Part 2: Assurances

The LEA/Eligible Entity must provide the following assurances in its application. The LEA/Eligible Entity must be able to provide, upon request, evidence of each assurance.

The LEA/Eligible Entity assures that teachers, researchers, school administrators, and parents, private schools, institutions of higher education, and family members, community members, private schools, institutions of higher education, [3116 (g) (C)].

The LEA/Eligible Entity assures that it will comply with all “Supplement not Supplant” provisions of Title III of the ESEA, to ensure that services provided with Title III funds (including Immigrant Influx funds) are in addition to, and do not replace (or supplant), services that are the responsibility of the school corporation to provide with other local, state or federal funding.

The LEA certifies by submitting this application that neither it nor its principals nor any of its subcontractors are presently debarred, suspended, proposed for debarment, declared ineligible or voluntarily excluded by any federal agency or by any department, agency or political subdivision of the State of Indiana. The term “principal” for purposes of this application means an officer, director, owner, partner, key employee or other person with primary management or supervisory responsibilities, or a person who has a critical influence on or substantive control over the operations of the LEA.

The LEA certifies that it has verified the state and federal suspension and debarment status for all subcontractors receiving funds under the fund associated with this application and shall be solely responsible for any recoupment, penalties or costs that might arise from use of a suspended or debarred subcontractor. The LEA shall immediately notify the State if any subcontractor becomes debarred or suspended, and shall, at the State’s request, take all steps required by the State to terminate its contractual relationship with the subcontractor for work to be performed and supported by funding from the application.

The LEA certifies that Immigrant Influx funds will be used in accordance with Section 3115 (e).

The LEA certifies that it has signed the Title III grant application program assurances and the LEA understands that the Title III assurances are applicable to the Title III Immigrant Influx grant.

Part 3: Immigrant Influx Narrative

Describe how the programs and activities funded with this grant will provide enhanced instructional opportunities for immigrant children and youth. [Section 3115 (e)]

Directions: Please provide a detailed response to the below question.

Part 4: Budget

Directions: In the budget table on the next page, indicate the activities for which your LEA plans to use their Immigrant Influx funds. The following must be completed for each line item:

  • Activity: Provide the name of the activity that Immigrant Influx funds will be used for.
  • Detailed Description: Provide a detailed description as to how Immigrant Influx funds will support the indicated activity.
  • Amount: Provide the amount allotted for the indicated activity.

Authorized Activities: Section 3115 (e) defines the authorized activities that are acceptable for use with Immigrant Influx funds. The budget categories included in Part 4: Budget and Part 5: Personnel correspond to these authorized activities.

Each eligible entity receiving Immigrant Influx funds may use their funds to pay for activities that will provide enhanced instructional opportunities for immigrant children and youth, which may include:
(a) family literacy, parent outreach, and training activities designed to assist parents to become active participants in the education of their children;
(b) recruitment and support for personnel, including paraprofessionals who have been specifically trained, or are being trained, to provide services to immigrant children and youth;
(c) provision of tutorials, mentoring, and academic or career counseling for immigrant children and youth;
(d) identification, development, and acquisition of curricular materials, educational software, and technologies to be used in the program carried out with funds;
(e) basic instruction services that are directly attributable to the presence in the school district involved of immigrant children and youth, including the payment of costs of providing additional classroom supplies, costs of transportation, or such other costs as are directly attributable to such additional basic instruction services;
(f) other instruction services that are designed to assist immigrant children and youth to achieve in elementary schools and secondary schools in the United States, such as programs of introduction to the educational system and civics education; and
(g) activities, coordinated with community-based organizations, institutions of higher education, private sector entities, or other entities with expertise in working with immigrants, to assist parents of immigrant children and youth by offering comprehensive community services.
