a. INTRODUCTION:

This position is located in the Distribution Section of the Deployment and Distribution Flight, Logistics Readiness Squadron, Mission Support Group, at an ANG Aviation Wing. The purpose of this position is to performa variety of duties relating to materiel distribution activities, including organic ground transportation for cargo and personnel.

b. DUTIES AND RESPONSIBILITIES:

(1) Receives, in-checks, routes, and moves parts, assemblies, components, and on-base turn-ins into and out of industrial shops. Examines items received to verify part numbers, identities, correct quantities, condition, and destination. When routing documents are missing or item is questionable, makes positive item identification by reference to national stock number (NSN), nomenclature, appropriate manuals, and blueprints. May identify, inspect, and segregate equipment or material as it is received for obvious damage and needed repairs, initiating Transportation/Supply Discrepancy Reports. Determines appropriate handling methods and devices needed to move items. Prepares and processes all necessary paperwork and dispatches materials through shops. Ensures accountability, completes log books, maintenance records, reports and other transportation documents for accurate accounting.

(2) Interprets packing manuals and specifications and determines containers, protective devices, cushioning materials, methods, and techniques needed for packing a variety of tools, parts, equipment, and other items, taking into consideration such factors as size, type, weight, fragility, hazardous materials, transportation mode, and destination of items. Determines requirements for special internal support systems; including but not limited to hangers, mounts, and brackets. Custom packs items by fitting containers around parts, equipment, and other items of unusual size and shape.

(3) Constructs containers such as crates, boxes, cases and skids for use in shipment of items, utilizing Special Packaging Instructions (SPIs) when available to determine proper support requirements for items being prepared for shipment. Many items to be containerized are characterized by their irregular shapes, weight and size, and unbalanced nature requiring a determination of weight support points to prevent such items from shifting, moving, breaking loose, or becoming damaged. Selects the proper type and grade of wood, masonite, plastic or other materials needed and plans how to best utilize materials available taking into account the machining characteristics relative to strength splitting tendencies and fastening.

(4) Determines proper identification, marking, labeling, and inclusion of shipping documents and special handling instructions on all shipments. Handles and certifies hazardous cargo in accordance with International Civil Aviation Organization (ICAO), International Air Traffic Association (IATA), International Maritime Dangerous Goods(IMDG)Code and Code of Federal Regulations 49 (CFR 49) for required surface/air shipments.

(5) Assists the Distribution Manager as required in actions such as determining freight shipping requirements consistent with efficiency and transportation priorities. Formulates and prepares Commercial Bills of Lading (CBL) and procures transportation arrangements with commercial carriers and appropriate military services for equipment, supplies and material shipments. Determines and establishes freight shipping requirements utilizing the Cargo Movement Operation System (CMOS), Department of Transportation (DOT), and Department of Defense (DOD) guidance. Contacts local carriers for rates and arranges pickup and delivery services ensuring the consolidation of shipments when necessary. Procures military and commercial passenger travel reservations and prepares travel documents. Analyzes and interprets technical transportation requirements. Validate in-transit visibility (ITV) to ensure accurate control of cargo and passenger movement through the use of the Global Transportation Network (GTN). Provides technical guidance and system administrative assistance to support (CMOS) operations. Provides base level processing and manifesting for both cargo and passengers during peacetime, contingencies, and Air Expeditionary Force (AEF) movements.

(6) Operates primarily straight-in-line trucks which typically have an approximate gross vehicle weight (GVW) of more than 32,000 pounds and/or truck tractors with semi-trailers or full trailers to transport personnel or pick up and deliver supplies, materials or equipment. Couples and uncouples the truck tractor and semi-trailer or truck and trailer, and connects and disconnects the air brakes and electrical lines. Maneuvers vehicles within close tolerances when driving and backing over uneven ground, in narrow or congested areas, between buildings and other vehicles, between parked aircraft and when positioning vehicles at loading docks. Operates vehicles on interstate highways, winding roads, and steep grades and manipulates the dual braking system to prevent the semi-trailer or trailer from jackknifing. Ensures cargo is properly loaded, distributed and secured.

