Primary Reason Why Classification Exists

To perform professional level planning related duties associated with permitting and inspections.

Distinguishing Features of the Class

An employee in this class is required to possess a general knowledge of public sector planning, office practices and procedures, manage planning permitting and inspections functions. The position requires excellent communications skills and knowledge of development codes, ordinances and procedures. The Planner often works closely with the public on a regular basis to provide customer service on planning and general permit issues. The Planner will also prepare memorandums that overview development code requests. Work is performed under the general supervision of the Senior Planner.

Illustrative Examples of Work

·  Review permits for consistency with Zoning, CAMA, and Flood codes.

·  Utilizes automated tracking systems to manage permit activity.

·  Consult with developers to help illustrate the planning/permitting processes and track development projects through each procedure.

·  Compiles, collects, prints and records a variety of data and records for analysis of trends and preparation of reports; creates reports and data bases; maintains databases.

·  Instructs the public on using online GIS programs and the Town website.

·  Responds to queries from citizens regarding ordinances, policies, procedures, permits and general information.

·  Follows the planning and zoning process and procedures as described in the North Carolina General Statutes and as identified by local codes.

·  Attends public meetings and makes formal presentations to the Board of Adjustment, Planning and Zoning Commission, and Town Council.

·  Prepares narrative staff reports and recommendations for code amendments, conditional use permits and variances.

·  Coordinates the administration of the Town’s zoning, CAMA, flood plain and subdivision activities; issues permits, assists individuals with development issues in determining applicable zoning and other relevant land use laws.

·  Reviews and approves zoning permit applications and site plans to assure compliance with requirements such as use, size, placement and parking ratios.

·  Conducts technical, administrative and investigative work to maintain and update the zoning and other related ordinances.

·  Researches and compiles information on a variety of planning issues from multiple sources.

·  Prepares maps, charts and tables to determine site options/limitations for flood, CAMA, zoning and other relevant codes.

·  Performs other related duties as may be assigned.

Knowledge, Skills, and Abilities

·  Knowledge of statistical, algebraic or geometric processes and ability to apply such knowledge in practical situations.

·  Knowledge of computer hardware and software programs, which may include Microsoft Office including experience with Microsoft Excel spreadsheets, internet applications, GIS Systems, and permit tracking software.

·  Knowledge and ability to establish and maintain effective record-keeping systems.

·  Knowledge of policies and procedures associated with construction permitting and land use planning concepts.

·  Knowledge of research techniques, tools and procedures and reporting methods.

·  Knowledge of literature, trends and developments in the field of zoning, planning and permit administration.

·  Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions.

·  Possess oral communications and interpersonal skills to explain rules and procedures clearly to both internal and external customers.

·  Possess problem-solving skills to gather relevant information to solve vaguely defined practical problems.

·  Ability to use independent judgement and initiative in determining if zoning ordinance requirements are met and in performing various planning duties as assigned.

·  Ability to work on several projects or issues simultaneously.

·  Ability to work independently or in a team environment as needed.

·  Skill in interpretation of codes and in their application to specific situations.

·  Skill in reading and interpreting maps, plans and specifications and in the use of GIS.

Physical Requirements

Work is generally medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Employee must be able to perform normal bodily movements such as standing, stooping, crouching, crawling, bending, kneeling, and other movements. Employee is required to have close visual acuity to prepare and analyze data and figures, operate a computer terminal, perform extensive reading, operate a motor vehicle, perform inspections, and use measurement devices. Vocal communication is required for responding to inquiries, expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels.

Working Conditions

Employee is subject to inside and outside working conditions with outside work performed in both cold and hot weather conditions. The employee is subject to noise which may cause the employee to shout in order to be heard above the ambient noise level. Employee is subject to atmospheric conditions such as fumes, odors, dusts, mists, gases, or poor ventilation and to injury by walking on uneven grounds, high weeds, and dilapidated buildings. Duties may expose the employee to conditions that may be subject to the final standards of OSHA blood borne pathogens policies. Must use/wear personal protective equipment as required. This position has been deemed safety sensitive.

Education

Graduation from an accredited college or university with a degree in planning, urban design landscape architecture, public administration or related field.

Experience

Two (2) to three (3) year’s professional experience in construction permitting processes, urban planning and design; or an equivalent combination of education and experience.

Special Requirements

·  Valid North Carolina driver’s license

·  Certificates in Planning/Zoning/Permitting preferred

·  Employee required to successfully complete the NIMS course work applicable to the position within one year

FLSA Status: Nonexempt (eligible for overtime or equivalent compensatory time at 1½ times the employee’s regular weekly rate for all hours worked in excess of 40 hours in the Town’s official work week and not the employee’s work schedule)
