TINTON FALLS OPEN SPACE REGULAR MEETING

SEPTEMBER 2007 MINUTES

The regular meeting of the Tinton Falls Open Space Committee was called to order at 7:32 p.m., September 10, 2007 by Chairman Herman Silbiger

Present: Chairman Herman Silbiger, Vice-Chairman Frank DeVita, Secretary Clare Shin,

Kim Barrett, Guy Buck, Doug DeVincens, Tom Hayes, Andy Mayer,

Duane Morrill (council liaison), Elizabeth Oltman

Absent: John Dzieman

Approval of September Agenda

- Motion for approval by Mr. DeVita and seconded by Mr. Buck

Approval of Aug Minutes w/ following changes:

- Street and block names reversed on properties for potential purchase

- Deadline for submitting application to county August 19

- Fix spelling of names for Mr. DeVita and Mr. DeVincens

- Corrections made to regular and alternate committee members that were incorrect at July meeting

- Motion for approval for minutes with changes by Mr. Buck and seconded by Mr. DeVita.

- Mrs. Shin will forward minutes from January 2007 through present to Claude Campbell at to be added to the Open Space website

Borough Council Report presented by Mr. Morrill

- Mr. DeVincens reviewed inventory list from Mr. Stephen Pfeffer and found the list was accurate except for approximately 50 acres.

- 12 Harvard Dr. is infringing on Open Space property and a fence may be necessary

- Mr. McGinty will help us go through acquisitions.

- Hockhockson property being pursued.

- Looking into preserving 50 acre farm property in Southern end of borough

Subcommittee Reports

River Trails – Guy Buck

- Presentation to borough council on September 18 including: subcommittee reports, properties being planned for purchase, trail systems, inventory, GPS

- Mrs. Shin will provide school board with information of property purchase near school.

Open Space e-mail account – Elizabeth Oltman

- The e-mail account was checked and there are no new e-mail messages


Open Space Inventory – Doug DeVincens

- Checked the tax records to match properties not on the open space inventory

- Properties not on inventory were identified

- The properties identified were listed.

- The inventory of properties needs to be categorized

- Developer that subdivides property needs to provide copy of deed

GPS – Andy Mayer

- Open Space properties can be an overlay as well as green acre properties and the trail system

Trails – Tom Hayes

- Maintenance is needed (poison ivy, brush, etc.)

- An Eagle Scout can help with clearing the trails and recommended that the work started near Swimming River School

- The trails will have a 6 foot clearance and public works will assist

Open of Public Portion of meeting

- Motion by Mr. Morrill and seconded by Mr. DeVita.

Close of Public Portion of meeting

- Motion to close by Mr. Morrill and seconded by Mr. DeVita

Old Business

- Mrs. Barrett will forward surveys to Borough Clerk

New Business

- Mr. DeVincens requested talking to the tax collector about properties and will make an appt. to discuss tax certificates.

Next Meeting will be held on October 8, 2007.
