Position: Ware Senior Center Executive Director

Roles & Responsibilities

The Ware Senior Center Executive Director shall serve the Town of Ware under the direct supervision of the Town Manager. He/she will serve on the Council on Aging Board of Directors.

·  He/she will be responsible for assessing the needs of seniors, developing and implementing programs and activities designed to meet those needs; developing and administering the department budget, policies and procedures; supervising staff and volunteers; and directing and coordinating the activities of the Senior Center.

·  Oversees the operations and activities of the Ware Senior Center facility; ensures safety and security; coordinates programs and services to be delivered there; coordinates maintenance and repair. Implements policies set forth by the Selectmen and Town Manager; provides reports and recommendations.

·  Assesses the needs of community elders; plans programs and services to address those needs; maintains awareness of and sensitivity to the needs of the aging population; and legislation and entitlement information; acts as an advocate for the Town’s elders. Provides reports and recommendations on Center and related issues to the Town Manager with recommendations.

·  Provides administrative supervision, direction and creativity to programs and services including transportation, homemaking, recreation, education, cultural and legislative programming, nutrition services and social services.

·  Develops and provides essential programs and services; develops and recommends policies and procedures to the Council on Aging Board; creates procedures for implementing new and revised policies.

·  Assesses programming; services and staff space needs and recommended, develop and implement an optimal space allocation plan. Works with Town department heads to evaluate the building and its appurtenances (exterior walkways, parking, lighting, etc.) to maintain compliance with health and fire safety, building and ADA codes and to address the needs of the elderly. May seek corrective action through and in conjunction with relative Town departments and their vendor designees, when necessary.

·  Provides information and support to senior citizens and the community on all aspects of programs and services; provides referrals to other agencies; assesses needs and develops preventive and therapeutic services. Informs seniors of legislation and entitlement information. Informs community and elderly of the activities and plans of the Council on Aging.

·  Supervises all Council on Aging staff and volunteers including professionals and para-professionals; selects new personnel; provides training and instruction; plans, coordinates, assigns and reviews work activities; creates and maintains standards; acts on problems and concerns; allocates personnel; evaluates performance and makes recommendations to the Town Manager on transfers, promotions, disciplinary action, discharges, and salary increases as appropriate.

·  Monitors and evaluates Nutrition program, Social Services, Home Services and Volunteer programs.

·  Coordinates services with other Town department heads and staff, visiting nurses, agencies, private funding sources, pastors, program and transportation resources, insurance companies, schools, senior citizen groups, state and federal agencies and the private sector.

·  Develops, recommends, and monitors annual department budget; develops and submits grant proposals to public and private funding sources to maintain and expend programs; administers grant monies.

·  Performs outreach duties including crisis intervention, casework, protective services and referrals in the absence of the Outreach Worker.

·  The Ware Senior Center Director must have the ability to work collaborative with the Town Manager, Council on Aging, and Friends of the Ware Seniors, Community Service Organizations, local, state, and federal agencies.

Recommended Minimum Qualifications

Education & Experience

Bachelor’s Degree in human services, gerontology, social work, or a related field; Master’s Degree preferred; three to five years of experience in social administration or in manager of human services environment for elderly; experience working with the elderly, grant writing experience; or an equivalent compliance of education and experience.

Knowledge, Ability, and Skill

Thorough knowledge of the federal, state, regional services and local resources available for the elderly. Knowledge of federal and state regulations pertaining to programs for the elderly. Knowledge of grant writing techniques.

Ability to develop effective and constructive working relationships with elder citizens, service providers, human service agencies, and the general public. Ability to anticipate specific needs of mobile and immobile elderly. Ability to prepare and manage budgets and finances. Ability to prepare and manage grants. Ability to communicate effectively both orally and in writing.

Excellent interpersonal and public speaking skills; computer skills.

Physical Requirements

Standard physical effort to perform duties under typical office conditions. The employee is required to stand and walk, sit, speak and her. Vision requirements include the ability to read routine and complex documents, use a computer and operate an automobile.

·  Attends Council on Aging Board meetings; acts as liaison for program to Town Manager and officials, other department heads, funeral directors, medical providers, nursing homes and pharmacists; supervises senior citizen discount program with Belmont merchants.

·  Administers and oversees a senior citizen job bank and assists in matching employers with elders.
