Public Hearing and Regular Town Council Meeting

August 11, 2015

Council Members (C/M) present: V/M S. Moss, C/M B. Moss, C/M Davis, C/M K. Moss, and C/M Jones

C/M absent: C/M Wallace

Others present: Mayor Paige; Clerk, Peggy Johnson; Donnie Bryan, Buckingham County Supervisor; Todd Fortune, Commonwealth Regional Council (CRC).

The meeting was held at the Dillwyn Town Hall located at 1030 Main Street, Dillwyn, VA, on August 11, 2015, at 7:00 p.m.

Invocation by C/M K. Moss and the Pledge of Allegiance led by Mayor Paige.

The Mayor Paige opened the meeting and declared there was a quorum in attendance.

The Mayor asked the council if there were any changes to the July minutes. Motion was made by C/M K. Moss and seconded by C/M Jones to approve the minutes as presented. Motion passed unanimously. Ayes: V/M S. Moss, C/M B. Moss, C/M K. Moss, C/ M Davis, and C/M Jones. Nays: none.

Mayor Paige asked to move the public hearing down on the agenda until 7:15 to allow anyone else to come to the meeting.

Transportation Enhancement:

Phase 4: The Clerk turned the Materials Manual for VDOT over to LPDA to complete and waiting on final review from LPDA

Phase 4x/5: plats were provided to the attorney to prepare the paperwork.

Revitalization Project:

. Kiosk installation needs to be completed.

. Thursday night events: Planning for Halloween in October.

Mayor Paige asked the council if they want to look at the facades for the north end of town.

. Next meeting: Tuesday, Sept 8, 2015, 6:00 p.m.

Street Maintenance Committee:

- Street lights: no report

- Yards, etc.:

- Town clean up:

Mayor Paige will check with VDOT about posting of 25 mile an hour signs in town as cars are speeding on Main and Camden Streets again.

Animal control: loose dogs in town causing some people troubles—scared to walk, dogs tearing up yards and other items. Neither the Town or the county, have any ordinance concerning loose dogs. Only ordinance on town books is about female dog in heat.

The Clerk was asked to send a letter of thanks to Mr. Roy Martin for painting of the red/white building on Oak Street. It has been noted that he has performed a lot of work on this building in the last year.

Public Hearing on FY 16 Budget: The Mayor opened the floor for any discussion on the budget. There was none. Motion was made by C/M K. Moss and seconded by V/M S. Moss to adopt the FY 16 Budget as presented. Motion passed unanimously. Ayes: V/M S. Moss, C/M B. Moss, C/M K. Moss, C/ M Davis, and C/M Jones. Nays: none.

Tourism Committee: Heritage Village, Oct. 3 Farm Fest

Housing planning grant: still working on surveys and inspections. 19 surveys and inspections needed. Community meeting set for Saturday, Sept. 19, Ellis Acres, 12 noon.

Next team meeting to be Tuesday, Sept. 8, 6:30 p.m.

Comprehensive Plan agreement with Commonwealth Regional Council (CRC)—to ask Mary Hickman to send changes for review. To set date for meetings at the October Council meeting.

UNFINISHED BUSINESS:

Charter changes: still waiting on town attorney

Repairs: storage building (town hall)

Change the office door to a split door.

Remove/replace water fountain

VML Achievement Award Contest: Submission mailed.

VML Holiday Tree Ornament: V/M S. Moss to ask Nan Holt to help.

Mayor Paige asked the Clerk to add the audits to the agenda for next meeting.

NEW BUSINESS:

Cheryl White’s request to rezone business property from R1 (residential) to B1 (business): C/M K. Moss advised that the zoning commission met and would like to set up the public hearing for Sept. 8.

Dillwyn Food Mart: C/M K. Moss advised that the zoning commission is not going to look at the Dillwyn Food Mart as a pool hall, just as a draw for his business and take a watch to see how this goes. No additional charges will be added to his business license for the tables. He has not applied for on-site alcohol.

OTHER ITEMS:

Yard sales: The Clerk asked for the opinion of the council on yard sales. Yard sales to be permitted with the written permission of the property owners. Yard sales have been being held at the old Sunoco station and the laundry mat. The Clerk to contact the property owners to make sure that they are aware of this and permission was granted.

Donnie Bryan advised that there has not been a resolution to do away with the county decals. It could cost more to the residents to do away with them, rather than to keep them.

The Clerk advised that the Garton house has been sold and the new owner has requested a permit to upgrade the electrical system and to do repairs to the house.

The Clerk presented the council with the CD at First Bank that will renew soon. Motion was made by C/M B. Moss and seconded by C/M Davis to renew this CD. Motion passed unanimously. Ayes: V/M S. Moss, C/M B. Moss, C/M K. Moss, C/ M Davis, and C/M Jones. Nays: none.

Blue Ridge Construction: Complaint received about this company not fulfilling their contract for work.
