Duties

This position serves Glacier Bay National Park and Preserve as the lead environmental compliance specialist, managing all aspects of compliance processes and environmental documentation. Duties focus on the environmental compliance of park activities in the context of the National Environmental Policy Act (NEPA) and other environmental laws and regulations, including the Wilderness Act and National Park Service (NPS) regulations, policies, and guidelines.

Specifically, the incumbent:

  • Researches and prepares environmental compliance documents.
  • Oversees internal review, and public involvement and review, as appropriate.
  • Facilitates meetings with the general public, interest groups, and government representatives.
  • Appropriately engages park staff in environmental compliance procedures and reviews.
  • May lead/coordinate interdisciplinary compliance teams.
  • Provides timely oral and written consultations in response to superintendent and division chiefs regarding environmental compliance procedures and documents.
  • Oversees park responses/reviews of environmental compliance processes/documents as requested by other agencies.
  • Analyzes NPS project work for potential environmental effects and ensures compliance with applicable policies and regulations.
  • Analyzes problems in the field of compliance and recommends solutions.
  • Prepares and manages contracts/agreements for compliance-related work, evaluates work products, and recommends obligation of funds for projects.
  • As appropriate, coordinates environmental compliance processes at several interagency levels including the Department of the Interior, Office of Environmental Policy and Compliance, Environmental Protection Agency, U.S. Army Corps of Engineers, Federal Energy Regulatory Commission, other parks, the NPS regional office, State agencies, and other governmental and non-governmental resource and regulatory entities.
  • As an expert, represents the NPS position on issues involving NPS environmental policies and procedures.
  • Assures that all planning projects undertake the appropriate level of environmental compliance.
  • Serves as park lead for documentation of park projects/activities on NPS Planning, Environment, and Public Comment (PEPC) website.
  • Assumes responsibility for key elements of wilderness compliance such as conducting and documenting Minimum Requirements Analyses (MRAs) and Extent Necessary Determinations (ENDs).
  • Works with cultural resources staff to ensure that cultural compliance is completed.
  • Determines the relevancy, nature, and scope of information required to identify, evaluate, and recommend alternative environmental management strategies and attendant impacts, including biological and physical environmental components and processes, existing human uses and facilities, legal land status, cooperating agency objectives, and public preferences.
  • Attends meetings, workshops, symposia, and trainings to stay abreast of new environmental impact assessment methodologies, environmental law and policy developments, and wilderness issues.
  • May give presentations at professional conferences or engage in education of/outreach to the public at appropriate venues regarding park environmental compliance processes.
  • Regularly participates in unit planning projects, providing expertise on compliance issues and assisting in researching, data gathering, and writing a variety of environmental compliance documents. Assists in developing public involvement strategy, and facilitates public hearings and workshops. Ensures planning projects undertake the appropriate level of compliance.
  • May assume responsibility for other tasks including elements of research permitting, coordination of research housing and other support, maintenance of the park’s physical and electronic library, and maintenance of Resource Management Division pages of the park website.
  • May travel to other parks in the Alaska Region to assist with/learn from compliance projects and procedures.

Applicants must demonstrate the following knowledge, skills, and abilities in their resume:

  • Knowledge of and ability to apply project management theories, principles, and techniques as they pertain to environmental planning and National Environmental Policy Act (NEPA) compliance projects.
  • Knowledge of laws, regulations and policies, including NEPA, related to the protection and management of resources within units of the National Park System or Alaska conservation areas. Familiarity with the substantive and procedural aspects of major environmental laws and regulations.
  • Ability to communicate with individuals and groups from varying backgrounds, including with other agencies and the public.
  • Ability to communicate in writing, including preparation of NEPA and other compliance documentation.

Entrance on Duty: Negotiable, although a target date of February 5, 2017 is preferred.

Location: Glacier Bay National Park and Preserve, (GLBA), Bartlett Cove, Alaska.

Area Information:

Glacier Bay National Park and Preserve has unsurpassed beauty and amazing glaciers and wildlife! Park headquarters is located at Bartlett Cove, at the southern edge of Glacier Bay. Gustavus, a community of about 350 in winter and 600 in summer, is connected to the park headquarters by a paved road. Bartlett Cove and Gustavus are accessible only by boat and air. Gustavus has a school (K-12) with about 50 students, post office, churches, grocery stores, espresso shops, and a clinic. Satellite TV service is available and VCR/DVD rental outlets are available. Some radio stations are received. Daily air taxi service is available to Juneau and other communities. The Alaska Marine Highway Ferry system recently established weekly winter service and twice-weekly summer service to Gustavus for passengers and vehicles. The nearest large city is Juneau, which has most amenities of any large city. Most supplies and equipment are flown in or transported by ferry or landing craft from Juneau. Recreational activities are centered around outdoor activities including boating, kayaking, fishing, hunting, snowshoeing, and cross country skiing. Glacier Bay is a temperate rainforest so the weather can be very rainy but temperatures are mild compared to the rest of Alaska.
