The Minutes of the 220th Meeting of the NRC held from October 25th to 29th, 2013

The 220th Meeting of the Northern Regional Committee (NRC), National Council for Teacher Education (NCTE) was held from October, 25th to 29th, 2013 at NRC, NCTE, Jaipur.

The following were present:-

The Regional Director, NRC apprised the members of Northern Regional Committee about the provision of the NCTE Act, Rules, Regulations and instructions issued from time to time.

With the permission, Dr. Ram Kishor (Convener) presented the Agenda before the Committee. Item-wise decisions taken are as follows:-

AGENDA ITEM NO. 220.1 / CONFIRMATION OF MINUTES OF 219TH MEETING / The NRC confirmed the minutes of the 219th NRC metting with the following modifications:-
i)  The decision mentined against agenda item No. 219.23.1 (File No. 2905) be read as “The original file of the Institution and reply of the institution along with other related documents, NCTE Act, 1993, Regulations and Guidelines of NCTE published from time to time were carefully considered by NRC and following observations was made:
NRC decided that VT be constituted to verify the infrastructure & Instructional facilities created by the Institution for D.El.Ed. Course as per the provisions of NCTE Regulation, 2009 for further processing of the application. The institution shall be required to provide all information as required in NCTE Regulation, 2009 to the Visiting Team at the time of Inspection along with building completion certificate issued by the Competent Authority.
The original file of the Institution and reply of the institution along with other related documents, NCTE Act, 1993, Regulations and Guidelines of NCTE published from time to time were carefully considered by NRC and following observations was made:
ii)  The ground of Show Cause Notice against the decision of agenda item No. 219.21.168 (File No. NRCAPP- 6226) be read as “Certified copies of registered land documents issued by Competent Authority (Registrar / Sub Registrar) not submitted.
iii)  The last para mentioned in the decision of agenda item No. 219.4.8 (File No. NRCAPP-3990), agenda item No. 219.4.7 (File No. NRCAPP-3056) and agenda item No. 219.4.5 (File No. NRCAPP-3021) be read as “Hence, NRC dedcided that the application for the said course be rejected on the above points and FDRs if any be returned to the institution”

Hence, NRC decided that Show Cause Notice under section 14/15 (3) (b) of NCTE Act, 1993 be issued to the Institution on the above point and direct the Institution to submit the reply as per the provisions of NCTE Act, 1993 Rules & Regulations within 30 days from the date of issue of Show Cause Notice.

·  Notarized copy of change of land use certificate issued by the Competent Authority has not been submitted by the institution.
·  Building Plan approved by Gram Pradhan showing Khasra / Plot Number has not been submitted.
Hence, NRC decided that Show Cause Notice under section 14/15 (3) (b) of NCTE Act, 1993 be issued to the Institution on the above point and direct the Institution to submit the reply as per the provisions of NCTE Act, 1993 Rules & Regulations within 30 days from the date of issue of Show Cause Notice.

·  The institution has not submitted the Fixed Deposit Receipt for Rs. 5.00lakhs of Nationalized Bank towards Endowment founds and Fixed Deposit Receipt for Rs. 3.00 lakhs of Nationalized Bank towards Reserve fund under provision of NCTE Regulations, 2009.
Hence, NRC decided that Show Cause Notice under section 14/15 (3) (b) of NCTE Act, 1993 be issued to the Institution on the above point and direct the Institution to submit the reply as per the provisions of NCTE Act, 1993 Rules & Regulations within 30 days from the date of issue of Show Cause Notice.
