Job Purpose/Summary

This is a senior management position responsible for leading the Divisional Business and Service Development team. The post holder will take responsibility for the development and management of all commercial activities in support of operational & clinical teams across the division, under the direction of the Divisional General Manager.

The post holder will lead all aspects of business & service development and management including contract and customer relationship management and the management of the divisional commissioning process. The Divisional Business & Service Development Manager will work closely with the Hospice and Regional Managers contributing to the development and implementation of Marie Curie Cancer Care (MCCC) services, leading the business and contractual elements of the service commissioning, and will be an active member of the Divisional Management Team

Accountabilities (Duties & Responsibilities)

Contribute to the development of the charity-wide strategic plan by:

  • Working with the Divisional General Manager and the Operational & Clinical teams across the Division to identify potential service developments in response to external changes e.g. DoH priorities / trends.
  • Developing business relationships to deliver long term benefit for the NHS, MCCC, patients, families and carers.
  • Developing a partnership approach with commissioners to maximise resources, responsiveness and improve reliability.
  • Supporting the development of services to meet the needs of patients, families, referrers, commissioners.
  • Identifying opportunities and contracting for business and service development.

Deliver the charity’s strategic plan by:

  • Leading the Divisional Business & Service Development Team to support the Operational & Clinical teams across the Division with the commercial aspects of service delivery plans.
  • Take responsibility for the management of the Divisional Business & Service Development budget.
  • Take responsibility for the line management of the Divisional Business & Service Development Team.
  • Take responsibility for the commercial success of the division including but not limited to:
  • Geographical (CCGs/ Health Boards etc).
  • Service types (introducing new Marie Curie Services).
  • Customer types (such as acute hospitals).
  • Along with the Divisional General Manager support the Charity’s commercial proposition within the division.
  • Though appropriate horizon scanning and analysis identify areas/contracts (CCGs, Board, Acute Trusts etc) to target with additional resource or attention in order to ensure growth and equity of access to services for all.
  • Taking responsibility for the development, management and through to the Divisional Business and Service Development Team delivery of all aspects of the divisional commissioning and client management process including but not limited to:
  • Needs Analysis.
  • Business case and Tender writing including relevant costing.
  • The contracting process.
  • The business communications process.
  • Liaising with the head of marketing to maximise awareness and understanding of clinical services within the division.

Drive improvements in quality of care and service delivery through:

  • Liaising with Commissioners to identify the MCCC services that best meet the needs of the area.
  • Contributing to the development and the implementation of the concept of “a national service delivered locally”
  • Identifying and contributing to the development of new services that extend MCCC reach
  • Ensure that the implementation pilot projects are well managed and full post implementation reviews are undertaken.
  • Introducing and maintaining standard contracting and commissioning practices across division
  • Developing and managing systems and processes to receive and act on feedback from patients, families, carers and referrers
  • Developing and managing the Divisional Customer Relationship and Account Management processes ensuring customer relationship and key account management principles, processes and systems are used consistently.
  • Take a leading role in ensuring the accuracy of monitoring, evaluating and reports to Commissioners on services.
  • Contributing to the national marketing and promotional initiatives and materials for services
  • Implementing local marketing programmes to increase awareness and service penetration
  • Contribute to business continuity plans to ensure robust service delivery throughout ‘crises’

Ensure the financial success of the Charity by:

  • Ensuring that appropriate levels of service are commissioned to meet the needs of the population equitably.
  • Ensuring that all services are delivered against up to date, viable contracts with clearly defined and agreed service requirements and levels of care
  • Monitoring the delivery of the services against contractual commitments to ensure cost effective and best value care is delivered and that all legal obligations are met.
  • Take responsibility for developing and maintaining the Divisional Business & Service Development plan.
  • Oversee and leading business and contractual elements of commissioning including negotiations, reviews, and debt management.
  • Ensuring that all Commissioners have an up to date, signed contractual agreement for all agreed services
  • Monitoring the delivery of the services against contractual agreements
  • Work with the Operational & Clinical teams across the Division to set service levels (and associated costs) for each Commissioner
  • Working with Operational & Clinical teams across the Division lead the development of business cases
  • Ensure any identified risks and are escalated including over / under-spend on agreed services
  • Act up for / represent the Divisional General Manager as required both internally and externally
