Royalton Selectboard: Larry Trottier, Phil Gates, Peggy Ainsworth, Joan Goldstein, Ernie Amsden
Public present: Rose Hemond, Paul Brock, Dave Whitney, Roger McCrillis, Paul Daly
Chairman Larry Trottier opened the Regular Selectboard Meeting at 7:05pm
Paul Daly from Daly Environmental discussed the status of the Brownfield Cleanup. The monitoring wells were also discussed. Paul will consult with Alan Liptak on how to handle the closing of the monitoring wells and get back to the Selectboard.
Royalton Fire Chief Paul Brock discussed a warning they will put forth at the Annual Fire District meeting in January 2014. The RFD would like to separate from the Royalton Fire Districtand become a stand-alone association under their own 501(c) 3 status. The Selectboard expressed their support for such an endeavor.
Copier Leasethe Selectboard decided to renew the copier lease with Magee Office Products for another 5 years at a cost of $240.47 per month. J. Goldstein motioned and P. Gates seconded to sign new copier lease with Magee Office Products. Motion passed 4-0
Academy Buildingthe Selectboard was informed by letter that one of the Academy Building tenants: Weight Watchers, will no longer be renting the meeting space on Tuesday evenings after 12/03/2013. Larry spoke of a church group looking to rent space on Sundays. P. Gates motioned and J. Goldstein seconded to allow the church group to rent the Academy Building meeting space for $20.00 an hour for 3 hours beginning 01/01/2014. Motion passed 4-0
Blueprints for Town Office: The Selectboard asked Finance Manager Rose Hemond to inform them at the next meeting on 12/10/2013 what funds are available for blueprints.
Vermont Health Connect The Selectboard was informed that **the invoicing and payment functions will not be working for small businesses on VHC, so all small businesses must extend their 2013 plan.” The town of Royalton will extend health care coverage under its current Blue Cross Blue Shield Plan until 03/31/2014. It is the expectation the VHC will be running at 100% by 04/01/2014.
Officer John Breault: The Selectboard discussed offering healthcare coverage to RPD Office John Breault. E. Amsden motioned and J. Goldstein seconded to offer Officer John Breault health insurance starting 01/01/2014 with the stipulation Officer John will pay 25% of the monthly premium. Motion passed 4-0
Royalton Personnel Policy J. Goldstein motioned and P. Ainsworth seconded to contact Elizabeth Rattigan from Down Rachlin Martin PLLC to review the Town’sPersonnel Policy. Motion passed 4-0
Roger McCrillis asked for permission to store highway equipment at the former Crawford Auto land building, The Selectboard informed him once the clean-up has been done and the certificate of completion was obtained he has their permission to do so..
Meeting Minutes 11/19/13 P. Ainsworth motioned and P.Gates seconded to approve meeting minutes for 11/19/13.
Motion passed 3-0 1 abstention
The Selectboard decided to change the meeting schedule due to the upcoming holidays to me on the following dates: 12/10/13, 12/17/13 and 01/07/2014.
