for Liens on FY 2016 unpaid taxes will be mailed the beginning of this week. D. Ackley has completed the cedar window boxes and they are very nice.

b.  Selectmen issues: W. Faulkingham-Has heard positive comments about the selection of Danny Mitchell, Jr. as Police Chief and glad the pedestrian signs have been moved to the sides of the road instead of middle.

c.  Chairman's issues: None

10. FYI: Email-Senator King’s Office “Reaching Out on Schoodic Woods Legislation”; Secretary of Interior Letter-Payment in Lieu of Taxes; PD Monthly Report, FD Monthly Report; Code Enforcement Officer Monthly Report

Regular meeting adjourned at 7:43 pm. Into Executive Session at 7:44 pm.

11. Executive Session: Personnel Matters, 1 M.R.S.A. § 405(6)(A) Out of Executive Session at

7:50 pm. Motion made and seconded to approve and sign Town Manager’s Contract for 2016-2017. Approved 3-0

12. Adjourned meeting at 7:55 pm.
