MONTHLY MEETING

AUGUST 13, 2015

6:00 PM

Frank called the meeting to order. All board members were present. Leslie read the minutes from last month’s meeting. Neil made a motion to approve July’s minutes with one correction, Ed 2nd Carried.

PUBLIC: N/A

EMPLOYEE/CHAIRMAN REPORT

·  Grader patching, all roads have been spray patched, general maintenance, mowing, burned the brush pile at the old dump.

·  Perfection Paving Company will do a road patch on 500th street. The cost will be $3,225.00

·  Jerry Heitkamp( 520th Street) needs a new culvert for his driveway. The old one has collapsed. The township will pay for the cost of the culvert. Jerry will pay to have it put in.

APPROVAL OF COMPREHENSIVE PLAN

Frank said that the maps will be added to the comp plan and he will have some copies made.

Neil made a motion to approve the Comprehensive Plan as printed, Ed 2nd Carried.

ROAD CONSTRUCTION UPDATE

·  Lime Rock will be put on Timber Trail Tuesday or Wednesday

·  Lines have been painted on most of the roads

·  We are maxed out with Grader Patch purchasing

KEVIN IRWIN UPDATE ON REASSESSMENT

·  He is 35% done

·  He said Board of Review will happen in October.

LANDFILL LEASE WITH DUNN COUNTY

We are presently receiving $3,000.00 from the County for use of our Land Fill. Frank drafted a letter requesting an increase of $500.00 for leasing the site for 2016. The increase is due to a burn permit the town has to pay yearly to the State. The County will also maintain the gate maintenance, sign entrance and pay ½ the cost for road maintenance if lime rock is needed. Verbally-the County agreed to the terms.

390th STREET UPDATE

Barb Shannon

Her appraisal came in at $4,750.00. TSR’s was $4,600.00

The board looked over her rescission of the occupancy permit agreement that was written by her lawyer.

Changes made:

#7 was removed regarding fence right-of-way. Barb agreed to remove it.

#8 additions: the town assumes no liability for the building encroaching in the town’s right-of-way. Barb agreed to add this sentence.

The board was in agreement to pay Barb Shannon $4,750.00

Ed made a motion to approve paying Barb Shannon $4,750.00 compensation with the two corrections that were made to #7 & #8 as written above, Neil 2nd Carried

The agreement will be looked over by our town’s attorney.

Attorney Fee’s

Barb felt the township should pay ½ of the cost- $750.00 of her lawyer’s fees. She stated she will not sign off until her lawyers’ fees are paid by the township.

Ed commented that $750.00 was too much to ask and he proposed to Barb paying her ½ the cost $350.00 of the lawyer fees. Neil agreed with Ed

She said she would have to talk to her son before she would agree to anything. Nancy stated that she should agree with the $350.00 being if she contacts her lawyer again, more fees will be charged to her. Barb threatened to leave the building and then Ed offered her $500.00. Frank still thought that was too much. The board felt we should just get it done.

Barb stated she will agree to $500.00.

Ed made a motion to approve paying Barb Shannon $500.00 for fee recovery from her lawyer, Neil 2nd Carried.

Frank asked for a copy of the lawyer bill. Barb said she will get him a copy.

390th STREET DRIVEWAY – LENTZ

Frank met with Cedar Corp and decided to remove the old culvert, cut the driveway and place two new culverts. It will be lime rocked now and in the spring it will be blacktopped. Ed thought they could contact the Land Conservation and apply to have a dam placed to reroute the water. He thought they would have to pay 25/30 % of the cost. Frank stated that would be up to the land owner if they wanted to pursue it.

STUMP REMOVAL 710TH AVE & 410TH STREET

John Field removed the stumps and billed the township $650.00

SHED ROOF RECONDITIONING

Tom Hartung completed the roof reconditioning and billed the township $1,050.00.

Ed made a motion to approve paying Tom Hartung $1,050.00 for reconditioning the Shed roof, Neil 2nd Carried

JUNK COMPLAINTS UPDATE

Sharron Connors: she is in the process of cleaning up some of the property. The board is satisfied with her efforts.

Mary Feryholtz: she is still in the process of cleaning up her property. The board is satisfied with her efforts. All items have been removed from the road right of way.

LeRoy Thibado: tabled

PLAN COMMISSION: No update

MISC

ESW UPDATE: The smell has been monitored for the last month by the town board members and Bob Colson. They noted that the cell has not been covered as of August 13th. Bob Colson – Zoning Administrator sent a letter stating they have until August 28th to submit to zoning a plan describing the material used for initial cover up and a long term plan.

LIQUOR LAW VIOLATION: DAV- Foxhole sold to a minor July 2, 2015. This is a first violation within the last 12 months.

BOARD REPORTS

FRANK:

Ivring Creek Cemetery: 4 lots were sold. 2 ($600.00) were purchased by John Boerner and 2($600.00) were purchased by Bob Singerhouse. Mary Cartwright will be handling Bob’s paperwork.

Smith Auction: We sold our air compressor for $60 and our old mower for $500.00. We were paid $446.50.

Smith auction kept $110.00 for their commission.

ED:

There will be a TRIPP/LRIP meeting at the Dunn County HWY shop September 29th at 10:00 am. They will be nominating committee members. Ed would like to be on this committee.

NEIL:

He noticed a resident on County Road BB is selling tractors from multiple owners. Neil will keep an eye on it and maybe call zoning.

NANCY:

John Lounsbury has not contacted Nancy regarding his bill that is owed to the township from an accident. The board agreed to proceed sending him to small claims court. Nancy will handle the paperwork.

VOUCHERS

The board reviewed the monthly charges done by Jeff, Cody & Leslie

September Agenda: Next meeting we will have to postpone BOR until October.
