Regular Council Meeting Minutes

March 17th, 2015

1. Called to order by: Mayor Riley

2. Invocation: Moment of Silence

3. Pledge of Allegiance: Suzan Brazil

4. Roll Call:

Councilperson Larry Zamora

Members Absent:

5. Approval/Disapproval of Consent Agenda:

Approval/Disapproval, of Agenda and Minutes for the Regular Town Meeting on March 3rd, 2015. Councilperson Larry Zamora made a motion to approve the agenda and minutes, followed with a second from Mayor Pro-Tem George Immerwahr. All in favor and motion carried.

6.  DEPARTMENT HEAD REPORTS:

a.  Police Department – Chief Chung began his report by stating two words…Skunks and Fires. The Town has ordered extra traps for the purpose of catching skunks and they are designed so you can’t be sprayed. But Chief Chung stated that they really like to stay in the traps and they have a hard time getting them out. Animal Control Mark Nachazel caught one canine and adopted it himself. He is still working with Torrance County Code Enforcement on clean-ups. There was a fire at Hanlon on March 7th, which burned down two of the Mobile homes. He reported that the Fire Department responded quickly and with the wind blowing the fire was contained. Councilperson Juanita Carrillo stated that the Council at the last meeting did not “officially” vote on the hiring of Officer Whatley. Mayor Riley said for the record that the Council could vote on Officer Whatley. A motion was made by Councilperson Juanita Carrillo and followed by a second from Councilperson Barbara Chung to officially hire Officer Terry Whatley. All in favor and motion carried. There was a question from Councilperson Larry Zamora on what days the officers are working? Chief Chung stated that Officer Whatley was working the mid-night shift. The others were staying the same but now there is full night time coverage.

b.  Utility Department – Richard Torres was not at the meeting to give a report. There was a question from Councilperson Larry Zamora on the roads needing bladed and the road on Cedardale Lane by Anaya’s has standing water. Mayor Riley stated that he would see that it was taken care of by the end of the week. There was also mentioned some concerns with other roads needing to be bladed and potholes filled.

c.  EMS and Fire Department – Wayne Jones and Jeannie Archuleta were not at the meeting to give a report.

d.  Financial Administration- Suzan Brazil reported that we had been getting ready for Bohannon Huston to come to the meeting.

e.  Announcements from Mayor and Council. Mayor Pro-Tem George Immerwahr gave an update on the EMWT moving along and really nothing new to report.

7.  OLD BUSINESS:

a.  No Old Business at this time.

8.  NEW BUSINESS:

a.  Community Input for Comprehensive Plan for Mountainair – Bohannon Huston. Roy Gibson, Denise Weston and Kristen Woods were at the meeting to present to the Council and community ideas and changes that could bring economic development to Mountainair. They listened to many suggestions from the Council and people who attended the meeting. These were all very good ideas and Ms. Weston was glad to have such input. After a lengthy discussion, notes were taken and Ms. Weston stated that she would along with Roy and Kristen bring back comment sheets to the City Hall, Senior Center and pick them up on their return on April 12th at the Rodeo Grounds.

b.  Accepting Bids on the Metal Building at Sunset & Beal. This was tabled until the next meeting. A motion was made by Mayor Pro-Tem George Immerwahr to table and a second by Councilperson Barbara Chung. All in favor and motion carried.

EXECUTIVE SESSION:

a.  Executive Session was not needed at this time.

NOTICES:

1). Next scheduled meeting April 7th, 2015 at 6:00 pm,

2). City hall Offices will be CLOSED April 3rd, 2015 for Good Friday

3). April 10, 2015 – Senior Olympics – Dr. Saul Building

4). April 11, 2015 – Circus at the Rodeo Grounds and Benefit Dance at the Community Bldg.

5). April 12, 2015 – GymKhana Rodeo at the Rodeo Grounds.

Adjournment: A motion was made by Mayor Pro-Tem George Immerwahr to adjourn the meeting at 7:18 pm. It was followed by a second from Councilperson Barbara Chung. All in favor and motion carried.
