SCOPE OF WORK

  1. INTRODUCTION

Hindustan Oil Exploration Company limited is primarily involved in Exploration and Production of Oil and Gas in India. Pursuant to a Production sharing contract with Government, the Company operates PY1 offshore field, Bay of Bengal of the coast of Tamil Nadu , around 18 km East of Porto Novo.

The production of well fluids from the PY field (SUN offshore platform) is transmitted through a 14” inch diameter 56 km sub sea/onshore pipeline to onshore gas processing plant,PY-1 field. The produced natural gas and associated liquid hydrocarbons is processed at PY-1 Terminal situated at Thirukkadaiyur, Tharangambadi Taluk, Tamilnadu.

The PY1 field is controlled and monitored from the central control room (CCR) which is located onshore at the Gas Processing Plant Located. The PY1 Sun platform is designed for unmanned operations. There is no permanent accommodation on the platform

  1. SCOPE OF WORK:
  1. The man walkway platform to be fabricate in onshore and fixed in offshore boat landing and welding work to be done.
  2. The required materialand fabrication rate detailsare given below.

  1. Welding equipment and dye penetrant kit for welding inspection shall be provided by the contractor
  2. Contractor must able to finish the defined activity within 3 days offshore visit(working at platform Max 12 hrs ) from the date of award of the Contract by the Company.
  3. The contractor is responsible for the planning, erection, alteration, inspection as per the standard to provide safe access and 100% fall protection in connection to maintenance and other related works of HOEC.
  4. Contractor should bring its own equipment for the work and loading-unloading cost, standby cost, Cost of consumables and non-consumables and manpower shall be all inclusive
  5. The contractor shall be responsible for the necessary training / certification of the service personal to work in offshore platform.
  6. The company is responsible for mobilizing the service personal further to offshore platform through Aqua pride boat from cuddalore port .
  7. The company will arrange for all related work permits / clearances to undertake the work at offshore platform.
  8. The contract service personal is to adhere all the work permit system, HSE policy and safety norms and regulations as and then modified by the company.
  9. Company is responsible for delays at offshore location due to bad weather for approaching the platform, unavailability of spare materials and manifesting after the mobilization of the service personal.
  10. Contractors shall be responsible for providing the necessary PPE to its personal while working at site. The personnel working at site shall be provided with bare minimum essential PPE’s which includes Safety Shoes, Safety Helmets, Coveralls, Goggles, Face Masks other safety equipments.
  11. While execution of work at the Platform, Gas plant and auxiliaries in process area will be in running condition. Hence, contractor has to take all precautions for safety etc
  12. Contractor confirms that’s is offer is based on the total understanding of the Work and the prices quoted under Annexure I (Compensation schedule) are fixed and firm and shall not be subject to any revisions or amendments.
  13. Location of Work HOEC –PY-1 Offshore Sun Platform, Bay of Bengal of the coast of Tamil Nadu, around 18 km East of Porto Novo
  14. Contractor shall appoint sufficient and appropriate personnel to supervise and control the Work.
  15. STATUTORY RULES & REGULATIONS:
The contractor shall also obtain necessary registrations with respect to rules and regulations of the government especially but not limited to the labour laws.
The contractor shall be solely responsible for compliance with:

