Travel expenses remuneration for interview travel

Circular decree from the Treasury dated November 1, 2000 - B 2905 - 0.2 - IV A 4

With effect from January 1, 1999, the following regulations apply to the reimbursement of travel expenses for interview travel for public service applicants:

1.Applicants invited to attend an interview are reimbursed the necessary travel expenses that are incurred. Travel expenses that are incurred at the place of residence and at the interview location are not taken into account.

2.Necessary travel costs are the costs in the lowest class of a regular mode of transport for the shortest travel distance.
Surcharges, additional costs for high-speed trains and costs for using sleeper cars are not reimbursed.
If a private motor vehicle is used, distance compensation amounting to the rates in section 6 para. 2 LRKG is granted as reimbursement of expenses; the travel costs are reimbursed up to the amount that could have been reimbursed if a regular mode of transport had been used.
Flight costs are reimbursed up to the amount that would be recoverable for an overland journey.

3.If applicants live overseas, in addition to the reimbursement of travel expenses for the routes in Germany (numbers 1 and 2), half of the corresponding travel expenses for the routes overseas are reimbursed. This limitation can be waived if there is particular public interest in acquiring the applicants and the applicants are hired. In these cases, by derogation from clause 1, the full flight costs - section 5 para. 1 clause 4 LRKG applies accordingly - can be reimbursed; if the applicant is not hired, only half of the flight costs are reimbursed.

4.If an overnight stay is required at the foreign interview location and no free accommodation is officially provided, the applicant receives an overnight flat rate of €20 per necessary night.

5.If the interview travel does not start or end at the place of residence, the maximum possible reimbursement is the amount that would have been incurred if the start or end had been at the place of residence.

6.For a selection procedure lasting at least a full day, the applicant can be given a meal and soft drink free of charge as appropriate.
For a multiple-day selection procedure with provision of free accommodation, breakfast and dinner can also be provided free of charge as appropriate. Available canteens are to be used.

7.In the invitation to the interview, the applicant is to be informed that he is granted remuneration upon application within the scope of this circular decree.

8.These travel expenses are to be borne by the authority who requested the interview.

9.These regulations apply to all interview travel, regardless of whether or not the applicant is already in public service. Interview travel arranged and approved by the responsible authority in accordance with section 5 para. 1 LRKG for state administration staff is to be handled as a business trip.

10.For administrative areas in which there is a surplus of applicants, the highest state authority can determine that no travel expense allowance is granted according to this decree. Upon being invited to attend the interview, the applicants are notified in writing that no travel expenses allowance can be granted to them.

11.My circular decree dated December 22, 1998 (SMBL.NRW.203205) is repealed on conclusion of December 31, 1998.
