Introduction

Gippsland PHN is one of 31 PHN’s across Australia which were established on 1 July 2015. Further information can be found on the Department of Health website -

Gippsland PHN is a not for profit primary health organisation responsible for coordinating primary health care in Gippsland and to better connectservices to meet the needs of the local communities.

The key objectives of Gippsland PHN are to:

  • Increase the efficiency and effectiveness of medical services for patients,particularly those at risk of poor health outcomes.
  • Improve coordination of care to ensure patients receive the right care, in the right place, at the right time.

Gippsland PHN focuses on support to general practice, health planning, healthsystem integration and commissioning services in line with national and local healthpriorities.

National health priorities have been confirmed as mental health, Aboriginal andTorres Strait Islander health, population health, health workforce, eHealth andaged care.

Local health priorities identified through a Gippsland-wide needs assessmentare Aboriginal and Torres Strait Islander health, access to primary care services,ageing, children and families, chronic disease, mental health and young people.

Election and appointment of Directors

There are nine Gippsland PHNBoard Directors. Three of the current Directors will be retiring in 2015. In accordance with the Gippsland PHN Constitution, one Director will be elected by Gippsland PHN members. The outcome of the election process will be declared at the Annual General Meeting on 18 November 2015.

Following the election process, the Gippsland PHN Board may then appoint up to two Directors.

Nominations of non-executive Board Director candidates must be on the attached form.Candidates that submit an application to be elected as a Board member may be considered for appointment.

Retiring Directors are eligible to re-apply.

Skills and expertise

The collective skills required of Directors can be broadly categorised as;

  • Professional skills (skills directly relevant to performing the Board’s key functions) and;
  • Sector skills (skills relevant to the sector or sector in which the organisation predominantly operates)

Board members are collectively required to demonstrate expertise in:

  • Strategic thinking
  • Policy development
  • Understanding of primary health care and population health planning
  • Financial performance
  • Risk and compliance
  • Corporate governance
  • Information technology
  • Executive management
  • Commercial expertise

All Board members are required to demonstrate high ethical standards, including preparedness to maintain organisational confidentiality and ability to work positively and respectfully with others as part of a team.

Board candidates are required to ensure two proposers complete the nomination form who will act as referees in this application. Proposers must be over the age of 18.

Time commitment

The Gippsland PHN Board meets during business hours once a month in the Gippsland region. Directors also participate in one or more Board committees, these are usually held the same day as the Board meeting.

Directors are required to represent Gippsland PHN at nominated community and stakeholder events in addition to making themselves available to participate in governance activities i.e. strategic or business planning processes. Directors receive remuneration and may also receive payment for some approved expenses.

How to apply

Candidates must complete the following documentation:

  • Candidate nomination and consent to act as Director form;
  • Board Skills Matrix; and
  • Brief Biography suitable for inclusion in ballot papers. This must be a maximum of 400 words and must not contain anything but text. Please ensure you include key qualifications, experience and your interest in becoming a Director. All information must contain appropriate content for distribution.

In addition, candidates should provide a covering letter detailing:

  • Their interest in health service provision in Gippsland;
  • Any other relevant information that may assist the assessment panel in their determination of candidate suitability.
