Duties:

The Office of the Inspector General for the Commonwealth of Massachusetts (Office) has a broad mandate to prevent and detect fraud, waste and abuse in the expenditure of public funds. In keeping with this mandate, the Office investigates allegations of fraud, waste and abuse at all levels of government; reviews programs and practices in state and local agencies to identify systemic vulnerabilities and opportunities for improvement; and provides assistance to the public and private sectors to help prevent fraud, waste and abuse in government spending. The Office also is mandated, most recently under section 103 of chapter 47 of the Acts of 2017, to study and review the MassHealth Medicaid and Health Safety Net programs. The Office seeks an experienced health careanalystto work in its Policy and Government Division, which identifies and analyzes opportunities to save state, federal or local funds. The healthcare analystwillresearch and analyze health care issues relating to the MassHealth Medicaid and Health Safety Net programs. Specific responsibilities include:

  • Researching and analyzing health careissues, with a focus on the MassHealth Medicaid and the Health Safety Net programs.
  • Assisting with and developing health care projects with a focus on the prevention and detection of fraud and abuse relating to providers and individuals.
  • Contributing to and designing health care projects with a focus on identifying systemic waste and inefficiencies in the MassHealth Medicaid and the Health Safety Net programs.
  • Recommending proposed policies, procedures and best practicesto prevent fraud, waste and abuse intheMassHealth Medicaid and the Health Safety Net programs.
  • Drafting research memoranda, public reports and other documents.
  • Evaluating, analyzing and interpreting health care data.
  • Interviewing public employees and other parties.
  • Additional duties as assigned.

Required Qualifications:

  • Bachelor’s degree.
  • Demonstrated knowledge of MassHealth Medicaid regulations and policies.
  • At least three years of direct experience in health care program administration or policy, particularly relating to the MassHealth Medicaid program.
  • Demonstrated ability to analyze, understand, and explain complex health care policy issues.
  • Excellent research and analytical skills.
  • Strong verbal and interpersonal skills.
  • Outstanding written communication skills.
  • Ability to manage multiple projects at one time.

Preferred Qualifications:

  • MPH, MBA, MPA, or other relevant degree.
  • Knowledge of the Health Safety Net program.
  • Direct work experience atMassHealth or a related state entity.
  • Direct work experience for a health care insurer or provider.
  • Demonstrated knowledge of health care fraud prevention and detection strategies.
  • Experience applying analytical tools and models, analyzing data, and creating reports.
