SPRINGFIELD EDA

The March 19, 2012 EDA meeting came to order. Those present include Doris Weber, Barb Jones, Ken Bishir, Steve Bryce, City Attorney Paul Muske, City Manager/EDA Director Mac Tilberg and City ClerkAmy Vogel. Absent were Mike Rothmeier, Paul Pieschel and Ben Luense.
Motion by Bishir, second by Jones to appoint Doris Weber as temp chair due to the absence of the Chair and Vice Chair. All ayes.
Motion by Bishir, second by Jones to approve the Jan. 23 and Feb. 9, 2012 minutes. All ayes.
Motion by Jones, second by Bishir to approve payment of the audited claims from Feb and March. All ayes.
Motion by Jones, second by Bishir to accept the Jan and Feb financial reports. All ayes.
Mike Rothmeier entered the meeting.
Motion by Bishir, second by Jones to accept the loan report. All ayes.
There was nothing for the old Kohls Weelborg lot.
Tilberg stated that a business has been working with local real estate agent, Mark Brown, to find a location for a new retail store within the city limits and on Highway 14. They need 1.2 to 1.3 acres for either a 9,000 or 7,200 sq ft building. There has to have customer parking in front. They are looking at some potential lots of which the EDA’s lot on the east side of town is one of them as are the lots just west of the EDA’s lot. The EDA is willing to work with them.
Tilberg stated that Curt Fredin is still looking to purchase the lot next to his property in St. John 1st Addition. The EDA agreed last April to a purchase price of $24,000. This price was established because there would be no development on it, which is what the lot was meant for. With no development, there is no possible chance for tax increments to be received or additional tax capacity for the city. There was discussion on both sides of the issue. No action was taken.
Tilberg explained the restaurant opportunity available for the Kohls Weelborg site. The EDA has not received any loan application at this time. If the project moves forward, there may be some financial assistance needed in the form of an EDA loan and/or tax abatement. The business would need a 6 inch water line to provide fire protection.
Motion by Rothmeier, second by Bishir to adjourn at 5:00 PM. All ayes.