Industrial Disputes Act 1947,
Contract Labour (Regulation & Abolition) Act 1970,

Environment protection Act, 1986
The Contractor shall take full responsibility for stoppage of work, as a result of non- compliance to above rules and violations pointed by the enforcing agencies or any other reasons thereof.
The Contractor shall, at his own cost and time, rectify all the defects / violations pointed out by such s statutory authorities.
Such stoppage of work shall not be taken as a valid reason for not achieving the targets and the Company shall be free to impose penalty, stipulated, in the tender document.
The Contractor shall defend, indemnify and hold the Company harmless from any liability or penalty which may be imposed by the Central / State or local authorities, by the reasons of any assorted violation, by the Contractor and also from all claims, suites or proceedings that may be brought against the Company.
  1. Contractors shall be responsible for providing the necessary PPE to its workers while working at site. The personnel working at site shall be provided with bare minimum essential PPE’s which includes Safety Shoes, Safety Helmets, Coveralls, Goggles, Face Masks other safety equipments.
  1. Contractor shall adhere to the company’s HSE policy and to the system of working in place at the site.
  1. The contractor will be responsible and liable for any damage to men or materials during his work.
  1. While execution of work at the Gas plant and auxiliaries in process area will be in running condition. Hence, contractor has to take all precautions for safety etc.
  1. The contractor will be required to follow the Permit to work system applicable at site.
  1. HSE SCOPE OF WORK FOR WORKING AT PY1 SITE
  1. Safe Working
Company requires that it’s Contractors and Sub-Contractors should comply with Company Health Safety and Environment (HSE) Policy and Health, Safety and Environment Management System (HSEMS). In addition to that the Contractor is required to have its own systems and Standard Operating Procedures specifically related to the work for managing Health, Safety and Environment which shall follow the relevant Indian Standards and guidelines.
  1. Permit To Work
Company operates a Permit To Work system for plant operations which the Contractor shall comply with and due permission of Installation Manager / HSE officer shall be taken before the beginning of any work at site. It will be the responsibility of the Contractor to ensure that Contractor and any suppliers or subcontractors engaged by Contractor comply with the Company Policy.
  1. Safety Training
In case of any requirement for going offshore due to any reason required by the Company the personnel engaged to work on PY1 shall have had as a minimum offshore safety and Personnel Sea Survival Training (PST).
  1. Hygiene
Contractor shall ensure that Contractor personnel comply with the hygiene requirements of Company provided facilities.
  1. Company’s Responsibility
Company will retain responsibility for the facilities at site across all phases of the Work. Company Representative will facilitate the required documentation for carrying of the Work as per the procedures at each stage called out by the project technical requirement. Installation Manager will be the overall in charge for working at site. The Contractor will be required to cooperate with the Company’s work schedule and other Contractors and suppliers of the Company as and when required. However if the situation as require the Company shall procure the assistance and cooperation of Company’s other Contractors and suppliers to enable Contractor to proceed with the Work.
Loading and un-loading of material shall follow safe procedures as per guidelines of the Company and wherever applicable the HSE at site will provide the relevant guidance in this regard.
  1. Crane at Platform
If the crane operations are required to transfer material offshore it will the responsibility of the Company to provide crane operator for transfer of material to and from the Platform.
  1. Management
Contractor shall manage, plan, supervise and control the Work. Contractor shall appoint a single point of contact that will represent Contractor in discussions and communication with Company and manage Contractor’s own subcontractors and suppliers.
Contractor shall prepare a plan for Company review and acceptance defining the systems, processes and personnel to be deployed to execute the Work.
  1. Supply of Equipments
The Equipments supplied for installation or tools equipments supplied / used by Contractor shall be suitable for use in mines area (if the same is intended for use/installation in plant process area) and shall be of flame proof type
  1. Personal Protective Equipments
Contractor shall adhere to the company’s HSE policy and Permit to work system at terminal site and shall provide necessary Personal Protective Equipments (PPE) to its employees while on the job of company which shall include but not limited to:
Safety helmet approved by a recognised international standard
Coverall
Goggles (Eye protection)
Ear Plugs (Ear protection)
Hand Gloves
Electrical Shock Proof Handgloves
Safety Shoes
Rain Coats
Face Masks
If any of the Services specified in the Scope of Work are sub-contracted, then all of the above will also apply to the sub-contractors and their personnel.
In case of going offshore Life Jackets will be provided by the Company.
  1. Quality
Regarding the quality and acceptance of the job the decision of the Company will be binding and final.
  1. Working at Site
While execution the job the Plant and auxiliaries will be in running condition. Hence, contractor has to take all precautions for safety. Safety belts should be used in case of work at height.
The Contractor will be responsible and liable for any damage to its men or materials, occurrences of incidents during work, testing or connected activities being carried out with in or outside the plant premises
  1. Electricity:
The Equipments intended to be run by Electrical power shall be of Flame proof type and Compliant with DGMS requirement and relevant certifications.
  1. Calibration and Testing
The instruments/equipments/reagents used for the measurement/testing should of good quality and should be calibrated from time to time for its reliability and correctness and should be in working condition. During the work the Company representative reserves the right to inspect the equipments and calibration certificates.
  1. Emergency / Safety Mock Drills
During working at site the Contractor personnel will be required to participate in the emergency mock drills conducted at site.
  1. Rescheduling of Activities:
Ordinarily the company will try to make all the units available for work at the time of the visit by the Contractor however due to operational complexities / emergencies / Mock drills the Company may require rescheduling of the activities for different units based on the availability of the units to the Contractor.
  1. Company Safety Targets:
Company is committed to safety with a target of zero fatalities. Safety targets for Company’s activities shall be the total combined number of incidents for Company and Contractor personnel.
  1. Company's Substance Abuse Policy:
Company’s Substance Abuse Policy is complementary to the Company Policy on Health, Safety and Environmental Protection, Standards. Compliance with the above policy shall be mandatory for all Company and Contractor personnel and visitors.
  1. Rules and Regulations:
Contractor should observe the provisions of the labour laws applicable to them and should maintain the relevant records and provide the same to company when required and demanded by the statuary authorities.
The contractor shall follow various regulations while working on site applicable to Oil Mines areas and other rules as per the constitution of India in this regard.
The Contractor has to carry out required work strictly according to OISD/CCOE/DGMS norms & standards guidelines as available and revised from time to time.
The contractor shall submit registration letter (if they have) received from competent authorities and calibration certificate for the equipments used for the work at company site.
The Contractor should comply with the all Indian laws as per the constitution of India but not limited to:

The Contractor shall provide the relevant data required by the Company from Contractor for filing returns to the statuary authorities as required for the compliance for any of the rules mentioned.
