A Survey of Developing Country Governments on

World Intellectual Property Organization (WIPO)

Technical Assistance in the Area of Cooperation for Development

We have been hired as consultants to make an independent External Review of WIPO´s Technical Assistance in the Area of Cooperation for Development.[1] Our report of the Review will incorporate the results of the survey below and will be available to all WIPO members and to the public. Other aspects of the Review include a desk review of WIPO documents and reports, interviews with WIPO staff, six country case studies (involving field visits to national intellectual property offices and a diversity of government stakeholders), and a request for comments and input from other stakeholders. According to the Terms of Reference, the Review should cover WIPO Technical Assistance activities extended over the three year period from 2008 to 2010 (the case studies will cover a period of five years).

This survey is for all developing country members of WIPO. The survey is being sent through Ministries of Foreign Affairs for completion by any government Ministry or agency that addresses issues of intellectual property in its work. This includes, for instance, national intellectual property offices (e.g., industrial property, copyright) as well as offices responsible for aspects of intellectual property within Ministries of Foreign Affairs, Trade, Commerce, Industry, Finance, Development Planning, Science and Technology, Agriculture, Health, Education and Culture. The survey can be completed by offices or departments that are major recipients of WIPO technical assistance as well as those that have not been significant recipients to date. In the case of intellectual property offices, we suggest that the survey be completed by the head of the office or by a team of staff with knowledge of WIPO’s Technical Assistance to their office.

The technical assistance activities covered by this review include those related to the development of national intellectual property strategies; modernization of national intellectual property offices and systems to support users of the intellectual property system; promotion of innovation; advice on legislative and regulatory development; training and human capacity building; and international discussion on policy issues relevant to development (e.g., events, conferences); as well as support for participation by developing countries in WIPO meetings.

The data collected from this survey will be available on WIPO’s website. However, only aggregate data are to be released and any information relating to countries, individuals and organizations will be unidentifiable. Country-specific information will be accessible only upon request subject to consent from the country.