(7) Operates electric, LPG, or diesel powered fork lift trucks capable of lifting loads weighing less than 10,000 pounds as high as 168 inches. Drives fork lift trucks over wood, concrete, or similar type floors through narrow aisles in buildings and in such confined spaces as railroad cars or trucks. Transports items that are bulky and unwieldy utilizing appropriate load balance and adequate protection for items. Occasionally drives outside over rough surfaces.

(8) Drives one or more types of trucks such as pickup, panel, and flatbed trucks, which typically have a gross vehicle weight of 10,000 pounds or less, on local and public roads at highway speeds. Picks up items from supply points, local vendors, and suppliers. Provides pick-up and delivery services for priority and routine shipments. Checks routine maintenance items on assigned vehicles such as oil, tire pressure, windshield washer fluids, power steering fluids, and gas as per required preventive maintenance guidance. Keeps assigned vehicle in good appearance and assures it is in top-notch condition for periodic vehicle inspections.

(9) Performs warehouse work to include receiving and inventorying equipment, supplies and materials; loading and unloading of trucks; packing and unpacking material.

(10) Adheres to and Enforces safety, fire, and housekeeping standards. Ensures safety procedures are followed when working with dangerous and hazardous cargo such as ammunition, radioactive, and corrosive material. Adheres to and ensures compliance with various safety regulations.

(11) Performs a variety of extensive servicing and light maintenance work on assigned vehicles. Assists in dispatching vehicles or in the issuance of forms, credit cards or military driver’s licenses.

(12) Performs other duties as assigned.

c. SKILL AND KNOWLEDGE:

--In-depth knowledge of a wide variety of preservation processing and standard packing methods and techniques, detailed knowledge of specialized techniques for preservation and/or custom packing

-- Thorough knowledge of procedures and documentation requirements to prepare and verify shipping documents for correct safety and destination coding, classifications, and hazardous material handling criteria

-- Knowledge of warehousing plans and accepted warehousing methods, procedures and techniques

--Skill and knowledge in turning the vehicles, in evaluating the condition and load limits of bridges, in scheduling weigh points, and in assessing traffic conditions and hazards locally and over long-distance routes in unfamiliar geographic areas.

--Knowledge and skill to: determine the correct turning radius for these flection-type vehicles; back the trailer into loading docks, between other trailers, and in narrow, congested locations around warehouses and parking areas; and apply the dual braking system for the combination vehicles especially on steep winding grades, without causing the trailers to jackknife.

--Skill to maneuver oversize vehicles safely in narrow and confined locations which are often congested with other vehicles. Skill and knowledge in driving vehicles without mishap in complicated traffic situations. Skill to remain attentive and maintain a defensive attitude while making interstate drives at highway speeds for extended periods, often at night.

d. RESPONSIBILITY:

The supervisor establishes the overall objectives and levels of resources available for work to be accomplished. Together the incumbent and supervisor develop applicable deadlines, projects and work to be accomplished. Incumbent plans and carries out the work, resolving conflicts, integrating and coordinating the work with other functions and programs as necessary, and interprets policy and regulations in terms of established objectives. Incumbent determines proper identification, marking, labeling, and inclusion of shipping documents and special handling instructions on all shipments. The work requires to complying with all safety and regulatory requirements relating to preservation and packing and work with a high degree of independence. The incumbent operatesprimarily straight-in-line trucks and responsible for ensuring cargo is properly loaded, distributed and making difficult judgments concerning the arrangement and securing of that cargo. Incumbent informs the supervisor of work progress in meeting objectives and apprises the supervisor of potentially controversial situations. Completed work is reviewed from an overall standpoint for feasibility, compatibility with other projects, effectiveness in meeting requirements, and in supporting the mission and programs of the organization.

e. PHYSICAL EFFORT:

Performs work on hard surfaces in work areas that require the incumbent to stand, stoop, bend and work in tiring and uncomfortable positions. Frequently lifts and carries items that weigh up to 70 pounds. May exert moderate to heavy physical effort in climbing on tractors to hook up service lines, lower landing gears, and in climbing on the trailer to load or tie down cargo.

f. WORKING CONDITIONS:

Incumbent is required to work inside and outside and is exposed to all types of weather and traffic conditions. The incumbent is exposed to the possibility of serious injury from traffic accidents or while handling heavy equipment and supplies.

