TITLE: / STAFF JENNINGS PROPERTY DECONSTRUCTION SERVICES

This Addendum is issued to the above referenced RFPto make the following changes, additions, deletions, and/or clarifications:

1. Clarification / Question: The asbestos survey on the first floor says tile and plywood under carpet. There is also a1/2 " of concrete material under carpet on main area on 1st floor. Does that come out also? That is the only area on the 1st floor that has carpet.
Answer: The cementitious layer would have to be removed to gain access to the asbestos-containing floor tile beneath. The cementitious material is non-asbestos and requires no special handling or disposal.
2. Clarification / Question: Is there a bid bond required for this project?
Answer: No, there isn't, only Payment & Performance Bonds for the awarded Contractor.
3. Clarification / Question: Can the concrete be crushedto 3" minus and left on site for use by the general contractor?
Answer: No. The Contractor will need to submit material data of what they propose to use for fill. They will need to follow the plans and specifications. This is not required documentation for inclusion in proposals.
The existing concrete needs to be removed from site as indicated in the plans.
4. Clarification / Question: Can the wood be ground up and used for hog fuel?
Answer: Yes, the less desirable scrap wood could be used for hog fuel, however we expect that old growth timbers, trusses, and any larger items can be salvaged and/orpreppedfor reuse.
5. Clarification / Question: The retaining wall that is against the railroad tracks is only approx 70' This is the southern portion. Thenorthern portion doesn't come into contact with the bank and it appears that wallis wooden.
Answer: Correct - See the As-built drawings of the building, RFP Attachment G.
6. Clarification / Question: Does the wall support system have to be turned in with the bid?
Answer: No, however means and methods can be discussed within the answers to the questions in the RFP.
7. Clarification / Question: Do all slabs come up then backfilled with on site material and or import?
Answer: Yes, all slabs will come up. Material data regarding any import of materials will have to be submitted to the County for approval prior to placement.
8. Delete and Replace / RFP Section 3.1.3. Sustainable Practices, Other Benefits (3 points possible):
Delete the number “3” and replace it with the number 4 so it reads “Other Benefits (4 points possible)”.
9. Addition / Add the attached Oregon State Historic Preservation Office (SHPO) letter as Attachment 1 to Addendum 2. The letter discusses SHPO's requirements for documenting the handling of the trestle. The deconstruction Contractor will not be responsible for items #1 and 3 in the letter but will be responsible for item 2, “A written summary of the demolition process and an assessment of the condition of the trestle is submitted to our office. The report should discuss the removal of the trestle and associated embankment, and the labeling and storage of the pieces. Include photos or other documentation to illustrate the narrative.”
All documentation required by SHPO for the trestle will have to be submitted to the County so that the County can forward to SHPO. The trestle must be removed from the site by January 31, 2012. The trestle will be stored at or near the County’s Vance Pit location, 1541 SE 190th Avenue, Portland, OR 97233.
10. Addition / Add the attached SHPO Documentation Standards as Attachment 2 to Addendum 2. It discusses SHPO's standards for marking and documenting structures. These are the standards to which the Contractor will have to use to document handling of the railroad trestle.
11. Delete and Replace / Delete the existing RFP Attachment D and replace with the attached Revised Attachment D (Project Plans), labeled Attachment 3 to Addendum 2. Plan sheets C1 and A1 have been updated.
