Procurement Manager

Responsible to: Initially Managing Director (with regular reporting to the Finance Director)

Key Purpose of Role

As the procurement specialist for the HRS Energy group of companies you will be responsible for developing and delivering our procurement strategy, ensuring adherence to procedures, policies and standards, and providing commercial guidance across all companies, projects and departments of the group.

You will focus on securing cost effective supplier relationships, drawing up tenders where required, contracting and relationship management across suppliers, project managers and funders.

In addition you will provide support with budget setting and control, staff training and support and general business support to the group as required.

Key Responsibilities

•Be the in-house procurement expert, providing advice and guidance to colleagues on all procurement matters and managing higher value procurements directly.

•Be responsible for the issuance, update and control of HRS Energy’s procurement policy and procedures and to oversee their application.

•Lead and co-ordinate all formal tenders with due regard to any project funding conditions and local/national regulation.

•Undertake and present such monitoring as required to regularly inform management of the results of procurement activities to enable effective cost control and to inform strategic decision making.

•Provide input into the business planning, proposal development and projects’ budgeting processes as required.

•Proactively build, develop and maintain valuable relationships with key stakeholders, across businesses and geographies, and with the wider HRS Energy team.

•Develop effective supplier relationships and ensure implementation of effective Supplier Management practices in conjunction with senior staff according to best practice and in a cost effective manner

•Provide responsive support and on-going monitoring of staff overseeing project-based supplier contracts and relationships.

• Undertake such other duties as might reasonably required to ensure HRS Energy operates in line with procurement and general financial best practice and operates in the most cost effective fashion.

Essential Experience

Minimum 5 years experience in procurement at a senior level, ideally in the energy or heavy industry sector.

Proven experience of tendering and managing high value group contracts.

Proven stakeholder management experience.

Experience of working in North America preferred but not essential.

Essential Skills

Commercial:

•A professional purchasing qualification would be an advantage (e.g. CIPS) or relevant equivalent supply-chain qualification

•A good understanding of procurement best practice.

•Knowledge of the energy, Oil & Gas or comparable heavy industry sectors, with ability to establish and maintain cost effective, large scale, staged-payment contracts.

•Ability to deploy a comprehensive understanding of the commercials of business.

• Strong financial acumen.

•Knowledge of sourcing and vendor management methodologies.

•Excellent analytical skills, strategic mind-set, capable of prioritising and agreeing compromises.

• Ability to deliver results in a fast-paced environment with moving deadlines and (in some areas) strict regulatory control.

People Management:

• Capacity to form and maintain good working relationships with a wide network of internal and external stakeholders; some at senior levels.

• Experience of managing staff - both individually as a line manager and in terms of practice and outcomes, via a group process.

• Able to handle supplier/contractor disputes without undue risk.

General

• Excellent oral and written communication skills (including English to a high standard);

• Able to translate complex procurement issues into layman’s terms for non-specialist audiences, including senior managers.

• Able to meet own admin needs - will require detailed understanding of Microsoft packages and ability to advise on and operate other software applications to aid activity.

• An awareness of health, safety and environmental issues and their application to procurement.

• An awareness of Equality and Diversity issues both at work and in relation to procurement.

• Knowledge of the renewable energy sector an advantage