Incumbent may be required to prepare for and support the mission through the accomplishment of duties pertaining to military training, military readiness, force protection and other mission related assignments including, but not limited to, training of traditional Guard members, CWDE/NBC training, exercise participation (ORE/ORI/UCI/MEI/OCI/IG, etc.), mobility exercise participation, FSTA/ATSO exercise participation, SABC training, LOAC training, weapons qualification training, participation in military formations, and medical mobility processing within the guidelines of NGB/ARNG/ANG/State/TAG rules, regulations and laws. C. Background: This is a new position description (PD). The PD identifies new duties and responsibilities in the Deployment and Distribution Flight. The Chief of Staff of the Air Force (CSAF) directed a reorganization of the Global Wing Organization to streamline the mission generation chain of command in the Logistics operations.

D. Pay Plan, Series, Title, and Grade Determination:

1. Pay Plan: The primary duties and responsibility require trades, crafts, or laboring experience and knowledge, and are paramount (i.e., embodies the essential, prerequisite knowledge, skills, and abilities needed to perform the primary duty or responsibility for which the job has been established). Some of his duties, such as assisting in determining freight shipping requirements consistent with efficiency and transportation prioritiesare General Schedule, however areincidental to the primary purpose of the work(i.e. packing and motor vehicle operations). Since the paramount requirement for this position’s primary duties is trades knowledge, the work is assigned to the Federal Wage System.

2. Series: This is a mixed series position. As explained in paragraph 5c of section III-A of the Introduction to the Federal Wage System Job Grading System, jobs requiring the performance of work in two or more occupations (mixed jobs) are coded to the occupation which is most important for recruitment, selection, placement, promotion, or reduction in force purposes. This is ordinarily the occupation having the highest skill and knowledge requirements. The purpose of this position is to perform a variety of duties relating to materiel distribution activities, including organic ground transportation for cargo and personnel. It includes work involved in receiving, in-checks, routes, and moves parts, assemblies, components, and on-base turn-ins into and out of industrial shops which is described in the Materials Handling series, 6907 JGS. It involves packing and repacking a wide variety of materials. Most packing is accomplished using containers such as crates, boxes, cases, skids and a variety of packing materials such as cushioning or foam to protect the items from damage. The work requires the use of tools and equipment to move and pack the material. The incumbent must pack the items in accordance with Air Force and international regulatory packing and shipping requirements for hazardous and nonhazardous materials and items, and they must have in-depth knowledge to prepare and verify shipping documents for correct safety and destination coding, classifications and hazardous material handling criteria. The certification required when packing hazardous material is a regulatory requirement. This work is appropriate in the Packing, WG-7002 occupational code. In addition, the position also requires operating electric, LPG, or diesel powered fork lift trucks, operating one or more types of trucks such as pickups, and straight-in-line trucks which typically have an approximate gross vehicle weight of more than 32,000 pounds and/or truck tractors with semi-trailers or full trailers to transport personnel or pick up and deliver supplies, materials or equipment. The forklift operations are covered in the Materials Handling, WG-6907 and the Forklift Operating, WG-5704 JGS. The FWS JGS for Motor Vehicle Operating, 5703, series covers nonsupervisory work involved in the operation of gasoline, diesel, or electric powered wheeled vehicles to haul cargo and fuel, transport passengers, or to tow or recover equipment. The vehicles are driven in restricted traffic environments on Government installations, over public roads and highways, or under cross-country conditions. Also included are motor vehicles which have special-purpose or auxiliary devices where knowledge of such devices does not exceed the level of knowledge and skill required to operate the vehicle safely. Although packing operation is significant in terms of the skill required, the work is of a lower grade than the motor vehicle operation. The motor vehicle operating work is the highest skill and knowledge required and constitutes the most important skill for recruitment, selection, placement, promotion and reduction-in- force purposes. Therefore, the WG-5703 is determined to be the proper occupation.
