JOB TITLE: Programme Administrator (Humanitarian Response)

LOCATION: Islamabad

SALARY: Rs. 364,195 gross per annum

Duration: 6 Months Fixed Term

OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering

TEAM PURPOSE: To deliver Oxfam’s strategic objectives.

JOB PURPOSE: To support the Programme Manager Humanitarian DRR and CC in providing administrative, financial, logistic and programmatic support.

REPORTING LINES: Post holder reports to: Programme Manager Humanitarian

BUDGET RESPONSIBILITY: No

DIMENSIONS:

  • Most tasks well defined within objectives set by manager with some routine reactive work in response to requests.
  • Work patterns are mainly routine.
  • Problems may vary but do not always need upward referral.
  • Reactive work requires common sense to make judgments about basic adjustments to own routine but also contributes to improvement of unit's or department's services, procedures and systems.
  • Impact mainly with own team. Planning usually short-term. Occasionally need to influence own team.
  • Communicates within the unit or department and other departments within Oxfam GB Pakistan programme
  • Mostly administrative tasks required for programme implementation.

KEY RESPONSIBILITIES:

  • To ensure that the accounting records of partners are in line with Oxfam’s requirements, initiate, process and disbursed financial payments, prepare grants payments, get approval, process and dispatch cheques to the partners in time and maintain record.
  • To prepare and update records and files of Humanitarian DRR & CC in form of hard and soft and also maintaining & updating central tracking system of documents.
  • To make arrangements international and national air travel including field visits to partners and field areas for Humanitarian, DRR & CC team.
  • To make arrangements of workshops, meetings and seminars, also take minutes when required or assigned for Humanitarian, DRR & CC team.
  • To prepare TORs, contracts and process payments of Consultants and collect, manage database of consultants for various jobs of Humanitarian, DRR & CC team.
  • To support the Programme Manager Humanitarian, DRR & CC team. in reviewing reports, comments & analysis including partner reports, financial and variance reports as and when required.
  • To support the Programme Manager Humanitarian, DRR & CC team. in maintenance and compliance of OPAL (OPAL is Oxfam’s Program Accountability and Learning data base) like uploading of supporting documents on the database.
  • Any other task delegated by Line Manager.

SKILLS AND COMPETENCE:

  • Masters preferably in Administrative/Management/Social Sciences and at least two years experience in managing administrative tasks that are multi-task oriented with competing priorities.
  • Ability to maintain administrative systems and processes and strong presentation skills.
  • Willing to learn and ensure the practice of Oxfam procedures and to be flexible in tasks undertaken.
  • Shows enthusiasm for own and team work.
  • Good interpersonal and communication skills
  • Excellent writing skills, including report writing and communicates verbally.
  • Proficiency in English and Urdu. Local languages desirable.
  • Computer skills.
  • Self-management skills with the ability to mange conflicting priorities.
  • Good Interpersonal skills
  • Demonstrated commitment to ensuring gender and diversity issues are addressing programme planning, implementation and evaluation.
